Frequently asked questions — Sainte-Julie

Can a dumpster be placed on a street in Sainte-Julie?

Only with the city's agreement, and the by-law says so word for word: section 44 of traffic by-law 1167 lists the dumpster among the things that cannot be set down on a sidewalk, a street, a public passage or a public square without prior authorization. You apply to the urban planning department, 450 922-7142, and the city posts an estimated turnaround of ten business days. Without it, the fine runs to $150 on top of the fees (s. 76). The street, here, gets planned; the driveway simply gets a delivery.

What if the dumpster stays in my Sainte-Julie driveway?

No permit is required: zoning by-law 1101, construction by-law 1102 and by-law 1104 on permits and certificates say nothing about the temporary placement of a rental dumpster on private property. Only one check matters, the edge of your lot: the municipal right-of-way, between the curb or the sidewalk and your property line, belongs to the city, has to stay clear, and is drawn on your certificate of location. Does a Sainte-Julie job site have to have its own dumpster?

Yes, and that is rare enough to point out. Construction by-law 1102 sets it out at section 2.3.1.4: any construction or demolition project requires the owner or the person carrying out the work to have a dumpster large enough to collect the debris. The same article wants site machinery and equipment gone within 10 days of the end of the work, and section 2.3.1.3 calls for a clean, well-kept site at all times. So the real question in Sainte-Julie is not whether you need one, but which size of bin rental it takes.

Is there an ecocentre in Sainte-Julie?

No. Residual materials management belongs to the MRC de Marguerite-D'Youville, and the Écocentre Marguerite-D'Youville - Secteur Sud sits next door, at 1975, chemin de l'Énergie in Varennes: Tri-Facile lists it 6.8 km from city hall as the crow flies, which means more by road. Budget $5 for a trip of at most 25 cu ft, then $15, $45 and $110 by volume, up to the 300 cu ft cap, with a surcharge for asphalt shingles and uncontaminated soil. From January to the end of March, it opens only on Thursday, Friday and Saturday, 8 a.m. to 4 p.m.

Can a dumpster spend the winter outside in Sainte-Julie?

In your driveway, yes, as long as it does not bite into the municipal right-of-way: the city first pushes the snow to the curb inside that right-of-way, then blows it onto private property, in the same place. Operations start at 5 cm, and the winter of 2025-2026 counted 21 overnight parking ban notices, from November 15 to March 22. On the roadway, municipal authorization stays required in every season. And from mid-October to mid-April, the temporary car shelter is already holding the driveway in many cases.

How much space does a dumpster take in a Sainte-Julie driveway?

A strip eight feet wide: fourteen feet long for a 10 as much as for a 20-yard dumpster, twenty feet for a 40-yard, plus the room the truck needs to manoeuvre behind it. A 20-yard? About the size of a Dodge Caravan. And the 10-yard is nothing but a 20-yard filled to the halfway mark, whose footprint on the ground does not budge; only the height drops, so a shallow driveway gains nothing from it.

Can the concrete dumpster take anything else?

No, and the rule holds for all four single-material sizes: concrete, bricks and mortar, asphalt, soil-rocks-sod. Each one takes its own material and no other, and slipping in a sheet of drywall or an old armchair triggers sorting fees. The mixed dry materials size, for its part, swallows wood, metal, shingles and furniture alike. A tire never rides in the dumpster, and neither does a chemical product: paint, solvent, oil, propane, aerosol, acid.

On the residential side

The 2021 census counted 30,045 residents in Sainte-Julie across roughly 11,600 dwellings, and the breakdown leaves no doubt about the kind of delivery waiting for our trucks: 66.8% of the housing stock — 7,755 dwellings — sits in single detached houses, while buildings of five storeys and more hold five dwellings in the whole city. That stock has also come of age: 77% of dwellings went up between 1961 and 2000, and the heaviest block is not the 1990s but 1961-1980, with 3,920 dwellings. Two sectors deserve a word. The village core has been identified by the MRC as a heritage core of regional interest, and its oldest part falls under a PIIA governing infill, renovations and signage: better to reach the planning department before any work visible from the street. The Domaine des Hauts-Bois, launched by its developer in 1965 on the north and northwest slopes of mont Saint-Bruno, still keeps the densely wooded mountainside the city describes to this day. And since 2000 Sainte-Julie has been supporting owners whose home suffered from pyrite oxidation: redoing a basement slab belongs to municipal history here — and the concrete leaves in a dumpster that accepts nothing else.

On the commercial side

Six industrial sectors share the territory: four south of Highway 20 — the Pascal (created in 1987), Lavoisier (1985) and Casavant (1991) parks, plus a peri-industrial zone — and two to the north, the Coulombe zone and the Électrium sector. The latter, west of Highway 30 and served by exit 128, backs directly onto Boucherville's industrial park. On the construction side, the city lists five residential projects under way or planned: Sanctuaire de la Vallée du Richelieu (400 to 500 units on 33.5 hectares, near exit 105), Les Villas du Golf (350 to 400 units once complete, in the extension of rue du Grand-Coteau), Destination Sainte-Julie (228 dwellings over ten storeys, at the corner of boulevard Armand-Frappier and rue de Murano), Villa de l'Amitié (62 units at 515, rue Lamoureux, with a building demolished between two phases) and the redevelopment of 99, boulevard des Hauts-Bois. A contractor here does have a municipal door, since the ecocentre admits businesses from the MRC territory, but that rate grid stops at 400 cu ft, or 14.8 cubic yards: a 20-yard dumpster does not even fit through it, and hauling is extra. Winter in Sainte-Julie

One sentence from the city settles the whole winter placement question: to clear the streets faster, snow is first pushed to the curb inside the municipal right-of-way, then, as soon as conditions allow, blown onto private property — the very same spot. A dumpster that spills past the driveway is therefore standing in the snowblower's path. Operations start at 5 cm of snow on the streets and 2.5 cm on the sidewalks, across 14 snow-clearing sectors, two of them contracted out to a private firm; a full round takes four to six hours. Between November 15 and April 15, the city allows overnight street parking from 2 a.m. to 7 a.m., except when a ban notice is issued: those go out as early as 5 p.m., and there were 21 of them between November 15, 2025 and March 22, 2026. That regime governs vehicles rather than dumpsters, but it gives the measure of how often the plows come through. Add the temporary car shelter, tolerated in the driveway from mid-October to mid-April: for six months it holds the very surface the dumpster wants. One call before your delivery date settles the spot.

Why the drop-off centre is not enough in Sainte-Julie

Sainte-Julie has no ecocentre within its city limits, and its residual materials are not even the city's file: the MRC de Marguerite-D'Youville handles them, through its Tri-Facile platform. The nearest facility, the Écocentre Marguerite-D'Youville - Secteur Sud, is next door. To empty a garden shed, it does the job nicely. Past that, here is what the rate grid imposes.

Two Sainte-Julie services mark the boundary plainly. The city does collect branches at your door, but for $60 for the first half hour and $35 per additional quarter hour, payable in advance at the tax counter, and the service stops for the winter. As for a full clear-out, it gets only two garage-sale windows a year, the fourth weekend of May and the third of August, with nothing allowed to spill onto the sidewalk or the roadway. For plaster, flooring, cabinets and shingles, no municipal door opens — past that point, a bin rental is the only route out.
