« No permit is required »: did Blainville really write that?
Yes, word for word, in a news item of August 12, 2024 updated September 4, 2024, about a dumpster installed « dans l'entrée ou sur le terrain de votre propriété » — in the driveway or on the grounds of your property. We quote it with its date, because it comes from a page devoted to the heavy rains of August 2024 and it never once mentions the street. The solid ground lies elsewhere: the closed list of the eleven kinds of work subject to a certificate of authorization (by-law 1417, s. 60) ignores the temporary dumpster, and section 61 exempts temporary accessory constructions. A doubt gets settled at 450 434-5200; the drop spot, at 514 708-2424.
Which by-laws require a dumpster on Blainville job sites?
Three texts, plus the city's own summary. By-law 1417 requires the applicant for a construction permit to « installer un conteneur à déchets d'une capacité suffisante sur la propriété privée » (s. 46, 2°) and repeats the obligation for a certificate of authorization (s. 71); by-law 1571 adds at section 91 that all construction debris must go into a dumpster meant for that purpose. The « Règlements et permis » page picks the whole thing up and sets the clear-out of every piece of equipment at 30 days after the job site closes. Here the dumpster is not a convenience: it is a condition of the job site.
There is no street occupancy fee in Blainville — does that make it allowed?

Before building a budget on that, call the city at 450 434-5200. A dumpster on the job site depends on no one's interpretation.
In winter the car shelter already fills the driveway: where does the dumpster go?
We measure before we deliver. The temporary shelter is allowed from October 15 to April 15, on the parking area, up to 70 m² and 3.7 metres high; snow from the driveway and off the roof has to stay on the lot, never on the roadway or the sidewalk. Three occupants for one surface, then. The 10-yard does not settle it either: it is a 20-yard filled halfway, same rectangle of driveway, only lower. If the car has to get out, from November 15 to March 21 the city allows parking for a maximum of 48 hours, with no sticker, in identified municipal spaces — parc équestre, parc Fontainebleau, the train-station lot.
