Size is not the whole story: dumpsters are rented by material type. Each type goes to a different disposal facility — that is why mixed loads bring extra fees. One choice to make, five options:

Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Frequently asked questions — Lorraine

Do I need a permit to place a dumpster in Lorraine?

Lorraine is the only town we serve where the answer cannot be a plain no. No Lorraine by-law names a permit for a temporary dumpster — but three texts pull the other way: section 8.6 of the zoning by-law (off a job site, no dumpster over 3 m³ visible from a travelled lane), the closed list of accessories allowed in the front yard (s. 8.2.1.1), and the certificate required for « toute construction temporaire » — any temporary construction (URB-02, s. 6.1.1, para. 8). On a job site covered by a valid permit, the section 8.6 exemption applies and the dumpster is even expected. With no work under way, the first call goes to the Service de l'urbanisme et de l'environnement: 450 621-8550, ext. 233, or urbanisme@lorraine.ca.

What exactly does zoning section 8.6 say about dumpsters?

Here it is, word for word: « Sauf sur un chantier de construction, aucun conteneur à déchets de plus de 3 mètres cubes ne doit être visible d'une voie de circulation. Il doit être entouré d'une clôture et d'un aménagement paysager » — except on a construction site, no waste dumpster over 3 cubic metres may be visible from a travelled lane; it must be surrounded by a fence and landscaping (by-law URB-03, s. 8.6, in force since August 28, 2013). The conversions matter: a 10 yard holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³ — every one of our formats exceeds the 3 m³ threshold. The text does not distinguish a building's permanent dumpster from a temporary rental, which is exactly why we promise nothing for a no-work cleanout visible from the street: the section's exact reach gets confirmed with the planning department, at 450 621-8550, ext. 233. What is written without ambiguity is the exception: « Sauf sur un chantier de construction ».

Can I have the dumpster placed on the street in front of my house?

No. Leaving an object, a material, a receptacle or a piece of equipment on the travelled portion of a public road is an offence (by-law 230-3, s. 5.11), and no temporary public-property occupancy fee exists in the 2026 fee by-law. In Lorraine the public way reaches past the asphalt: it includes the right-of-way and the drainage ditch (s. 1.58) — common here, where many streets have a ditch rather than a curb — which zoning requires to stay free of any material. Not the street, not the ditch, not the culvert, not the grassed strip: the dumpster goes in the driveway, and that is where we deliver.

Why do you say the dumpster is « expected » on a Lorraine job site?

Because two by-laws write it. By-law 230-3 makes the presence of construction debris « ailleurs que dans un conteneur prévu à cette fin » — anywhere other than in a dumpster meant for that purpose — a prohibited nuisance (s. 6.6): boards, pipes, electrical equipment, bricks, stones, nails. Zoning adds that leaving refuse or construction materials in disorder on a lot is forbidden, « y compris lors de la construction d'un bâtiment » — including while a building is under construction (URB-03, s. 11.1.1 b). And section 8.6, which governs dumpster visibility off job sites, exempts the construction site by name. The dumpster is the compliant way to run a job site in Lorraine — quality-of-life fines start at 100 $, and each day of a continuing offence counts as a separate one.

Can the Bois-des-Filion drop-off centre replace a dumpster?

For a car trunk, yes: the first five cubic metres of dry materials, concrete-brick or asphalt are free for Lorraine residents, no appointment needed, proof of residence in hand. For a job site, no. The allowance is smaller than a single 10 yard box (7.6 m³) — one demolished bathroom uses it up — and past it, every cubic metre costs 25 $ in dry materials, 35 $ in concrete-brick and 50 $ in asphalt. Everything is unloaded by hand — dump trailers and dump trucks are prohibited — the centre closes on Sunday, and green residue, branches, stumps and soil included, is refused. An honest note: the period of the 5 m³ allowance is written nowhere in the municipal documents; confirm it at 450 621-1460, ext. 3306.

I am a contractor: can I use the drop-off centre serving Lorraine?

No, and this time without ambiguity: « L'écocentre est accessible seulement aux citoyens. Les industries, commerces et institutions (ICI) ne peuvent pas disposer de leurs matières à l'écocentre. L'accès au site leur sera refusé » — the ecocentre is open to citizens only; industries, businesses and institutions may not dispose of their materials there; access will be denied to them, writes the Town of Bois-des-Filion. Elsewhere, fee schedules sometimes leave a door open to F-plate vehicles; here, no exception is written. The bulky waste collection refuses, for its part, « les déchets destinés à l'écocentre, comme le bois et les matériaux de construction » — waste meant for the ecocentre, such as wood and construction materials. A contractor renovating in Lorraine therefore has no municipal disposal route: the dumpster is not a comfort option, it is the job site's infrastructure.

What is this pay-per-lift billing on the grey bin?

Since January 1, 2020, every Lorraine grey bin carries an RFID chip tied to the civic address, and the collection truck logs every lift. The 2026 base rate is 260 $ a year for twelve lifts; beyond that, every additional collection is billed, up to a maximum of twenty-six a year. The town says it itself: « moins souvent le bac est sorti, plus la facture diminue » — the less often the bin goes out, the lower the bill. For a renovation the consequence is direct: spreading debris into the grey bin over weeks of collections raises next year's municipal bill, while a dumpster takes everything out in one trip, without a single lift. The whole calculation runs on figures published by the town.

What our drivers know about Lorraine driveways

Lorraine is the most « private driveway » town we serve. The 2021 census counts 9,502 residents and 3,437 private dwellings over 5.90 km², and above all: 88.2% of occupied dwellings are single-detached houses — 95.3% once semi-detached and row houses are added — with not a single duplex or five-storey building, and 97.6% of households own their home. More than half the stock (53.5%) dates from 1961 to 1980: these houses have reached the age of major renovations — kitchen, bathroom, roof, basement — and almost nothing gets built anymore, a 2014 municipal inventory having found only 7.57 hectares of vacant land. Zoning puts numbers on the driveway: at most 8.5 metres wide, a slope of at most 8% that may not begin within 1.5 metres of the street pavement, and surfacing limited to 40% of the front yard. A 20 yard box fits without trapping the car when the spot is chosen ahead; the 10 yard equals a 20 yard filled halfway — same footprint, simply lower. And in Lorraine that low profile has a particular value: local zoning speaks of visibility from the street (see the permit section).

The second thing our drivers know about Lorraine is that no wire hangs over its streets. A planned new town of 1960 — awarded in 1988 the first international Art de vivre prize ever given outside Europe — it buried all its public utilities: a roll-off truck raises its box here without watching the sky. The Lorraine obstacle is the branch: zoning requires only 4 metres of clearance above travelled lanes. Add 30 km/h across the whole territory, not a single traffic light and intersections all drawn as « T » shapes: delivery here is mechanically simple. What remains is street geometry: east of Boulevard De Gaulle, curvilinear layouts inherited from the 1960s and 1970s; west of it and along the Bois-des-Filion line, cul-de-sac courts — four of which the town is rebuilding this summer (Bouligny, Châtenois Sud, Gérardmer, Luxeuil) « afin d'améliorer le rayon de virage des camions de collecte » — to improve the turning radius of collection trucks. If you live on a cul-de-sac, say so when you book: we plan the turnaround before we arrive.

The third is the surface and its other occupants. Driveways here serve lots where zoning requires 40% maintained vegetation and at least one tree per 100 m²: the PROTEC-O-SOL system — built-in planks that spread the load — comes with every box, and our drivers suggest adding four flattened cardboard boxes or a thin sheet of plywood on the chosen spot. A very Lorraine detail: the wheeled bins live in the driveway, not at the curb — the town asks that they be placed there, wheels toward the house, with 60 cm of clearance on each side, failing which the collection may skip you. So the dumpster's spot is agreed at booking, so every bin keeps its own.

Contractors in Lorraine: the dumpster is your only way out

Lorraine has neither an industrial park nor sprawling retail: planned « sans industries, sans prolifération commerciale » — without industry, without commercial sprawl — it gathers its shops in the small Place Lorraine centre, north-west of where Boulevard De Gaulle meets Autoroute 640. A contractor's work here is the renovation of a housing stock from the 1960s and 1970s — and the town frames it tightly. Debris must go « dans un conteneur prévu à cette fin » — into a dumpster meant for that purpose (by-law 230-3, s. 6.6), zoning forbids leaving refuse or construction materials in disorder on a lot « y compris lors de la construction d'un bâtiment » — including while a building is under construction (URB-03, s. 11.1.1 b), and section 8.6 of the zoning by-law exempts the construction site by name from its visibility rule. On a Lorraine job site, the dumpster is not tolerated: it is expected.

Two local realities to build into the schedule. First, the planning advisory committee: in Lorraine, nearly every exterior renovation of a main building goes through the SPAIP (PIIA), the committee sits once a month except in December, and the permit is issued only after the municipal council's final decision. The permit takes weeks; the dumpster books in 24 to 48 hours — do not book the dumpster before you hold the paper. Second, the drop-off centre serving Lorraine refuses businesses with no written exception: « les industries, commerces et institutions (ICI) ne peuvent pas disposer de leurs matières à l'écocentre » — industries, businesses and institutions may not dispose of their materials there. A contractor renovating in Lorraine has no municipal disposal route — our 40 yard rotations, photo tracking of every delivery and SMS notifications stand in for what does not exist. The 50 $ Libération Express credit applies when the dumpster is freed up within 48 hours of delivery, during the March-to-October high season. One last line item to watch: the tree. Felling without a certificate costs a minimum of 500 $, plus 100 $ to 200 $ per tree, and neither the town nor the drop-off centre takes felling residue — plan its exit and keep materials separate: our single-material dumpsters accept one material only.

In winter the Lorraine driveway is free — car shelters are banned

In most towns we serve, the temporary car shelter fights the dumpster for the driveway six months a year. Not in Lorraine: « Les abris d'hiver sont prohibés » — winter shelters are prohibited — says the zoning by-law in a single sentence (URB-03, s. 10.2), with no season and no exception, and the town restates it on its website: no movable structure, closed on at least two sides and fitted with a roof, to shelter a vehicle in winter. Where Blainville, just to the north, allows the shelter from October 15 to April 15, that driveway competitor simply does not exist here. So the Lorraine driveway stays free for the box — but in exchange it receives all the snow on the lot: dumping snow from a private driveway onto public property is forbidden; it goes « de chaque côté de l'entrée ou dans le fossé » — to either side of the driveway or into the ditch — and the owner answers for the offence committed by their snow contractor (by-law 230-3, s. 23.1).

Two obligations to know before placing the box. The driveway must stay cleared so as to allow direct, unobstructed access to the building: failing that, the town may have the work done and recover the cost like property taxes (s. 23.8) — so the dumpster never blocks the cleared path. And the roadway clears itself: from November 15 to April 15, parking is banned on every street from 11 p.m. to 7 a.m., as well as during a snowfall and for the six hours that follow, the town writes on its public-domain page — a rule for vehicles, not dumpsters, but it says what matters: at night, the street belongs to the snowblowers. The « Rue Blanche » policy, adopted December 10, 2024, has 48.5 km of roads and 324 fire hydrants cleared at every storm, and the town warns that it « ne s'occupe pas des entrées charretières ni des accès privés » — does not handle driveway entrances or private accesses. Snow fences, for their part, are allowed only from November 1 to April 15. Six months a year, the driveway holds the snow, the bins — and the dumpster, if its spot was chosen at booking.
