Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Mont-Saint-Grégoire?

Not for the dumpster itself, if it sits entirely on your land. We word it carefully because the conclusion comes from an absence of provision: the list of work requiring a certificate of authorization runs to 22 entries in by-law 2009-188 and none covers a temporary dumpster — entry 19 covers permanent occupancy of the public road right-of-way. The same by-law's fee schedule charges nothing of the kind, and neither does by-law 2024-303 on municipal service fees. The job site, however, often does need a certificate: « repair or renovate a construction » is covered, and the only maintenance exemption is minor repairs with no change to the structure whose value does not exceed 2,500 $. In doubt? The municipal and building inspector answers at 450 347-5376, extension 26, or at permis@mmsg.ca.

Is it true that a dumpster is mandatory during work in Mont-Saint-Grégoire?

Yes, and it is written in plain terms. Section 8.5 of construction by-law 2009-187, headed « Conteneur à rebuts », provides that « throughout the period of construction, alteration or demolition, the person responsible for the work must have a container installed on the lot to collect construction or demolition debris ». Three points that matter: the duty falls on « the person responsible for the work », so the contractor as much as the homeowner doing it themselves; it covers construction, alteration or demolition, not a simple basement clear-out; and it says « on the lot », not on the street. Section 8.4 completes it by prohibiting the burning of those materials. In Mont-Saint-Grégoire the dumpster is therefore not a convenience: it is what makes a job site compliant.

Can I have the dumpster placed on the street in front of my house?

Not without written authorization. Construction by-law 2009-187 is explicit: « No one may use a public street in connection with work without first obtaining written authorization from the municipal inspector », and that authorization imposes at most one third of the road width, trestle or barrier marking by day, lights approved by the inspector at night, sidewalks clear at all times, a full clean-up within two weeks and a liability insurance policy kept in force for the whole occupancy. Leaving construction materials on public property is also a prohibited nuisance, and obstructing traffic in a public place without valid reason is an offence. Two draft by-laws naming « conteneurs » are slated for adoption on September 8, 2026, but they are not in force as of August 20, 2026: we do not present them as law. So the spot is on your land — that is where we deliver, and where the by-law wants the dumpster.

My driveway crosses a ditch on a culvert: is that a problem for delivery?

It is the question specific to Mont-Saint-Grégoire, and the one to raise on the phone. By-law 2023-295 caps the clear length of a private driveway culvert at 6 metres (8 m for a commercial entrance, 11 m industrial or agricultural), requires a pipe of at least 450 mm (18 in.) approved by a municipal representative before installation, bars it within 15 m of an intersection, and demands a crossing « stable and durable, offering sufficient resistance to applied loads ». Section 9 adds that damage to municipal infrastructure caused by a non-compliant culvert is the owner's responsibility, with the municipality able to recover the cost « as a property tax on the immovable concerned ». A loaded dumpster weighs several tonnes: tell us the age and condition of the culvert and we will choose the drop angle accordingly. Same reflex for the well and the septic field, since there is no drinking-water treatment plant on the territory and the sanitary sewer does not serve every property in the village core.

Can a drop-off centre replace a dumpster in Mont-Saint-Grégoire?

For a car trunk, yes. For a job site, no — and you have to drive first, because there is no drop-off centre on the territory: Compo-Haut-Richelieu's four sites are in Saint-Jean-sur-Richelieu, Lacolle and Saint-Rémi. Each address gets 3 free visits of 75 cu. ft. per calendar year; concrete, asphalt, brick and stone are capped at 75 cu. ft. per load and refused at the Saint-Rémi site; sand, soil and peat are refused for every user; « use of the tipping mechanism is prohibited » and so are dump trucks with 6 wheels or more. The arithmetic is quick: a 10 yard dumpster holds 270 cu. ft., more than an address's entire annual free allowance (3 × 75 cu. ft. = 225 cu. ft.); a 20 yard holds 540 cu. ft. and a 40 yard 1,080 cu. ft. Add that both the garbage bin and the monthly bulky waste collection refuse construction materials.

What hours can work be done, and what about Saturdays?

Two by-laws in force give two answers, and we publish the one that satisfies both: 7 a.m. to 9 p.m. By-law 2021-281 on nuisances, the more recent, defines « Night » as 9 p.m. to 7 a.m. and makes construction, renovation or repair work carried out at night a nuisance, while stating that site work carried out by day is not one. By-law 2017-254 (RM-420) on noise sets the window at 11 p.m. to 7 a.m. No by-law found imposes a tighter schedule on Saturdays, Sundays or holidays — but an absence is not a permission, and neighbours remain protected by the general nuisance regime. Both texts expressly exempt agricultural activity in an agricultural zone — the noise by-law being the only one to add « under the Act respecting the preservation of agricultural land and agricultural activities ».

In winter, where does the dumpster go if the street is off limits?

In the driveway, and the room is reserved along with the date. From November 15 to April 1 inclusive, overnight parking is prohibited on the municipality's public roads: by-law 2019-271 says « between midnight and seven in the morning », by-law 2017-252 (RM-330) says « between 11 p.m. and 7 a.m. », and the municipality's « Déneigement » page publishes the 11 p.m. version. The fine is 30 $ under both, and a peace officer may have a vehicle moved at the owner's expense during snow removal. In the driveway, the dumpster shares the room with the temporary car shelter — allowed from October 15 to April 15, one per lot, with a front setback of at least two metres — and with the snow, which may not be disposed of in the ditches or in streets belonging to the municipality. A Mont-Saint-Grégoire driveway is at most 6 m wide: that is why we talk about it when you book.

What our drivers check before the box comes down

We deliver everywhere in Mont-Saint-Grégoire, from the village core to the far end of the rangs, and the truck plans its move before it arrives. Here, the first thing settled on the phone is a single number: six metres. That is the maximum width of a residential driveway entrance in Mont-Saint-Grégoire — 8 m agricultural, 11 m commercial, 15 m industrial — and there may be no more than two per lot, 6 m apart and 7 m from an intersection. A 20 yard box, roughly the size of a Dodge Caravan, fits inside that 6 m strip, but with no margin: the spot and the drop angle are chosen ahead, not once the truck is committed. The 10 yard equals a 20 yard filled halfway: same footprint, simply lower.

The second thing our drivers look at does not exist in the suburbs: the culvert. Along the rangs, the private driveway crosses a ditch, and the municipality regulates that crossing: a clear length of 6 metres at most for a private entrance, a pipe of at least 450 mm (18 inches) approved by a municipal representative before installation, never within 15 m of an intersection, ends cut on a bevel at a maximum 30° slope, and a crossing that must offer « sufficient resistance to applied loads ». Section 9 of the same by-law is unambiguous: damage to municipal infrastructure caused by a non-compliant culvert is the owner's responsibility, and the municipality may carry out the work and recover the cost « as a property tax on the immovable concerned ». A loaded dumpster weighs several tonnes. That is why we ask, when you book, about the age and condition of the culvert — and why we sometimes set the box on this side of it rather than beyond.

The third is the surface, and what lies beneath it. Zoning requires the parking area to be « paved or otherwise surfaced » so as to eliminate any dust or mud, prohibits parking within 60 cm of a lot line and 1.5 m of a street right-of-way, and requires the strip between the street right-of-way and the spaces to stay grassed and landscaped — « at no time may those spaces be asphalted ». That is exactly what the PROTEC-O-SOL system is for, and it comes with every box: built-in planks that spread the load. Nothing to supply, nothing extra to pay. And outside the village core, one last local reflex: drinking water comes from individual wells — there is no treatment plant anywhere on the territory — and the sanitary sewer « does not serve every property inside the village core ». A well and a septic field cannot be guessed from the street: tell us where they are and we will set the box elsewhere. Farms, orchards, sugar shacks and contractors in Mont-Saint-Grégoire

Mont-Saint-Grégoire has 3,158 residents on 81.16 km² — about 39 people per square kilometre, on the figures the Haut-Richelieu regional county attributes to order in council 1499-2025 of December 17, 2025. It is the 3^rd largest of the county's 14 municipalities, behind Saint-Jean-sur-Richelieu and Clarenceville, and its density does not reach a third of the county average (125,879 residents over 996.96 km², about 126 per km²). The urban plan divides it into four entities: the village core, the farmland, mont Saint-Grégoire and the Grand Bois de Saint-Grégoire. Our business customers are spread across all four. The farmland lives on corn, soy, cereals and hay, and on livestock — mainly hogs, but also deer, cattle, steers, sheep, turkeys and hens. The mountain is « chiefly known for its maple stands, its sugar shacks serving meals and its orchards planted on the mountain itself or at its foot ».

Two peaks a year drive our rotations, and neither follows the construction calendar: the maple season in spring and apple picking in autumn. According to the Municipalité de Mont-Saint-Grégoire, « half a million visitors come each year to enjoy the region's apple and maple producers » — for a little over 3,000 residents. Those are the two stretches when Route 104, which crosses the territory east to west between Saint-Jean-sur-Richelieu and the Cowansville area, and the rang de la Montagne run slowest; and they are also the two stretches when an orchard or a sugar shack most needs a dumpster and has the least room to receive one. We plan the drop outside picking-hour peaks, and we look for the service entrance rather than the visitor entrance. Worth knowing for a loaded truck: in the village core, avenue Armand-Guillet and rue Bessette are one-way, and boulevard du Frère-André runs as two separated directions between rue Saint-Joseph and rue Gilmore.

For a property manager, the rule comes from Compo-Haut-Richelieu, not from the municipality: in buildings with 6 dwellings or more, waste is collected weekly « by metal container only », with the size and location set by Compo together with the owner — and « the building owner is responsible for the access lanes leading to the containers and for their upkeep ». For job sites, Compo is just as plain: « construction, renovation and demolition debris must be taken to a sorting centre, a drop-off centre or a recycler guaranteeing a minimum 60 % recycling rate ». In winter the driveway is shared — we plan the room

From November 15 to April 1 inclusive, the Mont-Saint-Grégoire street is closed at night. Two by-laws in force say so, an hour apart: by-law 2019-271 on roads, road safety and traffic prohibits parking « between midnight and seven in the morning », while by-law 2017-252 (RM-330) sets « between 11 p.m. and 7 a.m. » — and it is the 11 p.m. version the municipality's « Déneigement » page publishes. The dates match, and so does the fine: 30 $ under both texts. So we publish the rule that satisfies both: at least 11 p.m. to 7 a.m., from November 15 to April 1. A peace officer may also have a vehicle moved at the owner's expense during snow removal. Which is to say the street is no fallback for a dumpster.

What winter changes is how crowded the driveway gets — and its ditch. A temporary car shelter is allowed from October 15 of one year to April 15 of the next, one per lot, made of movable translucent sheeting or panels, with a minimum front setback of two metres. It stands exactly where the dumpster would go, in a driveway at most 6 m wide. Add the snow: the municipality's « Déneigement » page states that « it is prohibited to dispose of snow in the ditches or in the streets belonging to the municipality » and asks owners to tell their snow-removal contractor; the nuisance by-law makes it a prohibited nuisance. In rang country the ditch is nonetheless the first place snow wants to go — and it is also the one the culvert crosses. Finally, the bins: in Mont-Saint-Grégoire every collection has fallen on Tuesday since January 2026, the bin goes to the curb before 7 a.m. on collection day, 60 cm from any object and more than 90 cm from a vehicle. Six months a year, the driveway must hold the snow, the bins, sometimes the car shelter, and the dumpster. That gets planned when you book, not on the morning of the delivery.

Why the drop-off centre is not enough in Mont-Saint-Grégoire

Mont-Saint-Grégoire has no drop-off centre on its territory. Collections and drop-off centres are run by Compo-Haut-Richelieu (450 347-0299), not by the municipality, and the four sites are in Saint-Jean-sur-Richelieu (825 rue Lucien-Beaudin and 950 rue Gaudette), in Lacolle (8 rue du Parc-Industriel) and in Saint-Rémi (284 rue de l'Église). Access is not unlimited: each address gets 3 free visits of 75 cu. ft. per calendar year. For a car trunk, it is the right address. Here is where the door closes.

At the curb, the fallback is thinner still. The garbage bin refuses construction, renovation and demolition materials, and it is not collected past 45 kg. The monthly bulky waste collection refuses them too, by name, alongside wooden furniture, toilets, showers, appliances, branches and logs. And all the while, the municipality's construction by-law requires a dumpster on the lot for the entire duration of the work, while prohibiting the burning of the materials that come out of it. The arithmetic is quick: a 10 yard box holds 270 cu. ft., a 20 yard 540 cu. ft., a 40 yard 1,080 cu. ft.
