Do I need a permit to place a dumpster in Pointe-des-Cascades?
Not for the dumpster itself, if it sits entirely on your land — and for a job site covered by a building permit the by-law goes further: it allows it by name. Section 322 of construction by-law 123, titled « Conteneur à rebuts », lets a permit holder « have installed on the lot, for the entire period of construction or transformation, a container intended to collect construction waste ». For a simple clean-out with no work, the conclusion comes from an absence of provision, and we word it carefully: the word « conteneur » appears neither in by-law 124 on permits and certificates, nor in the urban plan, nor in fee by-law 164-2026, and the closed list of certificates of authorization covers no such case. Can I have the dumpster placed on the street in front of my house?
No, and we will not offer it. The only Pointe-des-Cascades by-law regulating occupancy of the public domain covers film shoots — a 200 $ permit for five days, applied for five juridical days ahead, with written notice to abutting owners: no equivalent exists for a dumpster. Zoning permits « no construction, no works, no sign » in the public road right-of-way, apart from landscaping, sodding, accesses and concrete curbs no higher than 15 cm. Parking is closed across the whole territory between midnight and 7 a.m. from November 15 to April 1, banned at all times on several village roads, and banned from May 1 to October 1 on four pointe Juillet streets except for residents with a permit sticker. The only possible occupancy of the street is tied to work covered by a permit, with the municipal inspector's authorization, trestles, signage by day and flashing lights at night. So the spot is in your driveway — that is where we deliver.
I run a business: how long can the dumpster stay at my establishment?
Seventy-two hours. It is the only numbered deadline in the village's by-laws, and it is written in plain terms: « Containers as well as tractor-trailers are prohibited at a commercial establishment for a period longer than 72 hours » (zoning by-law 121, section 904). The rule targets businesses, not homes. We treat it as a schedule rather than an obstacle: delivery, filling, pick-up in three days, with the pick-up date set when you book. Two neighbouring rules go with it: no parking or storage of heavy vehicles, tanker trucks or heavy machinery at a commercial establishment (section 905), and, for an industrial establishment, loading areas placed « entirely on the lot of the building served », with no transfer from the street (section 1107).
Can the drop-off centre replace a dumpster in Pointe-des-Cascades?
For a car trunk, yes. For a job site, no — and the arithmetic is the regional county's, not ours. The village has no drop-off centre: the nearest is Vaudreuil-Dorion's, at 2800 rue Henry-Ford. A Vaudreuil-Soulanges resident may drop off 12 m³ a year free of charge, in loads of at most 5 m³ per visit, beyond which it costs 25 $/m³; admitted vehicles are cars, pickups and standard manually unloaded trailers, and « staff do not assist with unloading ». Now, a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³ and a 40 yard 30.6 m³: a single 20 yard exceeds the entire free annual allowance. Add that bulky waste collection runs only three times a year and refuses « construction and demolition residues » by name, and that the garbage bin is a single 360-litre bin per dwelling unit — the arithmetic is quick.
I have excavated soil: where does it go in Pointe-des-Cascades?
Not to the drop-off centre, and that is the Vaudreuil-Soulanges surprise. Contrary to the usual reflex, the drop-off network accepts « asphalt / concrete / brick / stone / cement / sand and gravel / rock only » under the heading « excavation materials », but it refuses soil, peat included, along with branches, stumps and logs. That is exactly what our single-material dumpsters cover: soil-rock-sod on one side; concrete, brick and mortar, or asphalt, on the other. A useful reminder before digging: excavation, fill and cut require a certificate of authorization from the municipality, priced at 50 $, and the village is bordered by the St. Lawrence River and the Ottawa River — the flood plain and the landslide normative framework apply to part of the territory.
Will the truck be able to get in and out of my street?
It is the question that matters most here, which is why we ask it before we leave. The village's urban plan says it itself: « Most local streets end in a cul-de-sac. In some cases they end without any adequate turning head being built », and « sidewalks are scarce in the village ». Chemin du Canal ends in a cul-de-sac; so does Chemin du Fleuve, in the pointe Juillet. Three roads are private — ruelle Lalonde, Place des Galets and Place Payer — and their residents provide the services themselves, snow clearing included. The municipality has also adopted a by-law restricting trucks over 3 000 kg on four named roads, with a written exception for « local delivery »: « picking up or delivering goods; providing a service; carrying out work ». Will the dumpster damage my driveway?
It is the question we hear most, and zoning explains why it comes up here: a parking area must be « well drained and surfaced in concrete, asphalt concrete or interlocking brick ». In other words, a compliant driveway in Pointe-des-Cascades is paved — gravel is not contemplated.
