“No permit is required”: did Blainville really write that?
Yes, word for word, in a news item of August 12, 2024 updated September 4, 2024, about a dumpster installed “dans l'entrée ou sur le terrain de votre propriété” — in the driveway or on the grounds of your property. We quote it with its date, because it comes from a page devoted to the heavy rains of August 2024 and it never once mentions the street. The solid ground lies elsewhere: the closed list of the eleven kinds of work subject to a certificate of authorization (by-law 1417, s. 60) ignores the temporary dumpster, and section 61 exempts temporary accessory constructions. A doubt gets settled at 450 434-5200; the drop spot, at 514 708-2424.
Which by-laws require a dumpster on Blainville job sites?
Three texts, plus the city's own summary. By-law 1417 requires the applicant for a construction permit to “installer un conteneur à déchets d'une capacité suffisante sur la propriété privée” (s. 46, 2°) and repeats the obligation for a certificate of authorization (s. 71); by-law 1571 adds at section 91 that all construction debris must go into a dumpster meant for that purpose. The “Règlements et permis” page picks the whole thing up and sets the clear-out of every piece of equipment at 30 days after the job site closes. Here the dumpster is not a convenience: it is a condition of the job site.
There is no street occupancy fee in Blainville — does that make it allowed?
No, and the distinction costs money elsewhere. Rarely. The free quota at 302, rue Omer-DeSerres is 5 m³ per year per resident, while a single 10-yard dumpster holds 7.6. One bathroom therefore burns through the family's annual allowance. After that, a resident pays $10 for 0.5 m³, $20 for 1 m³, $40 for 2.5 m³ and $60 for 5 m³ — provided you own the trailer, load it and empty it by hand, since dump trailers have to be emptied manually. The ecocentre also takes only “menus travaux” materials from the residential sector, and refuses any product containing asbestos.

The ecocentre page states it is “réservé exclusivement aux résidents” and that “les entreprises, les commerces et les non-résidents n'y sont pas admis”. The fee schedule and schedule V of by-law 1679 provide, on the contrary, an “Entrepreneurs / non-résidents” column — $25, $50, $100 and $200 depending on volume — with the note “Accès possible pour un entrepreneur (plaqué F) ou un propriétaire non résident réalisant des travaux”. Before building a budget on that, call the city at 450 434-5200. A dumpster on the job site depends on no one's interpretation.
In winter the car shelter already fills the driveway: where does the dumpster go?
We measure before we deliver. The temporary shelter is allowed from October 15 to April 15, on the parking area, up to 70 m² and 3.7 metres high; snow from the driveway and off the roof has to stay on the lot, never on the roadway or the sidewalk. Three occupants for one surface, then. The 10-yard does not settle it either: it is a 20-yard filled halfway, same rectangle of driveway, only lower. If the car has to get out, from November 15 to March 21 the city allows parking for a maximum of 48 hours, with no sticker, in identified municipal spaces — parc équestre, parc Fontainebleau, the train-station lot.
