Q: How long does a renovation permit take in Sainte-Madeleine?

The municipality announces « approximately 30 days for a permit to be issued ». In the village core, allow more: by-law 644-2024 on site planning and architectural integration plans, adopted by council on March 5, 2024, covers zones 102, 104-P, 109-P, 114, 206-P, 207 and 301-P and subjects to a council resolution any change to the roof, to the openings or to the cladding of a street-facing façade, as well as any accessory building visible from the public road. Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Sainte-Madeleine?

No by-law published by the municipality requires one for the dumpster itself, placed entirely on your land — and we word it carefully, because the conclusion comes from an absence of provision. Seven by-laws were read in full: 664-2026 (nuisances), 653-2025 (household waste), 654-2025, 655-2025, general by-law G300, 658-2025 (taxation, which sets no such fee) and 648-2024. The municipality's regulatory summary, updated June 19, 2026, lists every permit and its cost — from felling a tree at 15 $ to an in-ground pool at 50 $ — and provides none for a dumpster. Two honest caveats: zoning by-law 496 and the by-law on permits and certificates are not published online, and the municipality writes itself that its information « is only a summary of the regulations in force and does not have force of law ». Before work starts, a call to 450 795-3822 settles it.

Can I have the dumpster placed on the street in front of my house?

No — and no more in front of a neighbour's. Two by-laws close the door: section 26 of general by-law G300 forbids « placing, installing or erecting a piece of equipment » on land belonging to the municipality without prior permission from the competent authority, and section 6 of by-law 664-2026 prohibits placing on public property « any harmful object or substance (soil, sand, mud, stone, waste, […] concrete […]) » without prior authorization. Section 27 of G300 adds obstruction of traffic and of driveway entrances, and its section 25 sets a presumption: the owner of the land fronting the spot where an object is unlawfully placed « is deemed, unless proven otherwise » to have had it placed there. So the neighbour offering « their » spot settles nothing. We promise nothing on the roadway: the municipality publishes no procedure and no fee for occupying the street with a dumpster. The truck is covered — section 49 of G300 exempts delivery vehicles « during the loading or unloading period ».

Is it true that job site debris must be in a container in Sainte-Madeleine?

Yes, and the rule is new: by-law 664-2026 on nuisances and salubrity was adopted on June 2, 2026. Its section 19 prohibits « placing or allowing to be placed demolition or construction debris or scrap metal […] outside a collection container provided for that purpose ». Section 18 does the same for « a pile of soil, sod, gravel, pebbles or stones ». Authorized work escapes the ban, but the same section adds that « at all times, materials intended for the continuation of the work must be placed or set down on the lot in an orderly manner ». And the price of straying is fixed: sections 8, 18 and 19 belong to the short list of specific offences in section 44, punished by 500 $ for an individual and 1,000 $ for a corporation, doubled on a repeat, each day forming a separate offence (s. 46). In Sainte-Madeleine the dumpster is not a convenience: it is what makes a job site compliant.

Sainte-Madeleine or Sainte-Marie-Madeleine: is it the same address?

No, they are two separate municipalities — and we serve both. Sainte-Madeleine is a village of 2,268 residents on 5.36 km²; Sainte-Marie-Madeleine is the parish that surrounds it, 2,876 residents on 50.04 km², nine times the area for seven times less density. The Commission de toponymie du Québec puts it this way: the parish municipality of Sainte-Marie-Madeleine « sees its territory circumscribe the village municipality of Sainte-Madeleine ». The village is an enclave. The interlocking runs deep: Sainte-Madeleine's water network supplies residents of the parish, the Régie puts both on the same collection calendar with the same bulky waste dates, and the village's official map annotates two streets in the southwest sector with « (Ste-Marie-Madeleine) ». Their planning by-laws, however, are not the same. That is why we always confirm by civic address, never by the name of the town — and why the parish has its own page.

Can the drop-off centre replace a dumpster in Sainte-Madeleine?

For a car trunk, yes. For a job site, no — and the arithmetic uses only the Régie's own figures. There is no drop-off centre in the village: you have to drive to Saint-Hyacinthe, on a Friday, a Saturday or a Sunday only, between 8:30 a.m. and 4:30 p.m., between April 10 and November 29 — « early closing possible depending on weather conditions » —, in a car, a pickup or a pick-up truck, with a trailer of at most 4 ft × 8 ft, one visit a day, and unload it yourself: « staff not being authorized to carry out that unloading ». A 4 ft × 8 ft trailer offers 2.97 m² of floor. A 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³. Add that the garbage bin refuses « demolition and excavation debris such as rubble and plaster, pieces of concrete and masonry, chunks of pavement, soil », and the count is quick.

I am a contractor or a landlord: can I use the drop-off centre?

No, and the Régie leaves no room for doubt. Its 2026 reminder sheet reads: « Aucun entrepreneur, représentant d'entreprise ou gestionnaire d'immeuble à revenus n'est accepté; Aucun véhicule commercial accepté. » Its « Écocentres » page adds that « residues generated by commercial, industrial or institutional operations are not accepted on site » and that « non-occupant owners of rental buildings are deemed to be carrying out commercial operations ». In Sainte-Madeleine that covers a lot of people: 305 of the village's 955 dwellings are tenant-occupied, one in three. The bin is no fallback either — the commercial and institutional sector is capped at three 360-litre bins or six 240-litre bins per collection, and any quantity beyond that « must be removed at the occupant's expense » (by-law 653-2025, s. 2.3.2). A private dumpster is the only route left.

What our drivers check before the box comes down

We deliver across all of Sainte-Madeleine, from the village core to the sector north of Autoroute 20 — the municipality's official map gives it its own inset, served by rue La Présentation and rue Plamondon. Between the two, the Canadian National railway crosses the village diagonally, southwest to northeast: the village grew up around a small Canadian National station, and the rail still cuts the territory in two. On 5.36 km² and 2,268 residents, delivery plays out in three pieces, not one grid. Three things get settled on the phone rather than in the driveway: lane width, branch height and the room already taken.

On branches, the by-law gives a number — and it does not cover your driveway. Section 9 of by-law 664-2026 requires 4.5 metres of clearance above the roadway and 3 metres above a sidewalk, failing which the branches become a nuisance to be cut. Above a private lane the municipality requires nothing: that one is on us to look at, because a truck with its arm raised needs far more than 4.5 m. The second positioning marker is strict: fire prevention by-law 648-2024 requires 1.5 metres kept clear on every side of a fire hydrant, measured from its operating nut — not from the sidewalk — and expressly forbids leaving garbage or debris there. On a corner lot, add the visibility triangle: 5 metres a side, and 8 metres along Routes 116 and 227, where nothing may stand taller than 90 cm.

The housing stock explains the rest. In the 2021 census, 62.8 % of Sainte-Madeleine's dwellings are single-detached houses (600 of 955), no building reaches five storeys, and not one dwelling was built between 2016 and 2021: the village has finished expanding. Nearly half the stock — 460 dwellings of 955 — dates from 1980 or earlier, and 50 dwellings are reported as needing major repairs. These are house driveways, not tower parking lots: one spot, often already shared, since the by-laws allow up to two recreational vehicles per lot and, in a front yard, only inside the parking area, « without encroaching on the parking spaces required for the main use ». The 2026 reminder sheet of the Régie intermunicipale d'Acton et des Maskoutains says it in two lines: « Aucun entrepreneur, représentant d'entreprise ou gestionnaire d'immeuble à revenus n'est accepté; Aucun véhicule commercial accepté. » — no contractor, company representative or income-property manager is accepted, and no commercial vehicle either. The Régie adds elsewhere that « non-occupant owners of rental buildings are deemed to be carrying out commercial operations » — and 305 of the village's 955 dwellings are tenant-occupied, nearly one in three. Emptying a unit between two leases in Sainte-Madeleine therefore has no municipal solution. The bin is no fallback: by-law 653-2025 caps the commercial and institutional sector at three 360-litre bins or six 240-litre bins per collection, and any quantity beyond that limit « must be removed at the occupant's expense » (s. 2.3.2).

In winter the driveway is shared — and the street is no plan B

In Sainte-Madeleine two official texts close the street at night, and they do not quite say the same thing: we report both rather than pick one. The municipal page « Stationnement hivernal de rues » prohibits parking any road vehicle between midnight and 7 a.m., from November 1 to March 31; general by-law G300, applied by the Sûreté du Québec, prohibits at its section 48 leaving a vehicle parked on a street for more than 15 minutes, between 1 a.m. and 6 a.m., from November 1 to April 15. Both lift the ban on December 24, 25, 26 and 31 and on January 1 and 2. Either way, the conclusion is the same for us: the dumpster goes in the driveway, never on the street. What winter does change is how crowded the driveway gets — and here it lasts seven months. A temporary car shelter is allowed from October 1 to May 1; outside that period « the shelter, including the structure, must be dismantled ». In a front yard it must stand inside the parking area, at least 1 metre from the travelled edge (sidewalk, pavement or shoulder), no taller than 4 metres and outside the visibility triangle — exactly where the dumpster would go. The municipality tolerates up to three per lot, at most two in the front yard; snow fencing follows the same calendar. Add the snow itself: section 36 of by-law 664-2026 makes it a prohibited nuisance to throw or dump snow or ice from private land onto a public road, a sidewalk, a street, a lane, public land, a yard or within 10 metres of a watercourse bank — your contractor does the plowing, but the offence is yours. Meanwhile the drop-off centre is closed from November 30 to April 9 and the brown bin is collected only once a month from December to March. For four and a half months, one way out remains for renovation debris: a dumpster, in the driveway. That gets planned when you book.

Why the drop-off centre is not enough in Sainte-Madeleine

There is no drop-off centre in Sainte-Madeleine. The service is entrusted to the Régie intermunicipale d'Acton et des Maskoutains, which offers it « free of charge to the citizens of the 25 municipalities of the Acton and Maskoutains regional counties » and runs two drop-off centres — neither on village land. The nearest is in Saint-Hyacinthe, the other in Acton Vale: another municipality either way. It does accept construction, renovation and demolition materials — wood, metals, brick, concrete — and we write that because it is true. For a car trunk, it is the right address. Here is where the door closes anyway.

At the curb, the fallback is thinner still. The garbage bin, collected every two weeks between 7 a.m. and 7 p.m., expressly refuses « demolition and excavation debris such as rubble and plaster, pieces of concrete and masonry, chunks of pavement, soil and dust that cannot be bagged » (by-law 653-2025, s. 2.6.1). The brown bin refuses construction materials and « aggregates such as: asphalt, concrete and brick », and caps garden soil at one quarter of a 240-litre bin — 60 litres per collection. The bulky waste collection runs only three times a year — for Sainte-Madeleine, on May 1, June 26 and October 2, 2026 — and refuses « construction, renovation, demolition materials, wood pallets » as well as « soil, stone, concrete, ceramic, branches »; the Régie adds that « bulky waste placed in trailers, trucks or otherwise will not be picked up ». Between two of those collections, an old piece of furniture left outside becomes a nuisance: section 17 of by-law 664-2026 tolerates it only « during the 48 hours preceding an official bulky waste collection ». The arithmetic then does itself: a 10 yard box holds 7.6 m³, or 7,600 litres — 127 brown bins filled to a quarter; a 20 yard 15.3 m³, a 40 yard 30.6 m³. And the municipality concludes for us, in its own by-law: whatever it does not collect, the resident « must remove it or have it removed by their own means and at their own expense » (s. 4.3).
