Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Saint-Philippe?

Not for the dumpster itself, if it sits entirely on your land. We word it carefully because the conclusion comes from an absence of provision: the word « conteneur » appears neither in by-law 325 on nuisances, nor in by-law 1008-00 RIP on traffic, nor in fee by-law 2016, and by-law 504 on planning administration uses it only for a « shelter or enclosure for a container » and a « semi-buried container » — permanent structures. The list of certificates of authorization in its section 34 is closed and provides for none covering a temporary placement. The job site, however, often does need a permit: any « major renovation » is subject to one, which includes work « which, within the same calendar year, represents a cost greater than 5,000 $ », a change of exterior cladding colour, or « finishing a basement ». In doubt? Planning and sustainable development department, 450 659-7701, extension 391 — processing can take up to 30 days.

Can I have the dumpster placed on the street in front of my house?

No. Section 48 of by-law 1008-00 RIP prohibits « throwing, placing or dropping […] an object on a sidewalk, a shoulder, a public road, a public place or a bike path », on pain of a 50 $ to 75 $ fine plus costs, and by-law 325 prohibits « installing any construction or any other development, other than floral landscaping, in the street right-of-way » (s. 8.3.1). No Saint-Philippe text provides for a temporary public-domain occupancy permit for a dumpster. The truck does get a window — and it is timed: delivery of goods must « be carried out within a maximum period of 30 minutes », the vehicle « parked parallel to the roadway » and the unloading done « without interruption » (s. 34). The dumpster itself goes on private land.

Which route does your truck take in Saint-Philippe?

It is the local question here, and the urban plan answers part of it. It describes a town bordered by Highways 15 and 30 and crossed by three collector roads — provincial Route 217 (Édouard-VII), Montée Monette and Chemin Sanguinet — with everything else being « local and rural streets ». It then writes that « truck traffic is regulated, including restricted routes (Montée Monette), prohibited routes (Route 217, between the municipal boundary and Montée Monette) and prohibited local routes, which include many local and rural streets ». The plan is not the regulatory source of those restrictions — the signage on the ground and the provincial transport department set them. That is exactly why we plan the access route before the order. Useful on the rangs and montées: by-law 325 already requires the abutting owner to leave 4.5 m of vertical clearance between the roadway and the branches (s. 8.4.1).

What hours can you deliver or pick up the dumpster?

By-law 325 names « the delivery of materials » in the very same section as construction, alteration, repair and demolition work, and prohibits all of it between 9 p.m. and 7 a.m. (s. 3.2.7). Two other sections frame noise: a sound device may not disturb the neighbourhood between 11 p.m. and 7 a.m. (s. 3.2.5), nor « before 9 a.m. on Saturday, Sunday, a legal holiday or a public holiday » (s. 3.2.6). Those sections do not cover exactly the same thing, and we would rather not decide in the town's place: for an early weekend delivery, we agree on the hour together at 514 708-2424.

Can Saint-Philippe's drop-off centre replace a dumpster?

For a job site, no. The service is « accessible by appointment only », offered « to residents only », with « proof of residence […] required when you register at the reception counter ». Above all, its official sheet lists asphalt shingle, concrete, brick, stone, rock and soil among the refused materials — exactly what fills our four single-material dumpsters — along with branches, logs and stumps. The town itself explains that it books appointments « to make sure there is enough room in our containers »: no volume is guaranteed in advance. Add that the garbage bin refuses asphalt and concrete, soil, rock, sand and peat, asphalt shingle and treated wood, and that the bulky waste collection runs only once a month while excluding construction material, and the arithmetic is quick: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³.

I am a contractor: can I use Saint-Philippe's drop-off centre?

No, and the town says so plainly: « Only residential materials are accepted, no commercial or industrial drop-off is permitted », while the official sheet lists « all materials coming from businesses and industry » among refused materials. Dropping off after hours also carries fines that « range from 100 $ to 4,000 $, depending on the nature of the offence », under by-law 325. Two further obligations bear on the haul itself inside the town limits, and they are aimed at us, not at you: the load must not travel « in a vehicle that is not closed or not covered by a securely fastened tarp » — that is, it must be tarped (by-law 325, s. 8.2.2) — and a dirtied roadway must be cleaned within two hours, failing which the town cleans it « at the owner's expense » (by-law 1008-00 RIP, s. 47).

Where does the dumpster go once the car shelter is up?

That is the Saint-Philippe winter constraint, and it lasts six and a half months. Zoning by-law 501 allows a temporary car shelter « between October 15 of one year and April 30 of the following year », one per lot, « on a lane », at most 40 m² and 3 m high, 0.6 m from any lot line, 2 m from a sidewalk or 3.5 m from the pavement edge, and 1.5 m from a fire hydrant (s. 302): it takes the dumpster's very spot. The street is no fallback — parking there is prohibited between midnight and 7 a.m. from December 1 to April 1 (by-law 1008-00 RIP, s. 31) and an object never belongs there (s. 48). And snow travels both ways: you may not throw yours onto public property (by-law 325, s. 6.2.1), but « those responsible for clearing the streets […] may throw, place or dump snow on sidewalks and on lots » (s. 6.3.2). So we settle the spot and the pick-up date together; the town's snow line, at 450 659-0204, extension 333, is updated every day from 5 p.m.

Will the dumpster damage my driveway?

In most towns the first question is « where does the box go ». In Saint-Philippe it is « which streets is the truck allowed on ». The exact restrictions come from the signage on the ground, not from the plan; so the access route gets settled on the phone rather than in front of the house.

The second thing our drivers know about this town is that it does not have one typical driveway but four — the urban plan recognizes four building typologies. In the historic core, lots are « irregular in shape, very deep » and buildings « generally close to the street and to the front lot line »: the room is behind, on a grid of montées and rangs. In the 1970s mobile-home neighbourhoods, resubdivided lots are « about 30 feet wide »: elbow room is thin. In the 1980s îlots déstructurés, areas are « larger than in serviced sectors » and buildings « set back from the street »: plenty of room, but a long lane. In the recent projects, side yards are « narrower » and the street grid is organic — curves, so manoeuvring. A 20 yard box is roughly the size of a Dodge Caravan; the 10 yard equals a 20 yard filled halfway: same footprint, simply lower.

The third is branches and surfaces. Here the clearance over the street is not a driver's observation, it is a standard the abutting owner must meet. Section 8.4.1 of by-law 325 declares a prohibited nuisance any overhang leaving « a vertical clearance between the asphalt surface of the roadway and the branches of less than four metres fifty (4.5 m) » — and 2.5 m over a sidewalk, bike path or pedestrian crossing (s. 8.4.2). Contractors and property managers in Saint-Philippe

Saint-Philippe is a town of space: 61.9 km² of land area for 8,674 residents — the largest area of the 11 municipalities in the Roussillon regional county, and roughly 140 residents per square kilometre against nearly 534 for the county as a whole (official Roussillon county map 670, Government of Quebec, February 2026; population from order-in-council 1499-2025). Its urban plan says as much in its own words: « its territory […] is the largest of the 11 municipalities in the county ». Permanent farmland covered more than 93.2% of the municipal area in 2017 (5,785 ha), and « the largest farmland area in the Roussillon regional county is in Saint-Philippe »: 27 farms counted in 2016, class 2 soil, and five campgrounds totalling « more than 900 camping sites ». A job site here is rarely around the corner. For a contractor, the municipal route is locked twice over: the town's drop-off centre states that « only residential materials are accepted, no commercial or industrial drop-off is permitted », and its official sheet lists « all materials coming from businesses and industry » among the refused materials. What remains are two obligations we carry for you, because they fall on the hauler and not on the client. First: by-law 325 declares a prohibited nuisance allowing « waste, dust, soil, rocks, gravel, sand, cement or other bulk substances » to be carried « within the limits of the Municipality […] in a vehicle that is not closed or not covered by a securely fastened tarp » (s. 8.2.2). Second: a dirtied roadway gets cleaned fast — « failing cleaning by the driver and the owner within two (2) hours, the Town may itself or through its representative, at the owner's expense, clean or have the said public road cleaned » (by-law 1008-00 RIP, s. 47). A fastened tarp and a dumpster that does not overflow are not a courtesy in Saint-Philippe: they are two sections of by-law.

The market itself keeps moving. The urban plan reports 85% owner-occupied households, 47% of dwellings built after 2001 and 166 residential housing starts in 2020 — 30 single-family, 72 apartments, 64 semi-detached or row — noting that « semi-detached and row houses have been, since 2014, the most numerous housing starts ». A 2012 survey also found 51 hectares of land free of natural constraints still available inside the urbanization perimeter, worth « a minimum of 1,200 residential units », plus a vacant sector of more than 60 hectares at the northern tip, « enclosed by Highway 30 and bordered by the towns of Candiac and La Prairie », earmarked for industrial development. Heavy trucking is already part of the landscape: the plan notes that the Saint-Philippe quarry, « to the south, on Rang Saint-Marc », « forces heavy truck traffic along Route 217 through the central sector, crossing the Noyau villageois ».

In winter the lane is already taken — we plan the room

Here the dumpster's rival has a name: the temporary car shelter. Zoning by-law 501 allows it « between October 15 of one year and April 30 of the following year », one per lot, and it names the permitted location — « on a lane » — with a maximum area of 40 m², a maximum height of 3 m, set back 0.6 m from any lot line, 2 m from a sidewalk or 3.5 m from the pavement edge where there is no sidewalk, and 1.5 m from a fire hydrant (s. 302). Six and a half months a year, the shelter stands exactly where the dumpster would go. That is two weeks longer than in Rosemère, and it moves the real question from « when » to « where ».

The street is no fallback. By-law 1008-00 RIP prohibits parking « at all times on all public roads and portions of public roads, between midnight and 7 a.m., from December 1 to April 1 of each year » (s. 31), and section 48 prohibits, in every season, leaving an object on a sidewalk, a shoulder or a public road. Each winter the town publishes season-specific exceptions and tolerances on its Info-neige page: those belong to its snow line, at 450 659-0204, extension 333, updated « every day, from 5 p.m. » — not to last year's text. A vehicle that prevents snow clearing or removal can also be towed at the owner's expense, on top of the fine (s. 45).

Then there is the snow itself, and it travels both ways. By-law 325 prohibits « throwing, placing or dumping snow from one's property onto public property » (s. 6.2.1) and requires fire hydrants to be kept clear (s. 6.2.4). But section 6.3.2 says the opposite for the town: « those responsible for clearing the streets within the limits of the Municipality may throw, place or dump snow on sidewalks and on lots ». In other words, the municipal snowbank is entitled to land on your driveway — and a dumpster left at the wrong end of the lane ends up buried, with the by-law on the town's side. That is why, from November to April, we agree on the spot and the pick-up date when you book.

Why the drop-off centre is not enough in Saint-Philippe

The town runs its own drop-off point and has tightened access to it, in its own words, « to meet ever-growing demand and to put a stop to illegal dumping when the site is closed ». For a job site it does not open: you get in by appointment only, and whatever comes off a roof, a masonry wall or an excavation is refused. Here is where the door closes.

At the curb the fallback is thinner still, and it does not even rest with the town: « the Roussillon regional county is responsible for the collection, transport and treatment of residual materials » in Saint-Philippe. The garbage bin there refuses « asphalt and concrete (aggregates) », « soil, rock, sand and peat », « asphalt shingle » and « painted, stained and treated wood ». The bulky waste collection, which runs « once a month, on the first garbage collection of the month », excludes « construction […] material » by name and caps items at two metres in length. A roofing job in Saint-Philippe therefore has no municipal way out at all. The arithmetic is quick: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³.
