Frequently asked questions — Rosemère

Do I need a permit to place a dumpster in Rosemère?

Not for the dumpster itself, if it sits entirely on your land. We word it carefully because the conclusion comes from an absence of provision: the word « conteneur » appears nowhere in permit by-law 1006, construction by-law 1007 or the urban plan, and the closed list of certificates of authorization covers no such case. Fee by-law 1017 sets no charge either. The job site, however, often does need a permit: from 3,000 $ of work, and regardless of cost for any change to the structure, partitions, windows, doors or exterior cladding. In doubt? Can I have the dumpster placed on the street in front of my house?

No. In Rosemère, « parking is prohibited at all times on all streets » — the town writes it on its traffic by-laws page and on its snow page. Leaving an object or piece of equipment on the travelled portion of a public road is also an offence (by-law 794, s. 5.11), and by-law 989 forbids placing a container in front of someone else's property. The only possible occupancy of the street is tied to work covered by a permit, with the town's authorization, signage by day and flashing lights at night. So the spot is in your driveway — that is where we deliver.

Is it true that job site debris must be in a dumpster in Rosemère?

Yes, and it is written in plain terms. Section 6.6 of quality-of-life by-law 794 declares a prohibited nuisance « the presence on a vacant or built lot of construction debris such as boards, pipes, electrical equipment, bricks, stones, nails and other similar materials, anywhere other than in a container provided for that purpose ». Sections 6.2 and 6.7 round it out by prohibiting waste of all kinds and piles of soil, sand, gravel, wood or metal. So the dumpster is not merely allowed in Rosemère: it is the only compliant way to keep debris on a lot during work.

Why does the dumpster's spot depend on trees in Rosemère?

Because the canopy covers 41.7% of the territory, 65% of it on private land, and zoning protects every tree with a zone where nothing may be set down. Section 477 requires a protection zone of at least two metres around a trunk 0.3 m in diameter or less, four metres beyond, and prohibits « at all times » the temporary dumping or storage of materials of any type and of any waste inside it. The town itself points out that 70% of roots live in the top 30 centimetres of soil and that damage can bring a ticket. Our drivers factor that in when choosing the spot.

Can Rosemère's drop-off centre replace a dumpster?

For a car trunk, yes: access is free for residents, with no published volume quota. For a job site, no. Concrete, asphalt and soil are refused; only passenger vehicles of 11.4 m or less are admitted and any trailer tipping system is prohibited; staff « are not authorized to assist with unloading », so everything comes out by hand; and the centre closes Mondays from April to November, then Sundays and Mondays from December to March. Add that both the garbage bin and the bulky waste collection refuse construction materials, and the arithmetic is quick: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³.

I am a contractor: can I use Rosemère's drop-off centre?

The town's own documents contradict each other, and we would rather say so. The drop-off centre page declares « company vehicles or vehicles with commercial registration (F plate) prohibited », with a single exception for a resident bringing materials from their own home, permit in hand. But the 2026 fee by-law sets « Commerçants » rates — 25 $ per visit without a trailer, 50 $ with a trailer or in a cube truck — capped at one visit a month. The by-law prevails in principle over the web page, but before counting on it, call the town at 450 621-3500. Worth remembering: buildings with more than 12 dwellings or more than 12 units are excluded from municipal collection anyway and must retain a qualified company.

Will the dumpster damage my paver driveway?

It is the question we hear most in Rosemère, because the town prohibits « ¾ gravel or similar non-decorative material » in parking areas: driveways here are asphalt or paver. The town posts a canopy index of 41.7%, fifteenth among the 82 municipalities of the Montréal metropolitan community, and two thirds of that canopy grows on private land — low branches over driveways, and root soil to spare. Zoning protects every tree with a two to four metre zone around the trunk where nothing may be set down. In winter the driveway is shared — we plan the room

Elsewhere, winter closes the street for a few months. In Rosemère it already is: « parking is prohibited at all times on all streets, under penalty of a fine », the town writes on its traffic by-laws page, and repeats on its snow page. This is neither a night rule nor a seasonal one. So the question of a dumpster on the street simply does not arise here — and that is exactly what sets Rosemère apart from Blainville, where the ban runs from midnight to 7 a.m. between November 15 and March 21.

What winter does change is how crowded the driveway gets. A temporary car shelter is allowed from November 1 to May 1, one per home, only on the parking space or its access lane, at least two metres from the sidewalk, curb, asphalt edge, ditch or fire hydrant, one metre from the neighbour's line, and no taller than three metres. It stands exactly where the dumpster would go. Add snow — which section 23.1 of by-law 794 forbids pushing or dumping onto public property, the owner answering for the offence committed by their contractor — and the bins, which the town asks you to place in the parking space about two metres from the street with one metre of clearance. Six months a year, a Rosemère driveway must hold the snow, the bins, sometimes the car shelter, and the dumpster. Since the street is no fallback, that gets planned when you book.

Why the drop-off centre is not enough in Rosemère

Rosemère has its own drop-off centre, at 190 rue Charbonneau. The Thérèse-De Blainville regional county, which groups seven municipalities, runs no regional facility: each town has its own. Access is free for Rosemère residents on presentation of photo ID and proof of residence, and no volume quota is published — a real difference from Blainville. For a car trunk, it is the right address. Here is where the door closes.

At the curb, the fallback is thinner still. The garbage bin refuses construction materials, and section 4.1 g) of by-law 989 makes the ban formal for any bin, container or semi-buried bin. The bulky waste collection, which runs the second Monday of every month year-round with no call needed, also refuses construction materials and wood by name — the town itself answers « no » in its own FAQ to anyone hoping to slip in extra garbage. What remains is what by-law 989 states in section 3.3: whatever the town does not collect, the resident « must provide, at their own expense, for the disposal » of. That is precisely what a dumpster does.
