Frequently asked questions — Mercier

Do I need a permit to place a dumpster in Mercier?

Yes, in all likelihood — and that is the opposite of most neighbouring towns. Section 4.1.5 of by-law 2022-1013 on permits and certificates has read, since February 4, 2026: « However, as soon as the planned work requires a container temporarily, on account of residual construction or demolition materials, the planned work must be the subject of the issuance of a permit or a certificate under this by-law. » The zoning by-law points the same way: its table in section 6.2.2 marks « Container for temporary storage » prohibited in all four yards, except « during renovation or construction work, following and on condition of the issuance of a permit or a certificate ». We do not guess on your behalf: call the single-window service at 450 691-6090, option 1, before delivery, and have them state the duration that will be written on the permit.

Can I have the dumpster placed on the street in front of my house?

We do not promise it, because Mercier's texts do not agree. On one side, by-law 2022-1013 (s. 4.1.2 e) provides for a certificate of authorization to « use the public road to place materials, apparatus, equipment and temporary buildings on it », and the town charges 11 $ for that use of the public domain — a study fee, with no published duration or daily rate. On the other, the construction by-law forbids using a street « to place a material or a piece of equipment serving the construction of buildings » (s. 3.7), and the nuisance by-law prohibits storing construction materials or any objects whatsoever on a public road, excepting only work by the town or its contractor (s. 3.12.1 f). So the spot is on your land — that is where we deliver — or we call the town together.

Is it true that a Mercier job site must have its own dumpster?

Yes, and it is written in plain terms. Section 5.3 a) of construction by-law 2009-849 provides that « all refuse and unusable materials must be placed without delay in a container provided for that purpose and located on the job site », after forbidding anyone to leave refuse of any kind or construction materials in disorder on a lot. Section 5.4 adds that « every contractor must keep the street clean at all times », and the nuisance by-law prohibits letting « a pile of soil, stone, demolition materials, ashes, refuse or manure » remain on a lot. In Mercier the dumpster is not a convenience: it is what makes a job site compliant.

I am redoing my roof: where do the asphalt shingles go?

Into a dumpster, for lack of any other route. Asphalt shingles are on the refused list at Mercier's drop-off centre, refused from the garbage bin by the Roussillon regional county list, and excluded from the bulky waste collection, which expressly sets aside « construction […] material ». The regional county's directory, asked about asphalt in Mercier, even answers: « We found nothing in your municipality, your region or outside your region. » And roof replacement is precisely the work that here becomes subject to a permit again as soon as it requires a dumpster: one call to the single-window service before delivery, and we handle the rest.

Can Mercier's drop-off centre replace a dumpster?

For a car trunk, yes: the town writes « Deposit up to 6 loads a year free of charge », on registration with proof of residence. For a job site, no, and the arithmetic uses the town's own figures only. One « other materials » load is a 4 ft × 8 ft trailer filled to 24 inches, about 1.81 m³: six loads come to nearly 14 cubic yards a year, unloaded by hand, engine off, Monday to Saturday, on windows that close at 11:30 a.m. on Friday and Saturday. A 10 yard box holds 7.6 m³, a 20 yard 15.3 m³ — about eight of those trailers — and a 40 yard 30.6 m³. Add that asphalt, shingles, soil and sand are refused there. Rock, concrete, brick and aggregate, on the other hand, are accepted: we are not hiding it.

I manage a building in Mercier: does municipal collection serve me?

Not if you fall under section 5 of by-law 2022-1017: a building bound by a private collection contract, an assimilable industrial, commercial or institutional building producing more than one 360-litre container per collection, or a residential building with more than six dwellings built after August 11, 2022. Section 6 then requires you to « obtain one (1) or more containers of sufficient size » and to « at [your] own expense, contract with a specialized company ». One detail not to miss: proof of the rental contract must be filed before the third tax instalment of each year in order to be exempted from the municipal charge. We supply that contract dated and in your name. Note too that bulky waste collection for buildings served by a container is not offered in Mercier.

Why is the dumpster's spot chosen with a tape measure in Mercier?

Because three constraints stack up on the same lot. A single-family driveway entrance is at most 6 m wide — 9 m with a double garage — without exceeding 50% of the lot width, the lane must stay 1 m from the lot lines and its slope may not exceed 10%. Zoning then prohibits storing any material within three metres of a tree trunk, and requires a front yard to have a tree or a shrub — so there is almost always a trunk in front of the house. Finally, the table in section 6.2.2 closes the front yard to the dumpster until a permit has been issued. Three things get settled on the phone rather than in the driveway: lane width, slope and trees. A Mercier single-family driveway entrance runs from 3.5 m to 6 m wide — 9 m with a double garage — and may never exceed 50% of the lot width. Its slope rises at most 10% and drops at most 5%, and the access lane may never be used for parking vehicles. A 20 yard box, roughly the size of a Dodge Caravan, takes up most of that width: the car's spot and the drop angle get chosen ahead. The 10 yard equals a 20 yard filled halfway: same footprint, simply lower.

The second thing our drivers measure is the trees. Zoning prohibits storing any material within three metres of a tree trunk, requires trees standing less than four metres from a job site to be « protected effectively », and forbids using a tree as a support during work. Mercier adds a rule few towns have: every front yard on a built lot must have a tree or a shrub. So there is almost always a trunk to work around in front of the house, and the dumpster's spot is picked outside that three-metre radius — when you book, not once the truck is there.

The third is the surface. Mercier does not prohibit gravel: zoning only requires a parking area to be « paved or otherwise surfaced so as to eliminate any raising of dust and prevent the formation of mud », no later than eighteen months after the permit is issued, and the nuisance by-law requires an owner whose lane leads to a granular base to spread a dust suppressant on it. Asphalt, pavers or packed gravel, every box therefore arrives with the PROTEC-O-SOL system: built-in planks that spread the load. Nothing to supply, nothing extra to pay. One last point, and it belongs to Mercier: the spot is settled with the town. Zoning names the dumpster and treats it as temporary equipment, and the permit by-law ties to a permit any work that « requires a dumpster temporarily ». We tell you what to ask and whom to ask — the detail is further down, in the permit section — and the truck rolls once that is settled.

Contractors and property managers in Mercier

Mercier has no industrial park: its sustainable urban plan identifies none, and it notes that farming occupies 75% of the territory and that 90% of it lies in permanent agricultural zoning. What the town does have is a housing stock that has reached the age of renovation: 80% of dwellings are detached single-family homes and 51% were built in the 1970s and 1980s, a stock the town itself calls « ageing » and beginning « to require investment ». For a property manager, waste collection by-law 2022-1017 settles it for you. Those owners « must obtain one (1) or more containers of sufficient size » and « at their own expense, contract with a specialized company ». The same by-law adds a consequence few towns provide for: proof of the dumpster rental contract must be filed before the third tax instalment of each year in order to be exempted from the charge. So your contract is not merely a contract, it is a tax document — we supply it dated and in your name, ready to file. Also worth knowing: the Roussillon regional county does not offer bulky waste collection to buildings served by a container in Mercier, its published list naming only Châteauguay, Delson, La Prairie, Saint-Constant, Saint-Philippe and Sainte-Catherine.

On the job site, three texts govern your debris and our trucks. The construction by-law requires that « all refuse and unusable materials be placed without delay in a container provided for that purpose and located on the job site », and that « every contractor keep the street clean at all times ». The nuisance by-law requires clearing transport debris from public roads within no more than 48 hours, prohibits transferring bulk material « in a vehicle that is not closed or not covered by a securely fastened tarpaulin », and prohibits engine braking at all times across the territory: our drivers know it. Finally, the delivery axis is Boulevard Saint-Jean-Baptiste (Route 138), the main north-south artery and a provincial road under the transport ministry, which the traffic study commissioned by the town in 2024-2025 describes as carrying more than 50% of vehicles from outside the municipality and « hundreds of heavy vehicles » a day. We plan our delivery windows off peak.

In winter the driveway is shared — we plan the room

In Mercier the street closes at night: overnight winter parking is prohibited from 11 p.m. to 7 a.m., from November 15 to April 15. The town adds two qualifiers worth knowing. First: the ban « could be suspended by the public works department, depending on weather conditions or operational constraints », and it is up to the driver to check — notice on the site's home page, the town's Facebook page, or the citizen notice centre at 450 691-6090, extension 222. Second: it does not apply on transport ministry roads — Boulevard Saint-Jean-Baptiste, Rue de l'Église, Montée Saint-Isidore — where existing signage remains in force. During that period six municipal lots take over: Parc Raymond-Pitre (27 spaces), Parc Loiselle (33), the church park-and-ride (22), Parc des Hirondelles (34), behind the community centre (18) and the library (20). A towed vehicle is traced through the town's own police service, 450 691-6090, extension 800.

What winter really changes is how crowded the driveway gets. A temporary car shelter is allowed from October 15 to April 30 — six and a half months — one per lot, on a compliant parking space, one metre from every lot line, with ground dimensions matching two parking spaces. It stands exactly where the dumpster would go, and a single-family home must keep two spaces anyway. Add snow — no pushing it onto the public road or across the street, no pile over 2.5 metres on private land where it blocks sightlines, nothing dumped within one metre of a fire hydrant, with a fine ranging « between 150 $ and 1,000 $ » and the rule applying too « if you give a snow removal contract to a private contractor » — and the bins, out after 8 p.m. the night before collection, stored away within the 12 hours that follow, with 0.6 m of clearance around them. Five months a year, a Mercier driveway must hold the cars, the bins, the snow, sometimes the shelter, and the dumpster. Since the street is no fallback, that gets planned when you book — and note that residential streets are cleared last, after the main arteries and the school approaches: the day after a storm, we agree on a realistic time together.

Why the drop-off centre is not enough in Mercier

Mercier runs its own drop-off centre, at 485 boulevard Saint-Jean-Baptiste (single-window service, 450 691-6090, option 1) — separate from Châteauguay's, even though both towns are among the eleven municipalities of the Roussillon regional county. Access is for residents only: registration at the welcome desk is mandatory, with proof of residence, a driver's licence or a recent Hydro-Québec bill — so much so that the nuisance by-law makes using the site without registering first a prohibited nuisance. For a car trunk, it is the right address. Here is where the door closes.

In fairness: Mercier's drop-off centre accepts rock, concrete, brick and aggregate, painted, stained or treated wood, metal, cardboard, glass and green waste. It is at the curb that the fallback becomes very thin. The garbage bin refuses every construction material — asphalt and concrete, asphalt shingles, wood, brick, ceramic, windows, drywall, insulation, piping — along with soil, rock, sand and sod. The bulky waste collection, once a month on the first garbage collection of the month, expressly excludes « construction […] material » and takes only what two people can handle, furniture 2 m and under. Branches are collected just twice a year — the week of May 18, 2026 and the week of October 12, 2026, at most 4 ft × 4 ft × 10 ft, 4 inches in diameter. That leaves the arithmetic: six loads come to roughly 14 cubic yards a year, unloaded by hand, Monday to Saturday only. A 10 yard box holds 7.6 m³, a 20 yard 15.3 m³ — about eight of those trailers — and a 40 yard 30.6 m³.
