Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Sainte-Victoire-de-Sorel?

Not for the dumpster itself, if it sits entirely on your land. We word it carefully because the conclusion comes from an absence of provision: a full-text search on August 21, 2026 finds no occurrence of the word « conteneur » in zoning by-law 290-06 (143 pages) or in by-law 297-07 on permits and certificates (33 pages), and the closed list of certificates of authorization — work along watercourses, septic installation, landslide-prone areas — covers no such case. No public-domain occupancy fee exists either. The job site, however, often does need a permit, and the municipality asks that it be applied for 30 days before work begins. In doubt? Can I have the dumpster placed at the edge of the rang, in front of my house?

No — and not because a by-law names it: because none allows it and three point the other way. By-law RM-2017 counts « the excess right-of-way of the public road » among public places, makes it a nuisance to « obstruct, in any manner whatsoever, a public place » (s. 6.1.7), prohibits « obstructing or hindering the passage of pedestrians, cyclists or vehicles » in a public place (s. 7.1.10), and forbids depositing « any other material, whatever its origin » in a road right-of-way, in municipal ditches and watercourses (s. 6.1.6). No temporary occupancy permit exists to cover any of that. So the spot is in your driveway or on your lot — that is where we deliver.

Is it true that job site debris must be in a dumpster?

Yes, and it is written in plain terms. Section 6.1.9 f) of by-law RM-2017 makes it a nuisance to leave on a lot « construction debris such as boards, pipes, electrical equipment, bricks, stones, nails, steel, asphalt shingles, vinyl and other similar materials, anywhere other than in a container provided for that purpose ». Subsection e) completes it: wood, stone, metal, brick, soil, sand and gravel are tolerated only « during construction or renovation work that is under way, and for the duration of that work ». In other words, during the job loose material passes; afterwards it does not — and debris never had any compliant home other than the dumpster. The fine is 125 $ for an individual and 250 $ for a corporation, and each day counts as a separate offence.

Can the regional drop-off centre replace a dumpster?

For a job site, no — and Sainte-Victoire-de-Sorel has no drop-off centre of its own: the service belongs to the Pierre-De Saurel regional county, outside the territory, as a round trip you make yourself. Three rules settle it: « no material from commercial businesses is accepted », « the use of wheeled bins is prohibited at the drop-off centre, even to make transporting materials easier », and « sorting materials on site is mandatory ». Access « may exceptionally be limited or refused » when maximum capacity is reached, and no volume quota is published — which is not the same as unlimited. The arithmetic is quick: a 10 cubic yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³, all to be loaded, hauled and unloaded by hand.

I am a contractor or a farm operator: where do my debris go?

Into a private dumpster, and it is the regional county itself that says so. Its page for businesses recalls that each industrial, commercial or institutional establishment « is entitled to one garbage bin per occupancy unit » and that, as soon as quantities call for « a container collected on your property », « owners must reach an agreement with a collector of their choice ». The regional drop-off centre is closed to you: « no material from commercial businesses is accepted », and the municipality repeats it in its own words. For a farm operation, by-law RM-2017 states that its nuisance provisions « do not apply to […] agricultural activities carried out in accordance with the municipality's planning by-laws »: that is context, not an exemption from disposing of the debris of a building renovation. Can I leave my car on the street while the dumpster is in the driveway?

Outside winter, no by-law found prohibits parking generally on Sainte-Victoire-de-Sorel's public roads: section 5.1.3 of by-law RM-2017 prohibits it only « where signage or parking meters indicate such a prohibition », and schedule A, which is supposed to list those places, is not attached to the published by-law. From November 15 to April 15, however, parking or standing a vehicle on a public road is prohibited between 1 a.m. and 6 a.m., across the whole territory, on pain of a 30 $ fine plus costs. Beware one outdated source: old by-law RM-330, still online, announced a ban across the entire territory out to 7 a.m. — it is repealed by section 9.1.1 of RM-2017. Trust the signage on the ground, and the night window.

What hours can I work, and when can you deliver?

A single window, and a simple one: 7 a.m. to 9 p.m., seven days a week. By-law RM-2017 makes it a nuisance to « carry out, between 9 p.m. and 7 a.m., construction, demolition or repair work on a building » and to use in the same hours « a lawnmower, a machine or an instrument fitted with an electric or gasoline engine » heard by neighbours, except for emergency work (s. 6.1.5). There is no separate weekend schedule, unlike several suburban cities — that is a real bit of flexibility. We plan delivery and pick-up inside that same window, and we do not let the engine run: 3 minutes per hour for the engine of a stopped vehicle, 5 minutes for the diesel engine of a heavy vehicle (s. 6.1.11).

My address is on a rang — is that a problem for the truck?

No, but it changes the questions we ask. Sainte-Victoire-de-Sorel publishes no neighbourhood names: its place names are rangs and roads — Rang Sud, Rang Nord, Rang Prescott, Rang Pot-au-Beurre, Chemin des Patriotes (Route 133), Montée Sainte-Victoire (Route 239) — across 75 km². Here the first question is not « which neighbourhood? », it is « which rang? ». The municipality publishes no neighbourhood names at all: its official place names are Rang Sud — where the municipal office sits — Rang Nord, Rang Prescott and Rang Pot-au-Beurre, Chemin des Patriotes (Route 133) and Montée Sainte-Victoire (Route 239), across 75 km² of which it writes itself that « residential and agricultural functions develop harmoniously » there. A rang address is not a suburban driveway: the truck has no one behind it and side clearance is generous. That is exactly why the useful conversation happens on the phone, and we ask three things before setting out: what your driveway crosses the ditch on, how wide the access really is, and where the wires and branches run. A 20 yard box, roughly the size of a Dodge Caravan, fits without trapping the car when the spot is chosen ahead; the 10 yard equals a 20 yard filled halfway — same footprint, simply lower.

The second thing our drivers know about this place is that the shoulder is not a parking spot. The municipality names four cycling routes — Chemin des Patriotes, Montée Sainte-Victoire, Rang Nord and Rang Sud — and states that cyclists ride « the paved shoulders » of those roads. There is no separate lane: a truck stopped on the shoulder occupies the cyclist's path, and section 7.1.10 of by-law RM-2017 prohibits « obstructing or hindering the passage of pedestrians, cyclists or vehicles, in any manner whatsoever, in a public place ». The same by-law counts « the excess right-of-way of the public road » among public places. So we set the box down on your land, never on the shoulder — and we work fast: section 6.1.11 caps idling at 3 minutes per 60-minute period for the engine of a stopped vehicle and 5 minutes for the diesel engine of a heavy vehicle, which is what our truck is.

The third is the surface — and the ditch. On a rang lot the ditch runs along the driveway: it is the most tempting place to push a surplus, and the most formally prohibited one. Section 6.1.6 makes it a nuisance to push, throw, deposit or pile snow, ice « or any other material, whatever its origin » in a road « or in its right-of-way, in municipal ditches and watercourses », and it requires 1.5 m of clearance around a fire hydrant. Nothing goes in the ditch, on your side or ours: it all goes in the box. For the driveway itself, the PROTEC-O-SOL system comes with every dumpster — built-in planks that spread the load. The regional frame says the rest: the Pierre-De Saurel regional county groups 12 municipalities across more than 594 km², one hour's drive from Montréal, and its rural side « occupies 90% of the territory » with « more than 300 farms » working mainly in grain growing and dairy production — its urban side occupies 10% of the territory and holds 71% of the population. For a business, the municipal route is closed before you start — and we are not the ones saying so. One last thing to plan around: noisy work here has a single window, 7 a.m. to 9 p.m., seven days a week, with no separate weekend schedule.

In winter the driveway is shared — we plan the room

In Sainte-Victoire-de-Sorel, winter does not close the street: it closes it five hours a night. Section 5.1.9 of by-law RM-2017 prohibits parking or standing a road vehicle on a public road between 1 a.m. and 6 a.m., from November 15 to April 15 inclusive, across the whole territory. The fine is 30 $ plus costs, and a vehicle hindering « the carrying out of work by municipal employees or by a contractor or subcontractor mandated by the municipality » may be moved or towed at the owner's or lessee's expense (s. 5.1.10). Those five hours are exactly when the plough goes by. One clarification is worth writing down, because it circulates backwards: the by-law list published by the municipality still carries by-law RM-330 on parking, adopted in 2008, whose schedule A covered « the entire territory of the Municipality » and which set the winter window out to 7 a.m. That by-law is repealed — RM-2017, section 9.1.1, names it. So we publish the rule in force, not the old one.

What winter really changes is how crowded the driveway gets. Zoning allows, between October 15 and April 15, one single temporary garage or shelter « on the access lane to the parking area », which must be « completely removed, including the structure » outside that period — 3 m from a street right-of-way, 1.2 m from a side lot line, and 7.6 m from the right-of-way on a corner lot (by-law 290-06, s. 4.3.2). Six months a year, the car shelter stands exactly where the dumpster would go. Add the snow, which section 6.1.6 forbids moving into the road right-of-way, into municipal ditches and watercourses, within 1.5 m of a fire hydrant, or « so as to block access to a building » — and the owner « is responsible for the offence committed by the contractor » they hire to clear it. The municipality says the same thing about driveway markers: it asks residents « not to place the markers (personal posts) that outline the driveway on the road right-of-way », declines all liability for damage, and warns that non-compliant markers « could be removed by public works staff ». The right-of-way does not belong to the abutting owner, and it is the municipality itself saying so: that is why the dumpster's spot is settled when you book, not when the truck arrives. Our drivers watch the engine too: below 0 °C, a heavy diesel that has not reached normal operating temperature is allowed 10 minutes of idling per 60-minute period, no more (s. 6.1.11).

At the roadside, the fallback is thinner still. The bulky waste collection names its refusals: « construction, renovation or demolition materials », car parts and tires, branches because of the emerald ash borer, and household hazardous waste. It also caps what it accepts — « about ten tied bags of roughly 12 lbs », rolled carpets 1.5 m long and under 35 cm in diameter — requires that materials be set out « on the property in front of the façade bearing the civic number and at the edge of the public road without encroaching on it », before six in the morning on collection day or the evening before, and warns that « materials placed in trailers are not collected ». The garbage bin, for its part, is collected only every two weeks, and any additional bin requires a 60 $ sticker bought at the municipal office: « the company EBI collects only bins bearing a sticker. » What remains is what by-law RM-2017 writes in section 6.1.9 f): construction debris left « anywhere other than in a container provided for that purpose » is a nuisance. That is precisely what a dumpster does.
