Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Saint-Pie?

No by-law published by the Town of Saint-Pie requires a permit for a dumpster placed entirely on private land. We word it carefully, because the check is incomplete and we would rather say so: the full texts of general by-law G-300, by-law 258 and by-law 276 were read on August 20, 2026 without a single occurrence of the word « conteneur », and the list of works on the « Info permis » page includes none of this kind — but Saint-Pie publishes neither its zoning by-law (number 77) nor its subdivision, construction or permits-and-certificates by-laws. Its plain-language page itself carries the notice « has no legal value ». The planning department settles your case at 450 772-2488, Monday to Thursday 8:30 a.m. to 4:30 p.m. and Friday 8 a.m. to 1 p.m.

Can I have the dumpster placed on the street in front of my house?

No. Section 25 of general by-law G-300 prohibits setting down « any object whatsoever » in a public place, including land belonging to the municipality, without having first obtained the permission of the owner of the place — and a dumpster is an object whatsoever. Section 26 covers equipment or a construction placed on municipal land, section 27 covers obstructing passage or a driveway entrance by means of an object, and by-law 258 prohibits parking in front of a driveway entrance, within 3 metres of a fire hydrant or on a vacant lot. And here is the part that surprises people: the owner of the land facing an object unlawfully set down is presumed to have put it there. The town publishes no procedure for temporarily occupying the roadway; we draw no conclusion from that, and the spot is in your driveway — that is where we deliver.

Is street parking banned in winter in Saint-Pie?

At night only: a vehicle may not be left parked on a street for more than 15 minutes, between 1 a.m. and 6 a.m., from November 1 to April 15, except on December 24, 25, 26 and 31 and on January 1 and 2. By day, no general ban was found — a clear difference from some north-shore towns where the street is closed at all times. One point of honesty: the town still publishes this rule under the heading « By-law 258 — section 6 », while the official PDF of by-law 258 carries the single word « Abrogé » at that section. The rule now lives in general by-law G-300, section 48, in force since January 1, 2024, and that is the one we cite. It does not make a dumpster legal on the street: sections 25, 26 and 27 apply all year.

Can the drop-off centre replace a dumpster for a renovation?

For a car trunk, yes. For a job site, no — and there is no drop-off centre in Saint-Pie at all. The nearest belongs to the Régie intermunicipale d'Acton et des Maskoutains, at 1880 rue Brouillette in Saint-Hyacinthe: open April 10 to November 29, 2026 only, on Fridays, Saturdays and Sundays, 8:30 a.m. to 4:30 p.m. From November 30 to April 9 it is closed, and so is Acton Vale: more than four months a year with no municipal route at all. In season it is one visit per day per citizen, proof of residence at the gate, cars, vans and pick-up trucks only, a trailer of 4 ft × 8 ft at most, and unloading entirely by hand. The arithmetic is quick: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³, while a 4 ft × 8 ft trailer loaded two feet high holds about 1.8 m³ — four trips, so four separate days.

I am a contractor or a rental property owner: can I use the drop-off centre?

No, and it is not ambiguous. The official 2026 collection handout, under its « Écocentres » heading, reads: « No contractor, company representative or manager of a revenue property is accepted; No commercial vehicle accepted. » The regional board adds that « only residues from domestic use are accepted » and that « non-occupant owners of rental buildings are deemed to be carrying out commercial operations ». Unlike other towns, there is no « merchant » rate on offer here in exchange: the door is simply closed, in every season, with every vehicle. For these clients a private dumpster is not the convenient option — it is the only one.

My address is on a rang, with a ditch: does that change anything?

Yes, and it is the first thing we ask in Saint-Pie. The territory is split between the agricultural zone (green zone) and the non-agricultural zone (white zone), between the urbanization perimeter and the outside, and access rules differ on either side: in an urban setting, creating or altering an access needs no permit, only notice to the municipality; in a rural setting the permit is mandatory and the culvert must be at least 45 cm in diameter. On a rang, the truck's move often happens between a ditch and a hedge, with no sidewalk — the town clears only four stretches of sidewalk in the whole territory. Just tell us when you book whether the address is in the village or on a rang, and whether the ditch is bridged: the rest is organized around that.

Will the dumpster damage my driveway?

Every one of our dumpsters is delivered with the PROTEC-O-SOL system, built-in planks that spread the load and protect the surface — asphalt, paving stone or rang gravel. What our drivers check before the box comes down

We deliver everywhere in Saint-Pie, from the village core out to the rangs, and our drivers' first question is not the size of the box: it is « village or rang? ». The territory runs under two regimes that the zoning summary separates in every one of its tables — the agricultural zone (green zone) and the non-agricultural zone (white zone), the urbanization perimeter and everything outside it. In town, creating or altering a driveway access « does not require a permit »: the town must simply « be notified » before the work. In the countryside, that same access « requires a permit first », and it runs through a culvert at least 45 cm in diameter. Put plainly: very often the truck's move happens between a ditch and a hedge, not between two sidewalks. That is the thing to settle when you book, before the size of the dumpster.

Three measurements get settled on the phone rather than in the driveway. Width: « for residential use, the maximum width of an access is 7.5 metres », and a lot with 15 metres of frontage or less is allowed a single access to the street — so there is no spare driveway. The street corner: on any corner lot a 7.5 metre visibility triangle must stay clear of any structure or landscaping over 90 cm tall; a 10 yard box is well over 90 cm, so the corner is out from the start. And the sidewalk: the town clears only four stretches of it — Avenue Saint-François, Rue de la Présentation, Rue Notre-Dame and Rue Chaput. Anywhere else, do not assume a sidewalk exists, and the road right-of-way, as the town points out, « belongs to the municipality ».

Then the surface. A 20 yard box is roughly the size of a Dodge Caravan and fits a driveway without trapping the car when the spot is chosen ahead; the 10 yard equals a 20 yard filled halfway — same footprint, simply lower. Every one of our dumpsters arrives with the PROTEC-O-SOL system, built-in planks that spread the load, whether the driveway is asphalt, paver or rang gravel. Nothing to supply, nothing extra to pay; for full protection, our drivers' tip is one sentence long: four flattened cardboard boxes or a thin sheet of plywood on the chosen spot, before the truck arrives. Two figures they carry in their heads as they step down: 1.5 m of clearance around a fire hydrant for any object set down, measured from the operating nut, and 3 metres for a parked vehicle — two different numbers, two different by-laws. And if your land touches the Rivière Noire, which crosses Saint-Pie from east to west, the protected bank runs 10 to 15 metres depending on slope and any work there needs a certificate of authorization: we stay clear of it.

Contractors, farms and property managers in Saint-Pie

Saint-Pie has 6,084 residents under the 2026 population decree, and it is no bedroom suburb: the town says so itself — « Today it is the furniture industry that makes Saint-Pie known beyond the country's borders », with Groupe Lacasse and Groupe Dutailier at the top of the list, and « the region has some very fertile farmland ». The Maskoutains regional county, whose southern tip Saint-Pie occupies, calls itself the agri-food capital of Québec: 1,312 km², 17 local municipalities, « about 70 kilometres southeast of Montréal ». Our rotations are built around that mix of workshops, farms and home renovations: 40 yard dumpsters for job sites that move, photo tracking of every delivery, SMS notifications on drop-off and pick-up, flexible pick-up as the work progresses. The 50 $ Libération Express credit rewards fast job sites: it applies when the dumpster is freed up within 48 hours of delivery, during the March-to-October high season.

For a contractor, a rental property manager or a non-occupant owner, there is no municipal fallback at all in Saint-Pie — and those are not our words. The official 2026 collection handout, under its « Écocentres » heading, reads: « No contractor, company representative or manager of a revenue property is accepted; No commercial vehicle accepted. » The regional board adds that « non-occupant owners of rental buildings are deemed to be carrying out commercial operations »: their material is not accepted. Unlike other towns, there is not even a « merchant » rate on offer here: the door is simply closed, in every season, with every vehicle. A private dumpster is not the convenient option for these clients — it is the only one.

Three operating constraints we factor in by default. Noisy work is prohibited « between 10 p.m. and 7 a.m. on weekdays and between 10 p.m. and 8 a.m. on Saturday and Sunday » (G-300, s. 43) — we will not claim on that basis that a job site may run on Sunday, since the separate construction-site exception (s. 44 a) names only Monday to Friday and Saturday. Idling is capped at five minutes per 60-minute period, raised to ten minutes for a diesel heavy vehicle and only between November 15 and March 31 (s. 46). And our roll-off truck is covered on the street only by an exception written in plain terms: parking any truck or trailer « is prohibited in all public places », except « in the case of delivery vehicles, during loading or unloading ». Finally, if your project is a commercial use accessory to a residential one, the town authorizes it case by case and, in the agricultural zone, authorization from the Commission de protection du territoire agricole is also required.

In winter the driveway is shared — and the drop-off centre closes

Here, no general daytime parking ban appears in the published by-laws — a clear difference from some north-shore towns, where the street is closed at all times. In Saint-Pie the published rule targets the night: a vehicle may not be left parked on a street for more than 15 minutes, between 1 a.m. and 6 a.m., from November 1 to April 15, the ban being lifted on December 24, 25, 26 and 31 and on January 1 and 2. One clarification is owed, because it checks out in the texts: the town still publishes this rule on two pages under the heading « By-law 258 — SECTION 6 – WINTER », while the official PDF of by-law 258 carries a single word at that section, « Abrogé » (repealed). The rule still stands, in full, but it now lives in general by-law G-300, section 48, in force since January 1, 2024 — and G-300 prevails over any by-law in conflict with it (s. 61). So that is the text we cite. None of which makes a dumpster legal on the street: sections 25, 26 and 27 of the same by-law apply all year long.

What winter really changes is the room in the driveway — and Saint-Pie is generous toward the dumpster's direct competitor. A temporary car shelter is allowed from October 15 of one year to April 30 of the next, six and a half months, and the town places it expressly « in the driveway access lane », which is exactly where the dumpster goes: 3 metres tall at most, 42 square metres in area, at least 2 metres from the sidewalk or curb and 2 metres from the edges of a ditch, respecting the visibility triangle — and two shelters per lot are permitted, one per dwelling in a multi-family building. The driveway can therefore be fully taken. Add what the town asks for snow clearing — « do not leave vehicles parked near the road during the winter season », « do not place your bins too close to or in the public roadway », keep the mailbox back from the road — plus the fact that it « is not responsible for damage » to the road right-of-way. Snow itself is named in section 25: throwing or dumping it in a public place without prior permission is prohibited, and by-law 258 forbids parking « within a radius of 6 metres of an obstruction or a trench cut in a public road ».

And winter is when the missing drop-off centre weighs most: from November 30 to April 9, no drop-off centre is open to a Saint-Pie resident, neither the Saint-Hyacinthe one nor the Acton Vale one. More than four months a year with no municipal route for materials at all. A basement renovation in February, a roof redone in March: the only way out is a dumpster — and it is also the season when the room in the driveway is most contested. The two get planned together, when you book.

Why the drop-off centre is not enough in Saint-Pie

There is no drop-off centre in Saint-Pie. The service is handled by the Régie intermunicipale d'Acton et des Maskoutains — 2090 rue Cherrier, Saint-Hyacinthe, 450 774-2350 — which serves « the citizens of the 25 municipalities of the Acton and Maskoutains regional counties » and runs two drop-off centres, neither of them on Saint-Pie soil. The nearest is Saint-Hyacinthe, 1880 rue Brouillette. It does accept construction, renovation and demolition materials — wood, metals, brick, concrete — and we write that because it is true. For a car trunk, it is the right address. Here is where the door closes anyway.

At the curb, the fallback is thinner still. The black bin is collected every two weeks, between 7 a.m. and 7 p.m., accepts only « household waste that is neither recyclable nor compostable », and anything set beside the bin — in a garbage can, in bags or loose — « will not be picked up ». The bulky waste collection runs only three times a year — in Saint-Pie, on May 15, July 10 and October 16, 2026 — and it refuses by name « construction, renovation and demolition materials, wood pallets » as well as « soil, stone, concrete, ceramic, branches »; the board adds in bold that « bulky waste placed in trailers, trucks or the like will not be picked up ». Soil and branches have their own site, separate from the drop-off centre: 1000 rue Lemire, Saint-Hyacinthe, Monday to Thursday 8:30 a.m. to 4:30 p.m. and Friday 8:30 a.m. to 12:45 p.m. The arithmetic then does itself, with the board's own figures: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³, while a 4 ft × 8 ft trailer loaded two feet high holds about 1.8 m³. Four trips, then — and since only one visit a day is allowed, four separate days to approach the volume of a single 10 yard dumpster.
