Do I need a permit to place a dumpster in Contrecœur?

For the street, yes: the town's prior authorization is mandatory, and the traffic by-law names the container in so many words (by-law 1012-2015, s. 44; 150 $ fine). For private land, we answer carefully. The table of works requiring authorization in by-law U-200 provides no permit or certificate for a temporary container — but its section 18 states that the list is not closed, and zoning by-law U-100 restricts the location of waste containers to the rear yard in residential zones. The rear yard is therefore the only expressly permitted spot; for a front driveway, the question goes to the planning and environment department at 450 587-5901, extension 222, before delivery. We make the call with you, and we promise nothing the text does not say.

Can I have the dumpster placed on the street in front of my house?

Not without the town's authorization, and it is written plainly: « It is prohibited to place or allow to be placed on a sidewalk, a street, a public passage or a public place, notably soil, gravel, sand, snow, construction material, sod and a container without having first obtained an authorization from the Town » (by-law 1012-2015, s. 44). Contrecœur is one of the rare towns whose traffic by-law names the container. The fine is 150 $. Add the ban on leaving a bulky object in a street without a permit (s. 49) and the ban on parking between the curb and the property line (s. 53): the municipal grass strip is not available space. The exact authorization mechanism is confirmed at 450 587-5901, extension 222.

Can the dumpster go in my driveway, in front of the house?

This is the Contrecœur question, and we would rather ask it properly than answer it too fast. The accessory equipment table in residential zoning reads « Waste container — front yard and fixed front setback: no; side yard: no; rear yard: yes » (U-100, s. 187), and section 280 draws up a closed list of permitted temporary equipment on which the rental container does not appear. Several clues suggest the chapter targets the permanent containers of buildings — mandatory from 10 dwellings up, required to sit « on a concrete surface », and allowed in a commercial front yard only if « buried and integrated into landscaping ». But the by-law does not define « waste container », and that reading belongs to the inspector, not the supplier. One call to 450 587-5901, extension 222, settles it before the truck leaves.

What hours can you deliver in Contrecœur?

Between 7 a.m. and 8 p.m. Monday to Friday, and between 10 a.m. and 6 p.m. on Saturday and Sunday. Those are not our opening hours, they are the by-law: section 52 of nuisance by-law 726-2003 prohibits noisy work — and it expressly names « the delivery of materials » — Monday to Thursday between 8 p.m. and 7 a.m., Friday between 8 p.m. and 10 a.m., Saturday between 6 p.m. and 10 a.m. and Sunday between 6 p.m. and 7 a.m. Dropping a dumpster at 6:30 a.m. on a Tuesday, or at 8 a.m. on a Saturday, falls inside the prohibited window. Noise is also capped at 50 decibels at the lot lines of a residential property. We plan the window with you when you book.

Can Contrecœur's drop-off centre replace a dumpster?

For a car trunk it is a good address — and one of the rare ones that accepts concrete, asphalt, brick and uncontaminated soil. For a job site, no, and the regional county's own figures say so. The North Sector, at 4111 route Marie-Victorin, opens Wednesday to Saturday from 8 a.m. to 4 p.m. in weeks 14 to 44, then Saturday only in weeks 1 to 13: four days a week in summer, one in winter. The residential rate climbs from 5 $ to 110 $ by volume, capped at 300 cu ft, at one trip a day per address, with 25 $, 50 $ or 100 $ extra for asphalt shingles or soil. You unload yourself — « staff are not authorized to unload vehicles » — having sorted beforehand, and you must be through the gate 15 minutes before closing. A 10 yard box holds 270 cu ft, a 20 yard 540 cu ft, a 40 yard 1,080 cu ft: past the first size, the grid stops existing.

Can I put rubble in the garbage bin or out for bulky waste collection?

No in both cases, and by-law 214 of the regional county says so in writing. The definition of « résidus ultimes » — what the garbage bin accepts — expressly excludes construction, renovation and demolition waste and « demolition and excavation debris such as rubble and plaster, pieces of concrete and masonry, chunks of paving, soil and dust ». The bulky waste collection excludes « construction materials » and treats « dismantled furniture » as construction waste; it requires advance registration on Tri-Facile and runs only in February, April through August, October and December — nothing in January, March, September or November. Since 2026 the garbage bin comes every three weeks and surplus left beside it is no longer accepted. Setting out excluded materials costs an individual 200 $ to 500 $.

I run an industrial site near the port: does interim control affect me?

Check your zone before planning a demolition. Since June 2, 2026, by-law U-101 has frozen eight industrial zones — I2-6, I2-14, I2-15, I2-28, I3-1, I3-4, I3-5 and I3-8 — where any change of use, « any new construction, whether principal or accessory », « any total or partial demolition » and any cadastral operation are prohibited. The exceptions cover public safety, requirements of a higher authority, « routine maintenance work having no impact on the use, volume or siting of a building », minor repairs and the preservation of acquired rights; council may also authorize a project by resolution. Routine maintenance goes ahead, a partial demolition is frozen. We deliver the 40 yard box either way — but it is worth knowing before you order it.

Will the dumpster damage my driveway?

Every one of our dumpsters is delivered with the PROTEC-O-SOL system, built-in planks that spread the load and protect the surface. Nothing to supply, nothing extra to pay. In Contrecœur the question arises on two different surfaces: inside the urban perimeter, zoning requires parking areas and access lanes to be « paved or otherwise covered with non-granular materials » no later than 18 months after the building permit is issued; outside the urban perimeter — the riverside addresses along Route 132, the country roads — the requirement covers only the front setback, and gravel dominates. In both cases our drivers' advice is the same: four flattened cardboard boxes, or a thin sheet of plywood, on the chosen spot before the truck arrives.

We deliver everywhere in Contrecœur, from the village core to the riverside addresses along Route Marie-Victorin, and the truck plans its move before it arrives. Three things get settled on the phone rather than in the driveway: width, slope and surface. Zoning supplies the numbers. A driveway entrance is 3.5 m wide at minimum and 6 m at maximum — 10 m for a home with a double garage or a door wider than 3.65 m, 8 m with a multigenerational unit — and a single-family parking area may cover up to 50% of the lot's width without ever exceeding 10 m. A lot whose front line measures less than 30 metres is entitled to one driveway entrance only: when it is occupied, it is occupied for everyone. A 20 yard box, roughly the size of a Dodge Caravan, fits without trapping the car when the spot is chosen ahead. The 10 yard equals a 20 yard filled halfway: same footprint, simply lower.

The second thing is the slope. Zoning caps it at 10% and forbids an access lane from starting less than 1.2 metres from the street right-of-way line; the lane must also run perpendicular to the public road. On a corner lot, the three-metre visibility triangle must stay clear of any obstacle taller than 0.7 metre — the dumpster does not go there, and the by-law names « used snow piles » in the same breath. Two entrances on one lot must be separated by a distance equal to the sum of their widths, and a semi-circular lane is 4 metres at most. These numbers take thirty seconds on the phone; in the driveway, they get paid for in manoeuvres.

The third is the surface, and Contrecœur has two of them. Inside the urban perimeter, every parking area and access lane must be « paved or otherwise covered with non-granular materials » no later than 18 months after the building permit is issued. Outside the urban perimeter, the requirement covers only the front yard setback — and that is where the riverside addresses of the Saint-Laurent du Fleuve sector live: 654 hectares in four sub-sectors, one of them 80 hectares served by the water main alone, allowing one dwelling per 3 hectares and, the town writes, « at most 27 homes ». Long private accesses, often gravel: this is the textbook case for the PROTEC-O-SOL system, built-in planks on every box that spread the load. Nothing to supply, nothing extra to pay. Our drivers' tip for full protection: four flattened cardboard boxes or a thin sheet of plywood on the chosen spot, before the truck arrives.

That leaves the spot itself, and here Contrecœur has a quirk we do not work around. The accessory equipment table in residential zoning carries the line « Waste container — front yard: no; side yard: no; rear yard: yes ». The rear yard is the only expressly permitted location; for a front driveway, the call is made with you to the planning and environment department at 450 587-5901, extension 222. We explain below why the question deserves to be asked rather than guessed. One last thing our drivers look at: zoning requires every owner or builder to protect any tree planting more than 10 centimetres in diameter, measured 1.5 metres above ground, near « any other work in general ». We pick the spot away from the base of the trees.

Contractors, industrial clients and property managers in Contrecœur

Contrecœur is not a bedroom town with an industrial park on the edge: it is the other way round. The town writes that « the production and transformation of steel, along with related activities, account for nearly all industrial activity », names ArcelorMittal, credits the sector with 3,000 jobs — a figure published without a reference year — and sums up its strengths as « a year-round port, the steel highway (30), the Canadian National (CN) railway and a high-capacity natural gas network ». The industrial park covers 500,000 m². The Port of Montreal terminal at Contrecœur alone covers 468 hectares, will handle « 1.15 M TEU containers » and will bring 250 to 370 trucks a day at start-up, up to 1,200 a day at full capacity. A fresh fact few suppliers will tell you: since June 2, 2026, interim control by-law U-101 has frozen eight industrial zones — I2-6, I2-14, I2-15, I2-28, I3-1, I3-4, I3-5 and I3-8. Prohibited there are any new land use or change of use, « any new construction, whether principal or accessory », « any total or partial demolition » of a principal or accessory building, and any cadastral operation. The exceptions are short: public safety, requirements of a law or higher authority, « routine maintenance work having no impact on the use, volume or siting of a building », minor repairs, and the preservation of acquired rights. Council may authorize a project by resolution. In practice: routine maintenance goes ahead, a partial demolition is frozen. Check your zone before ordering the dumpster, not after.

For a property manager, zoning settles it for you: waste containers are mandatory for any multi-family dwelling of 10 units or more, one per lot outside integrated projects, 1.5 metres from a lot line and 1 metre from an accessory structure, on a concrete surface, with access kept clear « at all times and in every season » for mechanical emptying. In commercial zones: two containers maximum per establishment, 20 cubic metres of total capacity, 2 metres from any property line, a concrete surface, and the equipment « must not be visible from a public road », failing which an opaque fence, an ornamental wall or dense landscaping is required. Those sections target permanent equipment; for a job-site roll-off dropped for a few days, the call to planning is part of the service. On the regional side, an institutional, commercial or industrial unit using a container or voluntarily turning to a private service « may be excluded from residual and food waste collection services » on written proof of an equivalent service: private service is expressly provided for. The 50 $ Libération Express credit rewards fast job sites: it applies when the dumpster is freed up within 48 hours of delivery, during the March-to-October high season.

In winter the driveway is shared — we plan the room

In Contrecœur the street stays open in winter, but not at night. By-law 1132-2018 was born of a stated wish « to allow winter parking on the streets » of the territory, « except during snow clearing operations ». Which gives, in section 3: « Parking a vehicle on any public road is prohibited from December 1 to March 31, between midnight and 7 a.m. », and that ban « takes precedence over any traffic sign » authorizing parking. The lift exists: it is announced before 5 p.m. the same day, when no snow clearing is planned and less than 2.5 centimetres of snow is forecast by Environment Canada — dedicated line 450 587-2886, two digital signs and a red banner on the town's home page. The offence is one of absolute liability, from 50 $ to 200 $, each day counting anew, and the vehicle is towed at the owner's expense then stored at the municipal garage, 2050 rue Saint-Antoine. None of that applies to the dumpster, mind you: it has no right to be on the street at all without the town's prior authorization, in July as in January.

What winter does change is how crowded the driveway gets — and Contrecœur is generous: two temporary car shelters per dwelling unit, from October 15 to April 15, set up in the parking area or its access lane, 2 metres from a sidewalk, a curb or a bike path, 3.4 metres tall and 35 m² at most, with « every element » removed at the end of the period. They stand exactly where the dumpster would go. Add recreational vehicles and trailers, pushed back behind the building line — from November 1 to April 14 according to zoning and the municipal page, from October 1 to April 30 according to the traffic by-law: two municipal texts, two periods, and we publish both. And the snow, which may neither be dumped in public places when it comes from private property, nor placed on a sidewalk or street without authorization. Six months a year, a Contrecœur driveway must hold the snow, the bins, often the car shelter, sometimes the trailer, and the dumpster. Since the street is no fallback, that gets planned when you book.

Two last winter points. The regional county writes, about its own containers: « In winter, containers must be cleared of snow on every side. The lane in front of the containers must also be cleared, de-iced and sanded or salted as needed. » The logic holds for ours: a truck coming to take a box back needs a clear approach, and zoning already requires that access « at all times and in every season » for permanent containers. And the drop-off centre, your fallback, shrinks to one Saturday a week from January to March: a winter job site in Contrecœur has no other window. Construction by-law U-400, whose published version is neither dated nor signed and remains to be confirmed, adds that a sloped roof liable to send avalanches toward a street or a parking area must be fitted with snow guards — a good reason not to place the box at the foot of a roof slope.

Why the drop-off centre is not enough in Contrecœur

The regional drop-off centre is in Contrecœur itself: North Sector, 4111 route Marie-Victorin. Waste management here is run by the Marguerite-D'Youville regional county, which groups six municipalities — Calixa-Lavallée, Contrecœur, Saint-Amable, Sainte-Julie, Varennes and Verchères — and operates the Écocentre Marguerite-D'Youville at two service points: the North Sector here, the South Sector at 1975 chemin de l'Énergie in Varennes. Good news: unlike many drop-off centres, this one accepts concrete, asphalt, brick and uncontaminated soil. Less good: the town that hosts the facility is also the one with the fewest hours to use it. Here is the grid, and where the door closes.

Setting out excluded materials for disposal costs an individual 200 $ to 500 $ and a corporation 500 $ to 1,000 $, and the owner on the assessment roll may be found guilty of an offence committed on their property « without it being necessary to prove that they personally committed it ». The arithmetic is quick: a 10 yard box holds 270 cu ft, a 20 yard 540 cu ft, a 40 yard 1,080 cu ft. The dumpster does not replace the drop-off centre — it replaces eight to fifteen round trips with a trailer emptied by hand, one Saturday at a time.
