Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Saint-Rémi?

Not for a dumpster placed entirely in the private driveway: the list of the sixteen interventions subject to a certificate of authorization (by-law V657-2017-00, s. 5.1.1) does not mention it, and we word it carefully because this conclusion is drawn from an absence of provision — the town states it nowhere. On the street, the answer is written and it is yes: an authorization from the designated officer is mandatory (by-law V656-2017-00, s. 2.5.3), at a fee of 30 $, with a security deposit provided for in the fee by-law. Can I have the dumpster placed on the street in front of my house?

Not without paper. In Saint-Rémi, using part of the roadway to set down materials requires an authorization from the designated officer, on the conditions that officer determines (by-law V656-2017-00, s. 2.5.3); the fee is 30 $ and the town provides for a security deposit for work within the municipal right-of-way — whether it applies to a simple dumpster is checked with the planning department before committing. Damage to the roadway and sidewalk is repaired at the builder's expense, and the builder answers for any accident tied to that occupancy. Watch the grass strip too: the public right-of-way extends « up to the limit of private properties ». The simplest spot remains your own land — that is where we deliver.

Can Saint-Rémi's drop-off centre replace a dumpster?

For a car trunk, yes: it sits at 284, rue de l'Église, and each address gets 3 free visits per year, of 75 ft³ each. For a job site, the arithmetic is quick: the full annual quota — 225 ft³, about 8.3 cubic yards, by our calculation from Compo-Haut-Richelieu's figures — stays below the volume of a single 10 yard dumpster (270 ft³), and asphalt shingles count as 2 visits: one roof burns the quota in two trips. Once the visits are used up, a trip costs 50 $ to 200 $ depending on volume, 100 $ to 400 $ for shingles, card only. Add the schedule — Saturdays only in winter, closing time being when unloading must be finished — and the drop-off centre stops being a convenience.

I am a contractor: can I use Saint-Rémi's drop-off centre?

No — and here it is no grey area: « contractors, businesses and shops do not have access to the Saint-Rémi drop-off centre (at any time) », writes Compo-Haut-Richelieu, which operates the site. The centres open to contractors are in Saint-Jean-sur-Richelieu — Iberville (825, rue Lucien-Beaudin) or Saint-Luc (950, rue Gaudette) — and in Lacolle (8, rue du Parc-Industriel), at 89 $ per 75 ft³ for construction materials and double that for asphalt shingles; soil, peat and sand are refused under the same price list. Without a driver's licence and proofs in hand, the contractor rate is in any case applied automatically to any visitor. One dumpster on the job site replaces all those round trips.

Where do concrete, bricks and asphalt go in Saint-Rémi?

Not to the local drop-off centre: « Refused at the Saint-Rémi drop-off centre », writes the operator Compo-Haut-Richelieu, for asphalt as for concrete, bricks and stones — the municipal page nonetheless lists them among the free visits, and that divergence gets settled at 450 347-0299; in the meantime we follow the operator's list. Elsewhere in the network, those loads are capped at 75 ft³, in 20-inch pieces (Saint-Luc, Lacolle) or 36-inch pieces (Iberville). That is exactly the lane of our single-material dumpsters — concrete, brick and mortar, asphalt, soil-rock-sod: the box fills on site, no breaking pieces down to size, and leaves in a single trip.

Is a dumpster allowed in winter in Saint-Rémi?

No municipal rule we found bans a dumpster in winter: the seasonal prohibitions target road vehicles, not boxes. Saint-Rémi even has its own article in the MRC's harmonized by-law: overnight parking (11 p.m. to 6 a.m., November 15 to April 15) is banned there only on nights when a snow-removal operation is declared, announced from 5 p.m. on the town's website and on a dedicated phone line — the municipal traffic by-law states a season-long ban on its side, and we would rather name the divergence. What really changes is the driveway: the winter car shelter, allowed from October 15 to April 15, must be installed over a parking space or a driveway — the dumpster's exact spot — and snow may go neither onto public property nor within 1.5 m of a fire hydrant. We plan the spot at booking.

Will the dumpster damage my driveway?

Inside Saint-Rémi's urban perimeter, zoning requires every residential parking area to be paved or asphalted within 24 months of the building permit: village driveways are finished surfaces, and that is what the PROTEC-O-SOL system is for — built-in planks that spread the load, part of every box. Nothing to supply, nothing extra to pay. What our drivers check before the box comes down

We deliver in all five residential sectors of Saint-Rémi and out along the farm roads, and the truck plans its move before it arrives. Zoning frames the residential driveway: at most 7 m wide, never more than 75% of the frontage, at least 0.5 m from a property line, 15 m from any intersection touching rue Notre-Dame, rang Notre-Dame or rue de l'Église — and 30 m from any intersection with boulevard Saint-Rémi. Inside the urban perimeter, a parking area's slope stays under 6%. A 20 yard box, roughly the size of a Dodge Caravan, fits without trapping the car when the spot is chosen ahead; the 10 yard equals a 20 yard filled halfway — same footprint, simply lower. On a corner lot, the 6 m sight triangle bans any equipment and any storage: the dumpster keeps clear of the corner.

The second thing our drivers know about Saint-Rémi is its two speeds. The 2021 census counts 8,957 residents — 11.1% more than in 2016 — and 3,685 occupied dwellings, nearly half of them single-detached houses: 40.8% of the stock dates from before 1981 and 38.7% was built since 2006, with almost nothing in between. In practice: in the central sector, built since 1815 from the crossing of rue Notre-Dame and rue de l'Église, the streets are « narrow and gridded » with shallow setbacks — the manoeuvre gets planned on the phone. In Les Jardins Saint-Rémi, opened in 2010 around avenue des Jardins and its roundabout, the architecture is controlled by a PIIA and the density is the town's highest at 24 dwellings per hectare: driveways there are new and counted. In between, Les Bâtisseurs (1980-2000), Les Arbres (since 2000) and Les Noms de filles (since 1990) — where the streets really are named Amanda, Annabelle, Caroline, Catherine, Isabelle and Naomie.

The third is the surface. Inside the urban perimeter — 3.89 km², 5% of the territory, where the urban plan already measured 1,711 residents per square kilometre (2016 data) — every parking area must be paved or asphalted within 24 months of the building permit. Contractors, growers and managers in Saint-Rémi

Saint-Rémi is the most populous of the 11 municipalities of the MRC des Jardins-de-Napierville and its main economic hub, a status confirmed by the MRC's development plan. Its industrial sector covers more than 15% of the urbanized territory, laid out along rue de l'Industrie and rue des Pionniers, « hemmed in by the agricultural zone » as the urban plan puts it. Our rotations are built around that: 40 cubic yard dumpsters for job sites that move, photo tracking of every delivery, SMS notifications on drop-off and pick-up, and flexible pick-up as the work progresses. One detail our drivers factor in by default: on rue de l'Industrie, parking is banned at all times on the odd-numbered side and allowed on the even side only from 7 a.m. to 7 p.m., Monday to Friday — a swap there gets planned on a weekday. Another order book to watch: the revitalization of rue Notre-Dame, from rue Beaudin to Route 221, is being carried out in phases since the July 2024 revision, with the transport ministry agreement running to March 31, 2026.

The other business clientele here is agricultural: the decreed agricultural zone covers 95% of the territory, over pockets of black muck soil the urban plan ranks « among the best farmland in Quebec », with substantial market gardening and several agriculture-related businesses. For a contractor, the local arithmetic is quick: the drop-off centre at 284, rue de l'Église is closed to contractors, businesses and shops at all times — every trip becomes a round trip to Saint-Jean-sur-Richelieu or Lacolle, billed 89 $ per 75 ft³ under Compo-Haut-Richelieu's price list. One dumpster on site replaces all those trips. Two road rules to add: both arteries — rue Notre-Dame (Route 209) and boulevard Saint-Rémi (Route 221) — are designated trucking routes, and hauling waste, soil or gravel requires a closed vehicle or a firmly fastened tarp. Noisy work is prohibited from 8 p.m. to 7 a.m., seven days a week. The 50 $ Libération Express credit rewards fast job sites: it applies when the dumpster is freed up within 48 hours of delivery, during the March-to-October high season.

In winter the driveway is shared — and snow nights are announced at 5 p.m.

Saint-Rémi has its own article in the MRC's harmonized by-law, and it opens with these words: « Notwithstanding the foregoing and solely for the town of Saint-Rémi ». Overnight parking is banned there from 11 p.m. to 6 a.m., November 15 to April 15, but only on nights when a snow-removal operation is declared by the public works director — the notice, valid for the coming night only, is logged in a register and posted from 5 p.m. on the town's website and on a dedicated phone line, and it is up to the vehicle's owner to check. The municipal traffic by-law, for its part, states a ban for the whole season, 11 p.m. to 6 a.m. from November 15 to April 15: two texts, two scopes, and we would rather name that than smooth it over. In both cases the rule targets road vehicles — not a dumpster. What it usefully says is that at night the roadway gets cleared across its full width: the street is no winter location, all the more since occupying the roadway requires an authorization anyway (see below).

What winter does change is how crowded the driveway gets. The winter car shelter is allowed from October 15 to April 15 — one per main building, at least 0.60 m from the lot line, 65 m² at most without exceeding 15% of the lot area — and it must be installed over a parking space or a driveway: exactly where the dumpster would go. Snow fences follow the same calendar. Add the snow itself, which may not be put on public property or within 1.5 m of a fire hydrant or a road sign. Six months a year, the driveway must therefore hold the snow, sometimes the shelter, and the dumpster; and since the drop-off centre only opens Saturdays from 9 a.m. to 4 p.m. in winter, the fallback is thin. That gets planned at booking — we measure, we choose the spot, and we tell you before the truck arrives.

Why the drop-off centre is not enough in Saint-Rémi

It opens Wednesdays 10 a.m. to 6 p.m. and Saturdays 9 a.m. to 4 p.m. since May 13, 2026, Saturdays only in winter — and closing time is when unloading must be finished, not when you arrive. Every visit requires the driver's licence of the person at the wheel, and payment is by card only, cash refused. For a car trunk, it is the right address. Here is where the door closes.

At the curb, the fallback is just as thin. Garbage runs Mondays, every two weeks — a maximum of 2 bins per civic address, 25 kg per container, and « no waste set down beside the bin is collected »; the collection by-law refuses construction leftovers by name (asphalt shingles, painted, stained or treated wood, drywall) and dry materials (rubble, plaster debris, pieces of concrete and masonry, chunks of paving, soil). The monthly bulky-item collection likewise excludes all construction materials. The by-law draws its own conclusion: anyone wanting to dispose of a residue the collections refuse « is responsible for disposing of it adequately ». Once the 3 free visits are used up, the drop-off centre charges 50 $ to 200 $ per trip depending on volume, and 100 $ to 400 $ for asphalt shingles. That is precisely what a dumpster does — no quota, no schedule, no unloading by hand.
