Frequently asked questions — Farnham

Do I need a permit to place a dumpster in Farnham?

Not for the dumpster itself, placed entirely in the driveway or on private land. We word it carefully, because the conclusion comes from an absence of provision: the list of twenty types of work requiring a certificate of authorization (by-law 720, s. 3.5.1) is explicitly exhaustive and contains none, and the word « conteneur » appears nowhere in the permit by-law. The job site, however, often needs its own permit — 35 $ for renovating a main residential building — and the building permit expressly covers the job site's waste dumpsters (by-law 718, s. 5.1.1.1). Can I have the dumpster placed on the street in front of my house?

In Farnham, the street is asked for, not taken. The town publishes a dedicated form — a request to temporarily obstruct municipal public space — whose IMPORTANT box is blunt: the authorization « may only be issued when it is impossible », during construction or renovation work, to fit everything on private property. Since April 2026, by-law 742 separately governs any occupation of the public domain: resolution of the municipal council, insurance of at least 1,000,000 $, fees by the number of days — with no fee published to date, and we promise no price or timeline the town has not written. The simple path is the driveway: that is where we deliver, planks included.

What does a pile of debris left in the yard risk in Farnham?

A fine, literally. By-law 728 declares the presence of demolition debris and construction materials a prohibited nuisance, except « for the purposes of work in progress under a permit or certificate of authorization issued for that purpose » (s. 2.1.2). First offence: 400 $ for an individual, 600 $ for a corporation; repeat at 800 $ and 1,500 $, each day constituting a separate offence. A judge may further order the nuisance removed — and if the town has to do it, the costs become a claim treated like a property tax on the building. The dumpster takes the debris out in one lift and closes the file.

Can the drop-off centre replace a dumpster in Farnham?

It is not even in Farnham: the Brome-Missisquoi county's only permanent drop-off centre is in Cowansville, at 2500 rang Saint-Joseph. Each trip is capped at a residential trailer of 64 ft³ — 1.8 m³ —, so it takes more than four trips for the equivalent of a single 10 yard box (7.6 m³) and more than eight for a 20 yard (15.3 m³): that is our own math, from the figures the county publishes. Add the refusals: asphalt shingles, reinforced concrete, soils of all types and « any material mixed with soil » go through the landfill scale instead, with fees, Monday to Friday. For a car trunk, the drop-off centre is perfect; for a job site, the arithmetic is quick — a 40 yard box holds 30.6 m³.

I am a contractor: can I bring my client's debris to the drop-off centre?

No — the county answers the question itself, word for word: « Can a contractor doing work at my home bring the residue to the drop-off centre on my behalf? — No. » Free access is reserved for citizens with an address in the Brome-Missisquoi regional county, photo ID and proof of residence in hand; businesses get access to some services, for a fee. On the job site the frame is simpler anyway: the building permit expressly covers waste dumpsters (by-law 718, s. 5.1.1.1), and after a demolition you have forty-eight hours to haul the materials to an authorized site. The rotation gets planned with us, not with the trailer.

Are trucks even allowed to drive to my address?

Yes — and it is a real question in Farnham, where truck and tool-vehicle traffic is prohibited « on all roads belonging to the Town », except fifteen named routes, from Rue Principale to Boulevard Industriel (by-law 604, approved by the ministry of transport on February 25, 2021). Section 4 expressly excludes local delivery from the ban: delivering, then picking up a dumpster is covered everywhere on the territory, the truck taking the authorized arteries to the last street. In the rural sector, the reference is branch height: by-law 728 has them trimmed to 16 ft above the roads, for « the free circulation of all types of vehicles ».

Why not simply put my debris out for the municipal collection?

Because it refuses them — and it seldom passes. In Farnham, garbage collection runs once every four weeks from January to May and from November to December, and every two weeks from June to October. Its by-law excludes dry materials by name: treated, stained or painted wood, plywood, gypsum, demolition and excavation debris, rubble, concrete, ceramics, pieces of paving, gravel, rocks, soil (by-law 748, s. 2.4). The bulky waste collection in turn refuses shingles, gypsum, glass and aggregates, and any non-compliant pile is left in place — to be removed from the curb within twelve hours. Private collection, meanwhile, is expressly allowed across the territory (s. 2.12): that is the dumpster's lane.

To the northeast and south, the street clusters named after flowers (des Marguerites, des Rosiers, des Lilas), wildlife (des Lièvres, des Castors, des Chevreuils) and trees (des Pins, des Chênes, des Érables), like the recent developments — the Domaine du Sentier, whose phase II was built in 2025, and the extension of Rue des Marguerites Est —, offer recent asphalt driveways, single or double. Second: after a demolition, the construction by-law gives forty-eight hours to clean the lot, level it and haul the materials to an authorized site — exactly the window of the 50 $ Libération Express credit, which applies when the dumpster is freed up within 48 hours of delivery, during the March-to-October high season. Also worth keeping: every contractor is « jointly and severally » liable with the owner for the work carried out (by-law 718), and noisy work runs in daytime, 7 a.m. to 9 p.m., Monday through Saturday — Sunday is not in the exception.

Winter runs differently in Farnham — the driveway still gets planned

Farnham takes winter against the grain of Greater Montréal: no general overnight parking ban. The section of by-law 735 devoted to winter overnight parking reads « Non applicable », and the actual rule allows parking on public roads at all times, year-round — except during alert periods announced by the town. From November 15 to March 31, the decision to ban parking drops at 4:30 p.m. each day, spread through the website, Facebook, the Cloudli alert system and the voice line (450 293-3326, extension 421); an offending vehicle faces a fine and towing at the owner's expense. The provision covers road vehicles — a dumpster is not one: for it, the street remains public space obtained through written authorization, winter and summer alike. So the spot is settled in the driveway.

And the driveway, six months a year, is contested. The temporary car shelter is allowed from November 1 to May 1 only, at least 60 cm from the side lot line and 1 m from the sidewalk, concrete curb or pavement — it stands exactly where the dumpster would go. Add the collection rhythm: from November to May, garbage is picked up only once every four weeks, and the green bin — two at most per dwelling unit — may never sit on the sidewalk or in the street. The dumpster's spot, the car's way out and the snowblower's path all get planned on the phone, at booking — two minutes that save you from shovelling twice.

Why the drop-off centre is not enough in Farnham

There is no drop-off centre in Farnham. The town refers its residents to Zone-Éco — the Brome-Missisquoi intermunicipal waste management board, renamed in 2023 — and to the regional drop-off centre located in Cowansville, at 2500 rang Saint-Joseph (450 263-2351): the only permanent facility the regional county lists for its 21 municipalities. Access is free only for citizens with an address in the county, photo ID and proof of residence in hand. For a car trunk, the drive is worth it. Here is where the door closes.
