Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Vaudreuil-Dorion?

Not for the dumpster itself, if it sits entirely on your land. We word it carefully because the conclusion comes from an absence of provision: the list of certificates of authorization in by-law 1871 is closed — 28 cases — and none covers placing a temporary dumpster; fee by-law 1709 sets no charge for one; and the word « conteneur » appears neither in nuisance by-law 1863 nor in parking by-law 1806. On the street it is the opposite: a public domain occupancy permit exists, and it names containers. As for the job site, it often needs its own certificate: from 15,000 $ for interior work, or regardless of cost as soon as the structure is touched. In doubt? Can I have the dumpster placed on the street in front of my house?

Yes, but with a permit, and it is applied for in advance. By-law 1825 prohibits occupying the public domain without authorization (s. 6), and its section 25 expressly names « the placing of equipment, containers, scaffolding, site fencing » among what the temporary occupancy permit covers. Careful: the public domain includes « the excess right-of-way of the public road », meaning the part situated « between the edge of the roadway or the sidewalk and the boundary of the abutting properties » — the strip of grass in front of the house is part of it. The rate is in schedule 18 of by-law 1709: 50 $ base, plus daily charges that depend on the area occupied and the width of street obstructed, part of a day counting as a full day. We publish no total: the exact calculation is confirmed with the town, at 450 455-3371.

I am demolishing a building: is a dumpster really mandatory?

Yes, and it is written word for word. Section 2.10 of construction by-law 1874 reads: « A construction waste container must be installed on the lot where the building is demolished, and be changed when it is full. » Two consequences. First: in Vaudreuil-Dorion, without a dumpster a demolition site is not compliant. Second: swapping the box mid-job is part of the obligation — which is exactly what a 40 yard box on rotation does. The same section prohibits burning rubble on site, except with the fire department's authorization, and states that « debris or materials must not be dropped from one floor to another ». On the permit side, the certificate to demolish a main building costs 102 $, plus a 1,000 $ security deposit where a public road is borrowed.

Can the town ask me where my debris went?

Yes, and that is Vaudreuil-Dorion's particularity. Section 13.1 of by-law 1792 sets the obligation — « Construction, renovation and demolition waste must be recovered and sorted at source. All occupancy units in the town are covered by this section » — and section 13.2 grants the power: « The town may require proof that construction, renovation and demolition waste has been sorted and recovered at a site authorized for that purpose. » The obligation dates from January 1, 2013. The town even puts it in plain customer language on its drop-off centre page: « When renting your dumpster, ask that it be sent to a sorting centre once the work is done. » Raise it when you book: where the dumpster goes is decided before the job site, not after.

Where does my excavated soil go in Vaudreuil-Dorion?

Not to the curb, and not to the drop-off centre. The regional network's chart refuses « Soil (including peat) » at all four of its sites — even though concrete, asphalt, brick, stone, cement, sand and gravel are accepted there under « excavation materials ». The garbage bin refuses soil by name, the brown bin refuses rock and gravel, and section 2.1 of by-law 1792 prohibits leaving « logs, stumps, soil and sand anywhere other than in sites or places authorized for that purpose ». The municipal definition of construction waste explicitly excludes soil, which is why it has no municipal outlet at all. That is why in Vaudreuil-Dorion soil leaves by single-material dumpster: our soil-rock-sod box is built for it.

Can the drop-off centre at 2800 rue Henry-Ford replace a dumpster?

For a car trunk, yes. For a job site, no, and the regional county's own figures make the case: « A maximum of 5 m³ per visit is accepted », residents of the 23 municipalities get « up to 12 m³ per year free of charge », and beyond that it is 25 $/m³. A 10 yard box holds 7.6 m³: at least two trips. A 20 yard, 15.3 m³: at least four. A 40 yard, 30.6 m³: at least seven. All unloaded by hand — « Staff do not help with unloading » and « Tipping vehicles and trailers may not be used on site » — with a vehicle of 10 m at most, trailer included. In winter the site opens only Friday, Saturday and Sunday. And for a contractor there is no free first 12 m³: it is 25 $/m³, payable before unloading.

Why does the dumpster's spot depend on the trees?

Because here the protection zone is calculated rather than fixed. Section 6.99 of zoning by-law 1872 requires, around any tree liable to be damaged by work, an « optimal protection perimeter » whose radius corresponds to « 12 times the diameter of the tree at a height of 1.40 m above the ground ». A 30 cm trunk gives 3.6 m; a 40 cm trunk, 4.8 m; a 50 cm trunk, 6 m. Inside it, one must avoid machinery traffic, excavation, soil compaction, « the dumping of excavation materials or construction debris » and « setting down on the ground, even temporarily, any object or material » harmful to the roots. The urban plan flags the mature canopy of the Dorion village core and the Dorion-Gardens neighbourhood. Measure the trunk, multiply by twelve: that is the radius where the box does not go.

Can I work on the weekend with the dumpster in the driveway?

The dumpster can stay; the excavation stops. By-law 1871 sets work hours at Monday to Friday 7 a.m. to 9 p.m., Saturday 9 a.m. to 5 p.m., Sunday and holidays 10 a.m. to 5 p.m. But for « any work requiring excavation or causing vibration through heavy machinery » it writes: Monday to Friday 7 a.m. to 6 p.m., and « Saturday, Sunday and holidays: None ». An excavation job site in Vaudreuil-Dorion is therefore a weekday job site — which changes how you plan the box: you fill it during the week and sort on the weekend. Worth noting too: the waste by-law frames private collection « between Monday and Friday and between 7 a.m. and 6 p.m. ».

The Vaudreuil-Soulanges hospital is being built at the corner of Boulevard de la Cité-des-Jeunes and Highway 30; the town expects its first patient at the very end of 2026. With 46,423 residents according to the provincial municipal affairs decree, it is Quebec's 28th largest town, on 73.1 km² of land. One point Vaudreuil-Dorion states more plainly than anyone, and it concerns you directly: construction, renovation and demolition waste « must be recovered and sorted at source », and « the town may require proof » that it was « sorted and recovered at an authorized site » (by-law 1792, s. 13.1 and 13.2). The obligation has run since January 1, 2013. The town goes as far as advising, on its own drop-off centre page: « When renting your dumpster, ask that it be sent to a sorting centre once the work is done. » So where the dumpster goes is not a sales pitch here: it is the document the town can ask you for. Raise it when you book — it gets settled before the job site, not after.

Three windows to build into your schedule. First, work hours: Monday to Friday 7 a.m. to 9 p.m., Saturday 9 a.m. to 5 p.m., Sunday and holidays 10 a.m. to 5 p.m. — but for excavation and any work causing vibration through heavy machinery, the by-law writes « Saturday, Sunday and holidays: None » and caps weekdays at 7 a.m. to 6 p.m. Second, private collection, which the waste by-law frames « between Monday and Friday and between 7 a.m. and 6 p.m. »; the same section reminds owners that when municipal days and frequencies do not suit them, « it is that owner's responsibility to provide the service at their own expense », and that the town may require proof of the contract. Third, trucks: schedule A of by-law 1592 closes 84 street segments — 70 streets in all — to vehicles of 4,500 kg and up, except for a local delivery — « picking up or delivering goods; providing a service; performing work ». Our drivers enter on that basis; through traffic goes around.

In winter the driveway is shared — we plan the room

In Vaudreuil-Dorion the street closes at night: « no one may park or leave a road vehicle on a public road between midnight and 7 a.m., from November 15 to April 1 inclusive, and this across the whole territory of the municipality ». But then the town does something few municipalities do: it runs a winter parking line, 450 455-3372, whose message is updated every day from 5 p.m. to say whether parking will be allowed or banned as of midnight that same day. It states that this line « remains the most reliable source of information, particularly in the event of legal proceedings », and that a no-parking sign on site takes precedence over the phone message. Knowing whether the street is usable tonight is, here, a phone call after 5 p.m.

What really changes is how crowded the driveway gets. A temporary car shelter is allowed one per lot, 65 m² of ground area at most, 3.10 m tall; its frame may stand as early as October 15 and until April 15, its cover from November 1 to April 15, kept 0.6 m from a sidewalk, 1.5 m from the street paving and 1 m from a fire hydrant. It stands exactly where the dumpster would go. Add the snow, which has nowhere else to go: a snow removal contractor must blow or push it « onto the private property they serve » or onto the strip between the lot line and the public road — so, into the driveway. And the reverse holds too: the town « is authorized to place, spread or blow snow onto private land » whenever it sees fit. A dumpster left at the edge of the driveway during a snow clearing operation may therefore lawfully receive the snow from the street. The other way around is prohibited: pushing snow from private land onto a public road, or within 1 m of a fire hydrant, and the town announces a 200 $ fine for a first offence on its snow removal page. Six months a year, a Vaudreuil-Dorion driveway must hold the snow, the bins, sometimes the car shelter, and the dumpster: in winter our drivers pick the spot with you, when you book.

Why the drop-off centre is not enough in Vaudreuil-Dorion

Vaudreuil-Dorion has no municipal drop-off centre of its own: it hosts one of the four in the Vaudreuil-Soulanges regional county network, at 2800 rue Henry-Ford. The site is open to residents of the county's 23 municipalities on presentation of photo ID and proof of residence; a power of attorney lets someone else go in your place. At the curb, the fallback is thinner still. The garbage bin refuses by name « construction, renovation and demolition waste » and « soil »; the brown bin refuses the same waste plus « rock » and « gravel »; and the bulky waste collection, which runs once a month on a Thursday depending on the sector, accepts only six things: « Sinks. Showers. Toilets. Bathtubs. Furniture, upholstered or not (not broken into pieces). Box springs and mattresses. No other material is accepted in the bulky waste collection. » By-law 1792 formalizes it in section 2.1: waste subject to voluntary drop-off — construction waste included — and « logs, stumps, soil and sand » may not be left « anywhere other than in sites or places authorized for that purpose ». That is precisely what a dumpster does. And for excavated soil there is no municipal outlet at all: the by-law points to authorized sites it never names.
