Do I need a permit to place a dumpster in Saint-Denis-sur-Richelieu?
Not for a dumpster placed entirely in the private driveway — and we word it carefully, because the conclusion comes from an absence of provision: the certificate list in by-law 2011-R-198 targets only the public road, and zoning uses the word « conteneur » exactly once, for the permanent storage of businesses. Can I have the dumpster placed on the street in front of my house?
It is possible, but it is a process, not a reflex. You need a certificate of authorization: a plan to scale of the spot, a letter stating the duration of the encroachment, 50 $ non-refundable — and up to 30 days of waiting, with the Municipality itself advising to apply a month ahead. Without the certificate, an object set on the public road is a nuisance: a 250 $ minimum fine, each day counting as a separate offence. And on chemin des Patriotes or avenue de Yamaska, managed by the ministère des Transports, the MTQ joins the equation. For a rental of a few days, the arithmetic settles itself: the private driveway, no paperwork and no delay.
Trucks are banned from the village streets: how does my dumpster get here?
Through the exception written into the by-law. Since December 2, 2024, trucks of 4 500 kg and over are prohibited on the 37 municipal streets and rangs on the list — that is, the whole village and the rangs — but section 4 exempts trucks making a local delivery: picking up or delivering a good, providing a service, carrying out work. Delivering and picking up your dumpster is exactly that. What the exception does not cover is waiting: parking a truck on those streets is prohibited except for the delivery itself — our drivers set the box down, then leave. The two provincial roads, chemin des Patriotes (133) and avenue de Yamaska (137), stay open to trucks.
Can the regional ecocentre replace a dumpster?
For a car trunk, yes. For a job site, run the numbers with us: the free quota is 12 m³ per year — about 15.7 cubic yards, our conversion from the MRC's figures — while a single 20 yard box holds 15.3 m³; beyond that, it is 2.50 $ per 0.1 m³, taxes extra. The site is some twenty kilometres away in Mont-Saint-Hilaire, closes Tuesdays and Wednesdays in summer and opens only Friday through Sunday from November to March; it admits only passenger cars and pick-ups with a non-tipping trailer, the whole rig under 7.5 m, and everything is sorted and unloaded by the user. Useful benchmarks: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³.
I am a contractor: do I have access to the regional ecocentre?
No, and the MRC is categorical: « Industries, commerces et institutions non autorisés » — industries, businesses and institutions not admitted; « contractors and materials from commercial activities are not accepted »; lettered trucks are barred from the site without prior authorization. In Saint-Denis-sur-Richelieu, a commercial job site has no access to the ecocentre at all — the dumpster is the road that remains. One local fact worth knowing, though: the business, industry or institution that entrusts its collections to a private supplier rather than the MRC can be credited its municipal waste charges, on proof of the agreement filed with the Municipality (by-law 2026-R-340, s. 6 e)). My house is in the village or on chemin des Patriotes: does my project wait for the PIIA?
Often, yes — but not the dumpster. The village, founded in 1740 and the scene of the Patriotes' victory of November 23, 1837, counts 113 buildings of heritage interest in the schedule of its PIIA by-law, 47 of them on chemin des Patriotes — the Jean-Baptiste-Mâsse house, home of the Maison nationale des Patriotes, has been a classified heritage building since 1977. Inside the urbanization perimeter, in the destructured pockets and on those buildings, any work changing the exterior appearance waits for a Council resolution before the permit goes out, and the Municipality warns that the process « augmente les délais de délivrance » — lengthens issuing times. The dumpster in the driveway, for its part, needs no permit: book it for the week the work truly starts, not the week the application goes in.
And in winter, where does the dumpster go?
In the driveway, like everything else — and that is exactly what gets planned. The winter shelter is allowed from November 1 to April 15 and zoning places it « dans l'allée d'accès à l'aire de stationnement » — in the access lane to the parking area: exactly the dumpster's spot. Snow from private property may not be dropped on the public road, and from midnight to 6 a.m., November 1 to April 1, public roads must stay clear of any vehicle — the rule targets road vehicles, not dumpsters, but it says what matters: at night, the roadway gets cleared across its full width. One detail proper to Saint-Denis: route Goddu, between chemin des Patriotes and rang Amyot Ouest, and the 5e rang Jalbert are not plowed at all.
