The municipal drop-off centre is sized for a household, not a job site
Across our checks, we counted at least eleven drop-off centres run by eight different authorities on the South Shore. None of them is “the South Shore drop-off centre”: each serves a defined perimeter, free of charge for its own residents, on proof of residence — driver's licence and vehicle registration in the Longueuil agglomeration, photo ID at the MRC de La Vallée-du-Richelieu and in Saint-Constant. The neighbour two streets over has no automatic right to it.
And above all the volume is capped, and the cap is small: under 2.5 m³ per visit and 12 visits a year per address in the Longueuil agglomeration, 3 m³ per visit in Châteauguay and in Saint-Constant, where only one visit a week is allowed, 2.3 m³ per visit in Chambly, 12 m³ a year at the MRC de La Vallée-du-Richelieu. A 10 cubic yard dumpster holds 7.6 m³: that is three to four drop-off trips for the same volume, unloaded by hand — and, in the Longueuil agglomeration as at the MRC de La Vallée-du-Richelieu, with a vehicle no longer than 7.5 m including the trailer and no dump trailers allowed. For a trailer of branches, the drop-off centre does the job. For a kitchen, a basement or a roof, it does not.
For a contractor the answer is shorter still. Materials of commercial origin are refused in the Longueuil agglomeration, at the MRC de La Vallée-du-Richelieu and in Saint-Constant, each in their own words; where a contractor is admitted, it is in the client's name, on the client's permit, and in loads of 2.3 to 3 m³ — roughly a third of a 10 yard per trip. In every city we have checked, construction, renovation and demolition debris is also excluded from both the garbage and the bulky-item collections. The contractor dumpster, with its 15 days and its planned rotations, exists for exactly that gap.
