Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Pincourt?

Not for the dumpster itself, if it sits entirely on your land. We word it carefully because the conclusion comes from an absence of provision: the word « conteneur » appears neither in by-law 784 on the administration of planning by-laws, nor in construction by-law 781, nor in by-laws 846, 931-04 and 806, and the closed list of certificates of authorization in section 48 covers no such case. The fee tables (s. 80 to 95) set no charge either. The job site, however, often does need a permit: as soon as labour and materials exceed 5,000 $ before taxes, and regardless of cost as soon as the work touches the foundations, the structure, interior partitions, a window or the exterior cladding. Can I have the dumpster placed on the street in front of my house?

Only as part of work covered by a permit — and that is what makes Pincourt different. Construction by-law 781 states at section 39: « À la suite de l'émission d'un permis de construction ou d'un certificat d'autorisation, il est permis d'utiliser une rue publique. » No separate authorization is required, but eight conditions apply: at most one third of the road width, barricades by day, lights at night, at least one sidewalk free at all times, materials no more than 1.8 metres high kept « à l'intérieur du prolongement imaginaire des lignes latérales vers le centre de la rue », full cleaning at the end, liability for the roadway and an insurance policy in force. Outside that framework, nothing allows it: encroaching with movable property between the right-of-way and the curb is a prohibited nuisance (931-04, s. 42 f). And from November 15 to April 1 the street is closed overnight across the whole territory anyway.

Is it true that construction debris left on a lot is an offence in Pincourt?

Yes, and two sections say so. Section 7 of by-law 931-04 declares a prohibited nuisance the dumping « sur tout immeuble » of, notably, « des matériaux de construction, d'excavation et de remblais, des résidus de démolition ». Section 43 e) repeats it for private property, covering « des amoncellements de terre, de pierre, de brique, de béton », « amoncellements ou éparpillements de bois » and « des résidus de construction », and section 43 k) prohibits « l'entreposage désordonné sur un immeuble ». Fines under Part I of the by-law run from 200 $ to 1,000 $ for an individual and from 400 $ to 2,000 $ for a corporation, and section 31 specifies the fine is owed « pour chaque jour ou partie de jour que dure l'infraction ». The dumpster is therefore the compliant way to keep debris on a lot during work.

Can I lay a board over the curb to make access easier?

No, not without authorization — and this rule is not found everywhere. Section 4 of by-law 931-04 — the part harmonized with the 23 municipalities of the Vaudreuil-Soulanges regional county — declares a prohibited nuisance the act, « sans en avoir obtenu l'autorisation de l'autorité compétente », of putting in place « un ou des morceaux de bois, du gravier, des pierres, de l'asphalte ou tout autre matériau ou dispositif » allowing one to get over the street curb or the sidewalk to reach a property. Section 42 g) restates the same ban, but without attaching that authorization reserve to it, and section 42 h) prohibits raising the lot within 61 centimetres of the sidewalk. The good news: our trucks do not need one. They set the box down on its PROTEC-O-SOL planks, and the driveway serves as a driveway.

Can Pincourt's drop-off centre replace a dumpster?

For a car trunk, yes — and it even accepts asphalt, concrete, cement, brick and stone, which many drop-off centres refuse. For a job site, no. It opens two days a week, summer and winter alike: Friday 8 a.m. to 4 p.m. and Saturday 9 a.m. to 4 p.m., 15 hours in all. The maximum is 5 m³ per visit and 12 m³ free per year, then 25 $ per cubic metre in cash. Soil, peat included, along with branches, stumps and logs, is refused across the network. Staff « n'aident pas au déchargement », the vehicle may not exceed 7.5 m at Pincourt, and « les véhicules et remorques à benne basculante ne peuvent pas être utilisés sur le site ». The arithmetic is quick: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³ — one 20 yard already exceeds a resident's free yearly quota.

I am a contractor: can I use Pincourt's drop-off centre?

No, and the text is clear — which beats a grey area. The charter of the Vaudreuil-Soulanges drop-off centre network refuses, at the top of its list, « toute matière provenant d'activités industrielles, commerciales, institutionnelles ou agricoles (quantités non comparables au secteur résidentiel) », and its footnote sends « les petits ICI (Industries, Commerces et Institutions) du territoire » to the Vaudreuil-Dorion and Rigaud sites — not to the Pincourt one, which does not carry the asterisk. In other words: a commercial job site on Île Perrot has no municipal door without crossing a bridge. Info-Écocentre: 450 455-5434. Worth noting on the building side too: residential buildings with 9 dwellings or more may be given a dumpster instead of bins, « là où la règlementation le permet ».

Will the dumpster damage my paved driveway?

It is the question we hear most in Pincourt, and for good reason: the zoning by-law requires that every access lane be surfaced « d'asphalte, de béton, de pavés auto-bloquant ou d'un matériau similaire » (by-law 780, s. 72). Gravel is not on that list — Pincourt driveways are paved. Every one of our dumpsters is delivered with the PROTEC-O-SOL system, built-in planks that spread the load and protect the surface. Can I keep the dumpster in my driveway through the winter?

Yes, and it is in fact the only possible spot: from November 15 to April 1, on-street parking is prohibited between midnight and 7 a.m. across the whole territory, and between 7 a.m. and midnight it is allowed only on the even-numbered side on even days and the odd-numbered side on odd days. So the driveway has to be shared. The winter car shelter, allowed from October 15 to April 15, « doit être érigé sur un espace de stationnement » — exactly where the box would go; snow may not be dumped on a public place or « autour des bornes d'incendie »; and nothing may sit within 1.52 metres of a fire hydrant, a standard that « a préséance sur toute autre norme, d'une autre réglementation ». Three things get settled on the phone rather than in the driveway: width, slope and room. Pincourt zoning is precise about it: a single-family driveway runs between 2.40 and 6.70 metres wide, only one access per street is allowed on a lot less than 24 metres wide, and an access lane « ne peut avoir une pente supérieure à dix pour cent » — no steeper than ten percent. A 20 yard box, roughly the size of a Dodge Caravan, fits without trapping the car when the spot is chosen ahead. The 10 yard equals a 20 yard filled halfway: same footprint, simply lower.

The second thing is the surface, and in Pincourt it is not left to chance. Section 72 of zoning by-law 780 requires that every access lane be surfaced « d'asphalte, de béton, de pavés auto-bloquant ou d'un matériau similaire » — asphalt, concrete, interlocking pavers or similar. Gravel is not on that list, and section 74 adds that every open space on the lot, « incluant la marge d'emprise », must be sodded, artificial turf being prohibited. In short: a Pincourt driveway is paved, and the green strip beside it is not drivable. That is exactly what the PROTEC-O-SOL system is for, and it comes with every box — built-in planks that spread the load. Nothing to supply, nothing extra to pay. The third is what happens between your lot and the street. Nuisance by-law 931-04 closes two common improvisations. Without « l'autorisation de l'autorité compétente », it is prohibited to lay « un ou des morceaux de bois, du gravier, des pierres, de l'asphalte ou tout autre matériau ou dispositif » to get over the street curb or the sidewalk (s. 4); section 42 g) restates the same ban without attaching that reserve to it. The makeshift ramp is not an option — and our truck does not need one. Encroaching with movable property on public land between the road right-of-way and the sidewalk or curb is a nuisance as well (s. 42 f): the box therefore stays entirely on your land. Then there are the trees. Pincourt requires at least one tree per 200 square metres of lot, including one out front, and during construction work a 1.2 metre fence must surround every tree at risk from heavy machinery « ou d'entreposage de matériaux ou de remblai », erected beyond the critical root zone as defined by standard BNQ 0605-11-II/2019. The town publishes no radius in metres: our drivers pick the spot outside that zone and tell you when you book, rather than once the truck is there.

Contractors and property managers in Pincourt

Pincourt has no farmland, no quarry and no sandpit: its urban plan says so — « la Ville de Pincourt ne possède pas de territoire agricole » — the whole territory sitting inside an urbanization perimeter of the regional county's land use plan, which also prohibits quarries and sandpits everywhere. What it has is 7.1 square kilometres, 94% of it residential, 70 kilometres of streets, and one of the two major retail concentrations on Île Perrot, along Boulevard Cardinal-Léger and Boulevard du Traversier. Two local realities weigh on a job-site budget here. First: the Pincourt drop-off centre is not open to businesses. A contractor working on Île Perrot therefore has no municipal door short of crossing a bridge. Second: for a property manager, the town settles it early — residential buildings with 9 dwellings or more may be given a dumpster instead of bins, « là où la règlementation le permet ». We take that mandate, with a contract on file if the town asks for it.

Two traffic details we factor in by default. By-law 947, adopted on June 10, 2025, lowered Boulevard Cardinal-Léger, Boulevard de l'Île, Boulevard du Traversier, Avenue Forest and 5e Avenue from 50 to 40 km/h — the two access routes to Autoroute 20 included. And the urban plan itself flags the Boulevard Cardinal-Léger and 5e Avenue area as presenting « d'importantes problématiques d'aménagement », with railway tracks and a commuter rail station at the entrance to the municipality: our job-site deliveries are planned around the peaks, not into them. On hours, nuisance by-law 931-04 carries two diverging sets of times and itself imposes « la disposition la plus restrictive ou prohibitive ». The careful reading gives Monday to Thursday 7 a.m. to 9 p.m., Friday until 8 p.m., and 9 a.m. to 5 p.m. on Saturdays, Sundays and holidays — worth confirming at 514 453-8981 before building a tight schedule.

In winter the driveway is shared — we plan the room

In Pincourt, winter does not half-close the street: it closes it twice. From November 15 to April 1, no one may park or leave a vehicle on a public street « entre 0 h et 7 h […] sur tout le territoire de la municipalité » (by-law 846, s. 7). And between 7 a.m. and midnight, the rest of the day, parking is allowed only « du côté des adresses paires les jours pairs et du côté des adresses impaires les jours impairs » (s. 19). Since December 23, 2025, the overnight ban can be lifted for a single night by a town notice « disponible à compter de 17 h la veille », given through a telephone answering system and entered in a register — and it is up to the vehicle owner to check. Three arteries are out of play entirely: parking is prohibited at all times on Chemin Duhamel and on Boulevard Cardinal-Léger between 5e Avenue and Autoroute 20, and from 7 a.m. to 5 p.m. on Boulevard Pincourt. So the question of a dumpster on the street does not arise in winter.

What changes is how crowded the driveway gets. A winter car shelter is allowed from October 15 to April 15, one per lot, and it « doit être érigé sur un espace de stationnement » — on the parking space itself (zoning 780, s. 123), exactly where the dumpster would go; the town's FAQ adds that it must stand at least 3 metres from the street curb. Add snow, which the nuisance by-law forbids dumping on public places, in watercourses, at the ends of a culvert « ou autour des bornes d'incendie » (931-04, s. 12), and the 1.52 metre clearance around a hydrant, a standard that « a préséance sur toute autre norme, d'une autre réglementation » (s. 50 d). Bins, for their part, are not emptied when they are frozen in ice, in the street, wheels toward the street, or « trop près d'un abris d'auto hivernal ». And outdoor storage follows the seasons: snowmobiles and their trailer in the front yard from November 15 to April 15, trailers, tent trailers and boats from March 15 to November 1 (s. 132.1). Six months a year, a Pincourt driveway must hold the snow, the bins, sometimes the car shelter — and the dumpster. Since the street is no fallback, that gets planned when you book.

Two seasonal details to finish. The Pincourt drop-off centre keeps the same hours in winter as in summer — Friday 8 a.m. to 4 p.m., Saturday 9 a.m. to 4 p.m. — but two days remain two days. And if a contractor clears your lane, note that Pincourt asks them to « se procurer une vignette pour la saison hivernale » from public safety: the dumpster and the snowblower share the same surface, so the two had better talk before January. On the truck side, traffic by-law 806 allows a heavy diesel vehicle ten minutes of idling per 60 minute period from November 1 to March 31, and exempts entirely « un véhicule dont le moteur alimente en courant l'équipement auxiliaire utilisé au travail » — which is the winch during drop-off.

Why the drop-off centre is not enough in Pincourt

Pincourt hosts a drop-off centre, at 750 boulevard Olympique — but it does not own it. It is one of the four in the Vaudreuil-Soulanges regional county network, along with Vaudreuil-Dorion, Saint-Zotique and Rigaud, open to residents of the county's 23 municipalities on presentation of photo ID and proof of residence. A rare piece of good news: it accepts asphalt, concrete, cement, brick, stone, sand and gravel. For a car trunk, it is the right address. Here is where the door closes.

At the curb the fallback is thinner still, and the town says so itself: « la Ville ne ramasse plus les matériaux de construction à domicile » — it no longer collects construction materials at the door. The garbage bin refuses wood, ashes, tires and yard waste. The bulky waste collection, which runs the 4th Wednesday of the month from March to October only — eight times a year — takes nothing but bathtubs, showers, sinks, furniture and mattresses, carpets and toilets, and refuses « matériaux de construction et d'excavation » and « branches, bois et souches » by name. Branches get two collections a year, the third week of May and the third week of October, on mandatory registration, in piles of at most 4 ft × 4 ft × 8 ft. And the nuisance by-law leaves no option of simply keeping it all on the ground: dumping « des matériaux de construction, d'excavation et de remblais, des résidus de démolition » on any immovable is a prohibited nuisance (931-04, s. 7). That is precisely what a dumpster settles.
