Size is not the whole story: dumpsters are rented by material type. Each type goes to a different disposal facility — that is why mixed loads bring extra fees. One choice to make, five options:

Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Frequently asked questions — Saint-Mathieu

Do I need a permit to place a dumpster in Saint-Mathieu?

No, and for once it is not a deduction: it is written. Table 2.1 of by-law 318-2024 on permits and certificates lists « Conteneurs à déchets », under the heading « Équipement accessoire », in the None column — no permit, no certificate of authorization. Watch the neighbouring line: « Conteneur », under « Construction accessoire », does require a permit, but it covers the shipping container used as an accessory building (zoning 315-2024, s. 8.11 and 9.12), not the box we deliver. Two caveats, though: the spot on the lot deserves a call at 450 632-9528, extension 225 (see the next question), and the job site itself often needs a permit — which it is prohibited to get ahead of.

Where can the dumpster go on my lot?

This is the question where we refuse to decide in the Municipality's place, because its texts do not converge. The permit table says « None » for a waste dumpster. But the siting table in section 8.21 of the zoning by-law, headed « Conteneurs de matières résiduelles », answers « No » for the front yard, the secondary front yard and the side yard and « Yes » for the rear yard alone, with 2 metres from the side and rear lot lines, 1.5 metres from buildings and one dumpster only for Residential uses. Its special provisions — semi-buried, enclosure on a monolithic slab — clearly aim at the permanent container of a building or a business, not a roll-off set down for seven days. Our rule: the spot is confirmed at 450 632-9528, extension 225, before delivery. We will never write « put it anywhere in your driveway ».

Is it true that Saint-Mathieu requires a dumpster on a job site?

Yes, and with a figure. The applicant for a building permit « undertakes to install on the site […] a waste dumpster with a minimum capacity of 5.6 cubic metres », extension projects included, and « failure to comply with this obligation automatically revokes the building permit issued » (by-law 318-2024, s. 2.6 a). 5.6 m³ is 7.32 cubic yards: our 10 yard box, at 7.65 m³, is the smallest format that satisfies the requirement. The construction by-law adds, for any construction, extension, alteration, repair, renovation or demolition site, a dumpster « of sufficient capacity » and proof to be filed with the planning department within seven days of the start of the job site (by-law 317-2024, s. 3.29). The two sections do not cover the same work: for your specific case, 450 632-9528, extension 225.

What proof do I have to give the Municipality?

Two pieces, and they are spelled out. Section 3.29 of construction by-law 317-2024 requires that « proof of compliance with this requirement » — having a dumpster of sufficient capacity on site — « must be filed with the planning department within seven days of the start of the job site », together with « proof that the materials were disposed of in accordance with the Act ». In practice that means a dated rental contract and a disposal slip. We hand them over because the Municipality asks for them: keep them with your permit, which must itself stay posted on site, in a visible place, for the whole duration of the work.

Can I have the dumpster placed on the street in front of my house?

Two Saint-Mathieu by-laws give different answers, and we report both. Zoning governs the occupancy of a roadway in front of a construction site: at most one third of the width of the roadway, nothing higher than 1.8 metres nor wider than the frontage of the site, drainage left clear, warning lights lit « from sunset until sunrise », everything removed within 3 days of the end of the work, joint liability of the builder and the owner (by-law 315-2024, s. 7.40) — and table 2.1 of by-law 318-2024 places « Utilisation d'une voie de circulation lors de travaux de construction » in the Certificate column: a certificate of authorization is then required. But the same zoning by-law states that temporary equipment « may at no time encroach on the street right of way » (s. 7.1 d), and the traffic by-law prohibits « throwing, depositing or casting […] an object on a sidewalk, a shoulder, a public road, a public place or a bike path » (by-law 1008-17, s. 49), with no exception for job sites. For a simple clean-out, with no work and no permit, nothing allows it. This gets confirmed case by case at 450 632-9528, extension 225.

Can the drop-off centre replace a dumpster in Saint-Mathieu?

For a car trunk, it helps. For a job site, no, and the published rules say so. Volume is capped at 3 m³ per visit and one visit a week, « any surplus will be refused and you will have to take it back with you »; hydraulic trailers are prohibited, so nothing tips; « no employee will come and help you unload »; and sorting must be done BEFORE you arrive. Do the arithmetic: 3 m³ is 3.92 cubic yards, a 10 yard box holds 7.65 m³ — about three weeks of allowed visits, five for a 20 yard, more than ten for a 40 yard, all emptied by hand. Meanwhile planning requires 5.6 m³ on the job site as soon as a permit is issued.

I am a contractor in Saint-Mathieu: what are my options?

One, and the Municipality names it itself. The municipal route is closed to you on two separate lines: « the service is not offered to professionals and contractors », and « commercial and industrial debris » as well as « residues of commercial and industrial origin » appear among the refused materials. At the same time, by-law 318-2024 requires you to have a dumpster of at least 5.6 cubic metres on any site where a building permit has been issued, on pain of automatic revocation of the permit, and by-law 317-2024 asks you to file proof of it within seven days. So the dumpster is not a job site convenience in Saint-Mathieu: it is a piece of your permit file. We deliver the size, we supply the dated contract and the disposal slip.

How long can your truck stay in the street?

Thirty minutes, and the by-law says so in plain words. A truck over 4,500 kg may not park on the public roads of Saint-Mathieu, « except […] for the purpose of picking up or delivering goods », and « that pick-up or delivery must however be carried out within a period of 30 minutes maximum »; the vehicle must be « parked parallel to the roadway » and unloading must be « without interruption » (by-law 1008-17, s. 34). Two more sections complete the picture and explain our tarps: nothing may escape from a vehicle or soil, clutter or obstruct a public road (s. 46), and a soiled roadway must be cleaned within two hours, failing which the Municipality cleans it at the owner's expense (s. 47). A clear spot on arrival, and everything fits inside the window.

Will the dumpster mark my driveway or my site?

It is a real question in Saint-Mathieu, because the housing stock here is unusual: 57.2% detached single-family homes and 29.9% mobile homes, Cité mobile included (urban plan 314-2024, 2021 census). Zoning requires any street giving access to mobile homes to be « surfaced with asphalt or with a hard, granular and well-packed surface » (s. 6.56) — surfaces that mark under a point load. Does winter change anything in Saint-Mathieu?

A great deal, and for longer than elsewhere. The temporary winter car shelter is allowed « between October 15 of one year and April 15 of the following year » — six months less a day — one per lot, « installed in the parking area or in its access lane », 1 metre from any lot line and 1.5 metres from a fire hydrant, 30 square metres and 3 metres high at most (by-law 315-2024, s. 7.48 to 7.51). It stands exactly where the dumpster would go. And the street is no fallback: from December 1 to April 1, parking is prohibited there between midnight and 7 a.m. (by-law 1008-17, s. 32), and a vehicle obstructing snow clearing may be towed at its owner's expense, on top of the fine (s. 45). Add the bins, which the Municipality asks to be placed in the driveway with 60 centimetres clear all around. The spot is chosen when you book.

Saint-Mathieu looks like no other town we serve, and it shows in the housing stock: 57.2% detached single-family homes and 29.9% mobile homes, Cité mobile included, according to urban plan 314-2024 and the 2021 census. Nearly one home in three is mobile. Zoning takes that into account: any street giving access to mobile homes « must be surfaced with asphalt or with a hard, granular and well-packed surface » (by-law 315-2024, s. 6.56). Those are exactly the surfaces that mark under a point load. That is what the PROTEC-O-SOL system is for, and it comes with every box — built-in planks that spread the weight. There is a second, regulatory consequence: on mobile home sites, « the storage or accumulation of any material or object […] on leased lots or under mobile homes » is prohibited (s. 6.53). Debris therefore has only one compliant place to wait: inside the dumpster.

The second thing that gets settled on the phone is the spot, and in Saint-Mathieu it earns a call. Table 2.1 of by-law 318-2024 is clear: a waste dumpster requires no permit and no certificate. But the siting table in section 8.21 of the zoning by-law answers « No » for the front yard, the secondary front yard and the side yard, and « Yes » only for the rear yard, with 2 metres from the side and rear lot lines, 1.5 metres from buildings, and one dumpster per lot for the Residential category. Its special provisions clearly aim at the permanent container of a multi-unit building or a business — semi-buried front-loading, or an enclosure on a monolithic concrete slab. A rental dumpster set down for a week is neither. We do not settle this in the Municipality's place: we tell you the question exists, and the spot is confirmed at 450 632-9528, extension 225 before delivery. We will never write « put it anywhere in your driveway ».

The third is the route and the manoeuvre. Saint-Mathieu's local network — the streets of the urban perimeter, chemin Saint-François-Xavier, rue Principale, chemin de la Petite-Côte and chemin Saint-Édouard — « constitutes roads prohibited to trucking (except for local delivery) », the urban plan writes; only Highway 15 carries heavy transport without restriction, and montée Monette « has restrictions ». A dumpster delivery is precisely the named exception: the truck comes for you, it does not merely pass through. Add the Canadian Pacific rail line, which crosses the municipality north to south with a holding yard at montée de la Petite Côte — so level crossings on the route — and a short legal window at the curb: a truck over 4,500 kg may stop there only for a delivery, 30 minutes at most, parked parallel to the roadway, unloading without interruption (by-law 1008-17, s. 34). A clear spot on arrival is a manoeuvre that stays inside the law.

Contractors and property managers: here the dumpster is part of the permit

Elsewhere we explain that a dumpster is allowed. In Saint-Mathieu the Municipality requires one, and puts a number on it. The applicant for a building permit « undertakes to install on the site […] a waste dumpster with a minimum capacity of 5.6 cubic metres », extensions included, and « failure to comply with this obligation automatically revokes the building permit issued » (by-law 318-2024, s. 2.6 a). The conversion is worth doing once and for all: 5.6 m³ is 7.32 cubic yards. Our 10 yard box holds 7.65 m³: it is the smallest format that satisfies the requirement. Below that, the job site is not compliant and the permit falls.

The construction by-law goes further, and that is where service becomes a file document. Anyone responsible for a job site — construction, extension, alteration, repair, renovation or demolition — must have on site a dumpster « of sufficient capacity », and « proof of compliance with this requirement must be filed with the planning department within seven days of the start of the job site », together with « proof that the materials were disposed of in accordance with the Act » (by-law 317-2024, s. 3.29). Two written pieces, then: a dated rental contract and a disposal slip. We provide them because the Municipality asks for them, not for show. Note that the two sections do not cover the same work — 318-2024 covers construction and extensions and sets 5.6 m³; 317-2024 adds alteration, repair, renovation and demolition without naming a capacity. We do not merge them into one sentence, and for a specific case the planning department answers at 450 632-9528, extension 225.

As a market, Saint-Mathieu is renovation territory, not new build: the urban plan describes a single urban perimeter « almost saturated in terms of available space », which « must now turn to the redevelopment of older neighbourhoods », with only 7.72 hectares still earmarked for residential development in 2024 — including Cité mobile (2.85 ha) and rang Saint-André (3.5 ha) — and a minimum density threshold of 14 dwellings per gross hectare imposed by the Roussillon regional county. The stock itself is gaining value: 940 households in 2021 and an average dwelling value of 365,000 $, « a significant increase of more than 46% over the previous 5 years ». Our rotations are built around that: 40 yard dumpsters for job sites that move, photo tracking of every delivery, SMS notifications on drop-off and pick-up, flexible pick-up as the work progresses. One last marker, often forgotten: it is « prohibited to begin work before the required permit or certificate is issued » (by-law 318-2024, s. 2.5 b), and « filing a permit application is at no time considered an authorization to begin work ».

In winter the driveway is already taken — six months less a day

In Saint-Mathieu the temporary car shelter occupies the driveway longer than elsewhere. Zoning allows it « between October 15 of one year and April 15 of the following year » (by-law 315-2024, s. 7.51): six months less a day. One per lot, « installed in the parking area or in its access lane », at least 1 metre from any lot line and 1.5 metres from a fire hydrant (s. 7.49), 30 square metres and 3 metres high at most, its width not exceeding that of the parking lane (s. 7.50). No permit is required to put it up — but it stands exactly where the dumpster would go. And when the period ends, « every element of a temporary car shelter must be removed, including its structure ».

The street is no fallback. From December 1 to April 1, parking is « prohibited at all times on all public roads and parts of public roads as well as in public places, between midnight and 7 a.m. » (by-law 1008-17, s. 32) — 40 $ plus costs (s. 62) — and a vehicle that prevents « snow clearing and removal » may be towed at its owner's expense, on top of the fine (s. 45). Add the bins: the Municipality asks that they be placed « in your driveway, avoiding obstruction of the sidewalk, the street or the bike path », with 60 centimetres clear all around for the truck's grabber, out before 7 a.m. — and collection « may run until 7 p.m. ». Garbage on Monday, compost on Thursday, recycling on Friday.

Add up a Saint-Mathieu driveway in January: the snow, the bins, often the car shelter, and the dumpster. Since the zoning siting table also raises a serious question about front and side yards, and since the street is closed at night four months a year, the dumpster's spot is decided when you book, not when the truck arrives. It is a two-minute conversation at 514 708-2424, and it saves a round trip.

Why the drop-off centre is not enough in Saint-Mathieu

Saint-Mathieu has no drop-off centre of its own. Its residents are directed to the one run for the City of Saint-Constant by the organization Le Partage. For a car trunk, that helps. For a job site, the door closes fast — and it is the rules published by the city that close it, not us. Eight lines are enough to say where it stops.

At the curb the fallback is thinner still. Collections coordinated by the Roussillon regional county run Monday for garbage, Thursday for compost and Friday for recycling; bins must be out before 7 a.m., placed « in your driveway, avoiding obstruction of the sidewalk, the street or the bike path », with 60 centimetres clear all around, and « the garbage bin belongs to you » — it is up to the resident to buy a compliant one from a retailer. None of that absorbs a demolished bathroom or a re-done roof. Meanwhile the municipal by-law does not merely permit the dumpster: it requires one, at a minimum of 5.6 cubic metres, as soon as a building permit is issued, failure to comply « automatically revoking the permit » (by-law 318-2024, s. 2.6 a). The drop-off centre caps out at 3 m³ a week and refuses contractors; planning asks for 5.6 on the job site. The arithmetic is the Municipality's own.
