There is a permit for that, and it is the most concrete fact in the local rules. By-law 195 expressly provides a « Permis d'occupation de la voie publique », issued free of charge, but whose issuance is « subject to a security deposit of one thousand dollars (1,000.00 $) to cover damages the Municipality might incur » (s. 2.1.4). Neither the duration, nor the width occupied, nor signage, nor insurance is published: the phrase appears only twice in the four by-laws consulted. Yes, and it is written in plain terms. Public safety by-law RM-2026 — adopted June 8, 2026, in force September 1, 2026 — declares a nuisance, at section 145 e), leaving on a lot « construction debris such as boards, pipes, electrical equipment, bricks, stones, nails, steel, asphalt shingles, vinyl and other similar materials, anywhere other than in a container provided for that purpose ». Paragraph d) of the same section tolerates wood, stone, metal, brick, soil, sand or gravel left loose only « during construction or renovation work that is under way, and for the duration of that work ». In other words: during the job, loose material passes; after it, the pile is an offence. The dumpster is the only compliant way to keep debris on a lot.

For a car trunk, it helps. For a job site, no. Saint-Joseph-de-Sorel is a distinct town, with its own council and its own by-laws, surrounded by Sorel-Tracy, the St. Lawrence River and the Richelieu River. Public safety by-law RM-2026 is harmonized across the Pierre-De Saurel regional county, but it reserves a section « applicable to the Town of Saint-Joseph-de-Sorel exclusively » (s. 97 to 109), and that section is stricter: parking on a public road is capped at twelve consecutive hours in the same spot, against twenty-four hours in the Sorel-Tracy section.
