Do I need a permit to place a dumpster in Deux-Montagnes?
No municipal permit is required for the dumpster itself, placed entirely on private land — and we word it carefully, because the conclusion comes from a verification by absence: table 2 of section 76 of by-law 1735 draws up the complete list of work subject to a certificate of authorization and the temporary dumpster is not on it, the word « conteneur » appears nowhere in that by-law, and its fee table prices no such thing. The job site, on the other hand, often needs its permit: 90 $ for renovating or repairing a main building, 100 $ to 500 $ for a demolition. In doubt? Is it true that Deux-Montagnes by-laws provide for the job-site dumpster?
Yes, twice — and very few cities write it down. Construction by-law 1736 says, with a verb, that any person who has obtained a construction permit « peut faire installer sur le terrain, durant toute la période de construction ou de transformation, un conteneur destiné à recueillir les rebuts de construction » — may have a dumpster installed on the land for the entire construction or conversion period (s. 49). Zoning by-law 1733, for its part, lists construction and renovation dumpsters among temporary accessory equipment, for at most 60 consecutive days within one year (s. 165). Two texts, two scopes: the first covers the permitted job site and sets no duration, the second temporary equipment in general. We do not add them together — an ordinary job-site rental stays far below both ceilings, and a long stay gets checked at 450 473-2796, option 3.
Can I have the dumpster placed on the street in front of my house?
No. Three sections of by-law 1392 close the public road, each in its own way: section 3.7 prohibits leaving an object, material, receptacle, tool or piece of equipment on the travelled portion of a public road; section 6.8, dumping materials or objects of any kind in any public place — the definition of « lieu public » taking in the sidewalk, the bike path, the street and the lane; and section 3.9, piling up materials on the strip between the edge of the pavement and the building line. Fines run from 200 $ to 1,000 $ for an individual, double for a legal person, and every day counts as a distinct offence. No public-property occupancy regime exists to open the door. The delivery itself is covered — the parking ban « ne s'applique pas aux véhicules se trouvant sur la rue ou la voie publique pour effectuer un travail ou une livraison » — but the dumpster goes on your own land.
Where should the dumpster go on my lot in Deux-Montagnes?
Zoning allows the job-site dumpster without naming a yard (s. 165), but its section 84 prohibits storing accessories or equipment in the front yard of a residential building, « à l'exception d'une table et des chaises de jardin » — except a garden table and chairs. A dumpster rented for a few days of work is not permanent storage, but the text does not settle it — so we recommend the parking access lane or the side yard, and a call to the planning department (450 473-2796, option 3) for a longer stay. Worth planning for too: the driveway entrance is at most 7.5 m wide, the access lane 3.6 to 8 m, and access lanes may never be used for parking (s. 228). Does Deux-Montagnes have an ecocentre?
No — neither municipal nor regional. And the name of the Régie intermunicipale Argenteuil Deux-Montagnes is misleading: its Lachute facility serves four member municipalities, only one of them from the MRC — Saint-Placide — and never the city of Deux-Montagnes. The real service is a dry materials drop-off site at the municipal garage, 625, 20ᵉ Avenue: open Monday to Thursday from 8 a.m. to 11:30 a.m. and 1 p.m. to 4:30 p.m., Friday from 8 a.m. to 11:30 a.m. — never on weekends — at 12 $ per cubic yard, loads capped at 3 cubic yards, residents only. A citizen holding a renovation or construction permit drops off up to 3 cubic yards free, proof of permit in hand. For scale: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³.
What do I do with concrete, asphalt or soil in Deux-Montagnes?
The city takes none of it, at any price. By-law 1454 expressly excludes « le béton, la brique, l'asphalte, la terre et la pierre » — concrete, brick, asphalt, soil and stone — from the dry materials drop-off, and the city's page adds rock, sod and cement; the monthly bulky-item collection refuses all renovation materials for its part. That is exactly what our four single-material dumpsters are for: soil-rock-sod, concrete, brick and mortar, asphalt. A demolished concrete patio, a torn-up asphalt driveway, an excavation: in Deux-Montagnes it leaves in a dumpster, or it does not leave.
Can a basement clear-out wait for the bulky-item collection?
It would be a long wait, and the load would sit at the curb. The bulky-item collection passes once a month — the fourth Wednesday, between 7 a.m. and 6 p.m. — and refuses by name « matériaux de rénovation ou débris de démolition », renovation materials and demolition debris, plus treated wood and tires; the city itself points from that refusal to its paid drop-off. The other municipal route is the special construction-waste collection: 200 $ per trip, taxes included, non-refundable deposit, the debris « empilés sur l'accotement de la rue » — piled on the road shoulder — to be picked up by fork. After water damage — the 2017 and 2019 spring floods marked the shores of the Lac des Deux Montagnes — a basement empties into drywall, flooring and insulation: precisely what the collection refuses. A dumpster in the driveway fills at the pace of the sorting and leaves in one go; and if the work touches a flood zone, a certificate of authorization is required — the planning department answers at 450 473-2796, option 3.
