Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Saint-Antoine-sur-Richelieu?

Not for the dumpster itself, if it sits on your own lot. The conclusion comes from a verification: the word « conteneur » appears neither in permits and certificates by-law 2009-005 nor in construction by-law 2009-004; the list of thirteen certificates of authorization in section 4.18 is closed and covers none; and neither do the two fee tables in section 5.1. The location, however, is regulated: zoning allows the « conteneur de déchets » in the side yards and the rear yard for a residential use. Where can the dumpster be placed on my property?

Zoning by-law 2009-002 names the « conteneur de déchets » at line 12 of the table in section 5.3 and allows it, for a residential use, in the side yards and the rear yard; it marks it « no » in the front yard and the secondary front yard. That is a cell in the table, not an interpretation — and the table does not distinguish a building's permanent container from a rental box dropped for seven days of work. We will not settle that question in the municipality's place: we validate the spot with the planning department before delivery (450 787-3497, urbanisme@sasr.ca — office closed on Fridays). Three other rules apply everywhere: there must be a main building on the lot, the equipment must stay on the same lot as the use it serves (s. 5.48), and nothing may be placed on a vacant lot (by-law 2009-004, s. 3.20).

Can I have the dumpster placed on the street in front of my house?

During work, a path exists — but it is marked out. You need a certificate of authorization to use the public road (by-law 2009-005, s. 4.18 m; recorded processing time: 30 days) and a public-domain occupancy permit, whose by-law 2024-07 expressly names construction-site containers (s. 11 b). The application requires 2,000,000 $ of civil liability insurance with the municipality named as co-insured, a scale plan, signage to the transport ministry's Volume V standards, and no-parking signs posted at least 72 hours ahead. The analysis criterion says outright that the street is a last resort: the applicant must show that the work « cannot be carried out on the property » (s. 35 a). Outside of work, the answer is no: obstructing a public road « by depositing materials or objects of any nature whatsoever » is a strictly prohibited nuisance (by-law 2019-005, s. 16).

Without a dumpster, where do my renovation debris go?

Nowhere — and that is the whole point of this page. The Vallée-du-Richelieu garbage collection refuses construction and renovation debris by name, and « dry materials (soil, sand, gravel, rock) »; the bin is capped at 360 litres, at three bins per dwelling, and « surplus garbage is not accepted beside the bin ». The bulky waste collection, booked by noon on the preceding Friday, refuses exactly the same materials. And there is no drop-off centre on the territory: the municipality is not among the ten served by its own county's facility, and its page points to a service point of the MRC de Marguerite-D'Youville, in Contrecœur or Varennes. The grid that county publishes runs from 90 $ to 340 $ for sorted materials and 130 $ to 500 $ for a mixed load, and it stops at 400 cubic feet. A 10 yard box holds 270; a 20 yard, 540 — past the whole grid.

What are your delivery hours, and do you deliver on weekends?

From 7 a.m. to 9 p.m., every day. By-law 2019-005 on safety, peace and order declares it a prohibited nuisance to disturb the neighbourhood « between 9 p.m. and 7 a.m. » by carrying out construction, demolition or repair work — and it expressly names « loading or unloading » (s. 2.4). The by-law sets no separate regime for Saturday and Sunday: the window is the same seven days a week. Our trucks also respect the 5-minute idling cap, whose written exception covers an engine « used to perform work or an auxiliary function of the vehicle » — the lifting arm during the manoeuvre, not a truck left waiting (s. 5).

I am demolishing a shed: how long do I have to clean up?

Two calendar days — the tightest delay we have come across. Construction by-law 2009-004 puts it this way: « No later than two calendar days after the end of the demolition work, the lot must be cleared of all debris or material and left in a clean state » (s. 3.25), with open excavations filled or the lot fenced within the same delay. The same section requires demolition materials to be hauled off site; section 3.24 prohibits burning them on the premises and section 3.23 requires watering them down against dust. With a delay like that, the dumpster on site — rather than a pile to be cleared later — is the only realistic way to comply. Note as well: the municipality has a separate demolition by-law (2023-03); check your case with the planning department.

Will the dumpster damage my driveway or my lawn?

What our drivers check before the box comes down

We deliver from the village core out to the rangs — from Rue du Rivage, which follows the river, to the Rang de l'Acadie — and the truck plans its move before it arrives. Three things get settled on the phone rather than in front of the house: lane width, the number of accesses and the yard. Local zoning puts numbers on the first two: a residential access lane is at least 3 metres and at most 7.5 metres wide (s. 11.23), a lot with 30 metres of frontage or less gets a single access (s. 11.22), no access may sit within 7.5 metres of an intersection (s. 11.25), and the parking area with its lane may not exceed 30 % of the front yard area, staying 0.45 metre from the lot lines (s. 11.12). A 20 yard box, roughly the size of a Dodge Caravan, fits a village driveway when the spot is chosen ahead; the 10 yard equals a 20 yard filled halfway — same footprint, simply lower.

The second thing our drivers know about Saint-Antoine-sur-Richelieu is that the zoning by-law names the dumpster. The table in section 5.3 of by-law 2009-002 lists the « conteneur de déchets » among the accessory equipment allowed in yards, and for a residential use it allows it in the side yards and the rear yard — not in the front yard or the secondary front yard. That is a cell in the table, not a deduction. The same by-law adds that accessory equipment requires a main building on the lot, must sit on the same lot as the use it serves and stay « clean, well maintained » (s. 5.48); and the construction by-law forbids leaving materials or equipment on a lot « unless an authorized main use is carried on » (2009-004, s. 3.20) — so nothing on a vacant lot. For the driveway itself we do not decide in the municipality's place: the spot is validated with the planning department before delivery, at 450 787-3497 — and that office is closed on Fridays.

The third is the surface. Since zoning sends the dumpster to the side or the back of the house, the real delivery question here becomes side clearance and how well the ground bears — especially at thaw. Contractors, farms and property managers in Saint-Antoine-sur-Richelieu

The municipality describes itself as « a small Municipality » of about 1 800 residents whose « main economic activities … are agriculture and tourism », a « bucolic village » it presents as « one of the most beautiful villages in Québec ». Its zoning separates an urbanization perimeter from a permanent agricultural zone under the Act respecting the preservation of agricultural land and agricultural activities (s. 1.24): zones A-1 to A-8 and TA-1 for farmland, protected woodlots PT-1 to PT-18, and an urban perimeter carved into residential, commercial and public zones. For a contractor the arithmetic is quick. There is no drop-off centre on the territory, and Saint-Antoine-sur-Richelieu is not among the ten municipalities served by its own regional county's facility: its official page points to a service point of the MRC de Marguerite-D'Youville, whose two sites are in Contrecœur and Varennes. That county names the village on its own fee page: « institutions, businesses and industries (ICI) of the county's territory and of the municipality of Saint-Antoine-sur-Richelieu may use the drop-off centre's services. Pricing by volume is in force. » The published grid runs from 90 $ to 340 $ by volume when materials are sorted, and 130 $ to 500 $ when they are not — and it stops at 400 cubic feet, when a single 20 yard box holds 540. At equal volume, unsorted costs nearly half again as much as sorted. Another very real stream here: the municipality runs a septic tank emptying service — 83 $ per tank under the 2026 taxation by-law — and a financial assistance program to upgrade septic installations; those are excavations that produce soil which neither the bin, nor the bulky waste collection, nor the drop-off centre will take, and our soil-rock-sod dumpster exists for that. The 50 $ Libération Express credit rewards fast job sites: it applies when the dumpster is freed up within 48 hours of delivery, during the March-to-October high season.

In winter the yard is shared — and the street is no fallback

Let us start with what we do not know, because it is more honest: no municipal by-law banning overnight or winter parking was found in Saint-Antoine-sur-Richelieu — the « public domain and traffic » heading of the by-laws page holds only the public-domain occupancy by-law and the speed-limit one. An absence of provision is not a permission, and we do not present it as one. For a dumpster it changes nothing anyway: outside authorized work, obstructing a public road « by depositing materials or objects of any nature whatsoever » is a strictly prohibited nuisance (by-law 2019-005, s. 16), and any occupancy of the public domain requires a permit (by-law 2024-07, s. 4). That by-law's « public domain » even includes « the excess right-of-way of the travelled portion of a public road »: the strip of grass between the pavement and your lot line is not yours within the meaning of the by-law.

What winter changes is how crowded the yard gets. The temporary garage — the car shelter — is allowed from October 15 to April 15, two at most per lot, three metres high at most, installed « in the parking area or in its access lane », at least one metre from any side line and from the street right-of-way (zoning, s. 5.55 to 5.60); temporary vestibules follow the same window (s. 5.61). It stands exactly where the truck would have gone. Add snow: dumping it into watercourses and storing it on shorelines are prohibited (s. 12.5), and placing snow from private property onto public property or a public road is a prohibited nuisance (by-law 2019-005, s. 15.1 d). One last fact, unique to this village: the cable ferry to Saint-Denis-sur-Richelieu runs only from April to December. From January to March, everything leaving the village goes by bridge — a detour the customer who planned to « haul it there myself » rarely discovers in time. We plan the room when you book, not at the foot of the truck.

Why the drop-off centre is not enough in Saint-Antoine-sur-Richelieu

Saint-Antoine-sur-Richelieu has no drop-off centre — and not even its own county's one. The Vallée-du-Richelieu regional county's drop-off centre, at 60 rue Fisher in Mont-Saint-Hilaire, serves ten of the county's thirteen municipalities — Belœil, Carignan, McMasterville, Mont-Saint-Hilaire, Otterburn Park, Saint-Charles-sur-Richelieu, Saint-Denis-sur-Richelieu, Saint-Jean-Baptiste, Saint-Marc-sur-Richelieu and Saint-Mathieu-de-Beloeil. Saint-Antoine-sur-Richelieu is not on that list. Its official waste page points residents to a service point of the MRC de Marguerite-D'Youville — another regional county — and its 2026 taxation by-law bills every property owner for that service. At the curb the fallback is thinner still. The Vallée-du-Richelieu garbage collection refuses construction and renovation debris by name — drywall, ceramic, concrete, asphalt shingle, brick, wood materials — and « dry materials (soil, sand, gravel, rock) »; the wheeled bin is capped at 360 litres, at three bins per dwelling, and « surplus garbage is not accepted beside the bin ». The bulky waste collection runs by reservation only — « requests must be received by noon on the Friday preceding the collection » — and refuses just as firmly construction, renovation and demolition materials as well as dry materials; a bulky item is one that exceeds the bin's capacity or weighs more than 25 kg, and that two people can still handle without mechanical equipment. Since June 2026, plastic bags — biodegradable and compostable ones included — are banned for green waste. Meanwhile the municipality itself requires waste to be placed in the receptacles provided for it (by-law 2026-02, s. 7). That is precisely what a dumpster does.
