Not under the published texts, if it sits entirely on your land — and we say it carefully, because the conclusion comes from an absence of provision. Chapter 8 of zoning by-law 92-2005, « Temporary uses, structures and equipment », is a closed list running from the temporary car shelter to sidewalk displays without ever mentioning a dumpster; neither does the list of works subject to authorization in section 4.2; fee by-law 280 sets no such charge; and none of the town's fifteen permit application forms covers one. The honest caveat: the permits and certificates by-law 95-2005 is not published online, so our verification rests on the zoning by-law. We do not promise it, and here is why. The two texts do not set the same condition. No — it is the local norm. Zoning allows gravel expressly: « all parking surfaces and access lanes must be covered with asphalt, gravel or masonry or granular material, so as to eliminate any dust or mud » (s. 9.5.2) — where other towns prohibit non-decorative gravel outright. What it changes is the manoeuvre: under a loaded truck, soaked gravel ruts. Yes, and that is a real difference from many municipal drop-off centres. The MRC de Rouville admits « businesses on the territory of the MRC »: the driver must present their own driver's licence and proof of the company — a copy of the year's tax bill or a recent Hydro, Bell or Vidéotron invoice — at every visit. The same quota applies: six counted visits per place of business per calendar year, then 40 $ a visit.
