Size is not the whole story: dumpsters are rented by material type. Each type goes to a different disposal facility — that is why mixed loads bring extra fees. One choice to make, five options:

Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Mirabel?

Not for the dumpster itself, placed entirely in a private driveway — and we word it carefully, because the conclusion comes from an absence of provision. The exhaustive table of certificates of authorization (by-law U-2303, s. 3.1.1) provides none for a temporary dumpster, and the only occurrence of a temporary container in the whole by-law covers the portable mini-warehouse — the storage cube, not the roll-off waste dumpster. The city states that absence nowhere explicitly: a doubt about your specific case gets settled with the Service de l'aménagement et de l'urbanisme, 450 475-2007, info.urbanisme@mirabel.ca, at 14111, rue Saint-Jean.

Can I have the dumpster placed on the street or on the shoulder?

No — and in Mirabel the file is peculiar. The construction by-law requires « the required permits and certificates » to place materials on public property (U-2302, s. 2.1.3 c), yet the U-2303 table of certificates provides none for that case and no public-domain occupancy fee exists: an obligation with no published procedure. Add the nuisance by-law: depositing construction, demolition or renovation materials « on public or private land » is prohibited, under a minimum fine of 300 $, and the prohibition covers the ditches by name — which, in the rangs, is exactly the strip between the road and your lot. We deliver into the driveway, or we call the city together at 450 475-2007.

Does Mirabel's zoning ban the dumpster from the front yard?

Here is the text, rather than a conclusion. The zoning table of accessory equipment in U-2300 does not allow the « residual materials container other than semi-buried » in the front yard — but the same by-law defines that container as a receptacle « closed and watertight […] fitted with a watertight, self-closing lid », which an open rental roll-off does not match; the attached standards — hidden from the public road, opaque enclosure for multi-family buildings — target permanent building equipment. In the TOD area of the Saint-Janvier station, the front-yard prohibition covers containers « implanted permanently » — words that on their own exclude a one-week rental. The side yard remains the safest placement, and your case gets validated at 450 475-2007.

Does my job site have to carry a dumpster in Mirabel?

Yes if the project is commercial, industrial, community or public, or if it is a housing development of more than three houses or dwellings: the construction by-law then requires, for the whole duration of the work, a dumpster of at least 4.5 m³ for construction waste, hauled to a dry materials recovery facility once full and replaced on the spot (U-2302, s. 2.1.3 d). A single-family home renovation is not covered by that obligation — but by-law 690 makes debris left on the land a nuisance « throughout the execution of the work » (s. 27): in practice, debris gets contained from day one. A useful benchmark: our 10 yard holds 7.6 m³, nearly 70% above the regulatory minimum.

Can Mirabel's four drop-off centres replace a dumpster?

For a resident's car trunk, yes — access is free, with no published annual visit quota, at any of the four sites. For a job site, no, and the door is triple-locked: industries, businesses, contractors and owner-builders are excluded; materials must be of household origin and in reasonable quantity; the trailer is capped at 5 × 12 feet and no heavy vehicle, tractor or dump body is admitted, except at Saint-Canut. The city's guide sums it up: « No garbage is accepted at the écocentre. » And everything comes out by hand, with no help from the attendant and no tools lent. Our volumes, for comparison: a 10 yard holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³.

Can the bulky-item collection take my renovation debris?

Barely. It passes once a month, on a Friday, by zone, capped at 4 m³ — and its tolerance for construction debris is spelled out in numbers: 1 m³ or less per collection, in pieces of 1.2 metres or less, free of nails and screws, neatly stacked, tied or in sturdy transparent bags. Excluded are bulk materials (rock, stone, soil, concrete, asphalt, brick, ceramics), any item over 4 feet and anything coming from a contractor's work. The garbage bin helps no further: collection every two weeks, « no extras are collected », and the very definition of garbage excludes construction, renovation and demolition residue. By-law 1589 concludes at section 14.2: those materials get removed « by one's own means and at one's own expense » — that is the dumpster's job.

Will the dumpster damage my driveway?

In Mirabel the question comes up more than elsewhere: any home whose building permit was issued after May 15, 2019, inside an urban perimeter or the white zone, must have its off-street parking paved, asphalted or concreted — and the city gained 26.3% more dwellings between 2016 and 2021: thousands of driveways are brand new. Mirabel is huge: Statistics Canada measures it at 484.09 km² — the city describes itself over 486 km² — split into 13 sectors, from Saint-Janvier to Saint-Jérusalem, tied together by some 480 km of municipal roads. A customer in Domaine-Vert Sud and a customer in Saint-Benoît do not live in the same town in practice, and the truck plans its route accordingly. In residential zones, the access to the street is capped at 6 metres wide (9 m where two or three accesses are paired), and a lot under 17 m of frontage is allowed a single access: the dumpster and the car often share one driveway. A 20 yard box, roughly the size of a Dodge Caravan, fits without trapping the car when the spot is chosen ahead; the 10 yard equals a 20 yard filled halfway — same footprint, simply lower.

The second thing our drivers know about Mirabel is that it is new. The population jumped 21.0% between 2016 and 2021 — the fifth-fastest growth in Quebec among municipalities of 5,000 people or more — to reach 61,108 residents, and 54% of the 24,795 dwellings are single-detached houses. Above all, zoning requires that any home whose building permit was issued after May 15, 2019, inside an urban perimeter or the white zone, have its off-street parking paved, asphalted or concreted. The third is the countryside: 87% of the territory is reserved for agriculture. In the rangs and the unserviced sectors — Petit-Saint-Charles and its bedrock, Saint-Jérusalem, part of Saint-Hermas — the strip between the driveway and the road is often a ditch, and the nuisance by-law protects the city's ditches and watercourses by name: nothing gets set down there. In Mirabel-en-Haut, homes stand on large wooded lots perched against cliff sides, on bedrock: the spot gets chosen on the phone, not at the end of the lane. And in spring, the thaw period can bring temporary signage restricting road-vehicle traffic on some roads — we check it when you book.

Contractors and project owners: here, the job-site dumpster is written into the by-law

Mirabel is no side market: 2,400 businesses, 25,745 jobs on the territory, an airport that has been cargo-only since 2004 and runs 24 hours a day on its two 12,000-foot runways, and an aerospace cluster of 40 companies and more than 10,000 jobs — the city itself writes that one job in three here is directly tied to aerospace. The land-use plan counted, in 2014-2016, six industrial parks totalling 749.51 hectares — three municipal (the autoroute park, Curé-Labelle and Saint-Augustin) and three private (Développement Gouverneur, Saint-Canut and Aéroportuaire). Above all, the construction by-law settles it for you: every commercial, industrial, community or public job site — and every housing development of more than three houses or dwellings — must carry, for the duration of the work, a dumpster of at least 4.5 m³ for construction waste; once full, it must be hauled to a dry materials recovery facility and replaced on the spot with an empty one. At the close of a job site, the same by-law requires the immediate removal of materials, debris and waste, the land restored to cleanliness within two weeks, and the site equipment gone within thirty days. In winter the street clears at night — the driveway gets planned

From December 1 to March 31, overnight parking is banned on Mirabel streets between midnight and 7 a.m. — and for trucks, tractors and trailers the ban runs year-round, at the same hours. The rule targets vehicles, never a dumpster; but it says what matters: at night, the roadway gets cleared across its full width, and the city maintains 525 km of it, plus 50 km of sidewalks and 1,600 fire hydrants, in two priority levels — routes 158, 148 and 117, highways 15 and 50 and chemin Saint-Simon fall to the ministère des Transports. Moving snow into the street, along the curb or onto cleared areas is prohibited. So the dumpster's spot is the private driveway — and it gets planned. Two relief valves do exist: from December 24 to January 2, overnight parking is tolerated if no new snow has fallen (the officer then issues a courtesy ticket), and the city opens 12 municipal lots spread across 6 sectors.

What winter changes is how crowded the driveway gets. The temporary car shelter is allowed from October 15 to May 1, up to 3.5 metres high, at least 1 metre from the sidewalk — or 1.2 metres from the pavement where there is no sidewalk — and 1 metre from a fire hydrant; zoning allows one on a lot under 17 metres of width, two between 17 and 50 metres, three beyond. On the big lots of Mirabel-en-Haut or the rangs, three shelters and a dumpster coexist easily; on a Domaine-Vert Sud lot, the shelter stands exactly where the box would go. Six months a year, a Mirabel driveway must hold the snow, the bins, sometimes the shelter — and the dumpster. Since the street is no fallback, that gets settled at booking, not on delivery morning.

Why the drop-off centre is not enough in Mirabel

Access is free and reserved for citizens of the residential sector, proof of residence and ID in hand, with no published annual visit quota. For a car trunk it is the right address — but the city's own guide warns: « No garbage is accepted at the écocentre. » Here is where the door closes.

At the curb, the fallback is thinner still. The garbage bin runs every two weeks and « no extras are collected »; the by-law's definition of garbage expressly excludes construction, renovation and demolition residue. Bulky-item collection passes once a month, on a Friday, by zone, capped at 4 m³ — and its tolerance for construction debris is tiny: 1 m³ or less per collection, in pieces of 1.2 metres or less, free of nails and screws. Bulk materials — rock, stone, soil, concrete, asphalt, brick, ceramics —, any item over 4 feet and anything coming from a contractor's work are excluded. What remains is what by-law 1589 itself says at section 14.2: « Whoever wishes to dispose of bulk materials from demolition, construction or excavation must remove them or have them removed by their own means and at their own expense. » That is precisely what a dumpster does.
