Not for the dumpster itself, if it sits entirely on your land for the length of a job site or a cleanout. We word it carefully because the conclusion comes from an absence of provision: the word “conteneur” appears neither in by-law 1174-19 on permits and certificates, nor in construction by-law 1173-19, nor in the urban plan, nor in the fee by-law, and the closed list of 26 certificates of authorization covers no such case. The job site, however, often does need a permit: from $5,000 of renovation, and regardless of cost for any structural change, any opening cut, any change of cladding material or the addition of a bedroom. Only during construction work, and that is a Saint-Hippolyte particularity: section 2.6.3 of the construction by-law itself authorizes “temporary occupancy of the public domain […] for the duration of the work”, provided it does not obstruct circulation, with the applicant bearing roadway repairs and responsibility for “any injury to persons or damage to property”. Outside that case, no: throwing or depositing refuse in a street is forbidden (by-law SQ-901, s. 15), soiling the public domain is a nuisance to be cleaned up within the hour (by-law SQ-913, s. 9), and overnight parking on public roads is banned in winter. Yes, and it is written in plain terms. Section 2.6.6 of construction by-law 1173-19 reads: “Construction debris or waste must be placed in containers provided for that purpose.” Section 5 of by-law SQ-913 also makes it a nuisance to leave or deposit “demolition debris, construction materials […] on or in any immovable in the municipality”. And section 25 of by-law 1140-17 requires every applicant for a construction, renovation or demolition permit to haul their residues to a sorting or drop-off centre, the town reserving “the right to require proof” of it. So the dumpster is the compliant way to keep debris on a lot during work — and the documented trip is the proof you may be asked for.

More than 10 metres from the shoreline, and it is the town that writes it in plain language on its form for placing materials on private land: “no material may be placed within 10 metres of the shoreline of any watercourse, lake or wetland”. Zoning repeats it for excavated soil in section 7.6.1. Careful: the shoreline strip can be 15 metres where the slope is continuous and over 30% or where the bank rises more than 5 metres, and a closed wetland of 500 m² or more brings a 15 metre protection strip. Within the shoreline strip “all constructions, works and undertakings are prohibited in principle”, and any intervention there requires a certificate at a fee of $220. With 62 lakes on the territory, it is the first measurement we take on the phone.

For household hazardous waste, cardboard, metal, tires or an old refrigerator, yes — it is the right address, at 2056 chemin des Hauteurs. For a job site, no: the regional county's fee grid is explicit, “only the Saint-Jérôme and Sainte-Sophie drop-off centres accept CRD debris”. So you drive down to Saint-Jérôme, where the first 2 m³ per year and per address are free, then it is $50 per cubic metre. Add that soil and gravel are refused at every drop-off centre in the county, that the minimum is 0.5 m³ per visit, that “unloading the materials is your responsibility”, and the arithmetic is quick: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³.

Two answers, because there are two distinct risks in Saint-Hippolyte. For the surface: every one of our dumpsters is delivered with the PROTEC-O-SOL system, built-in planks that spread the load — zoning asks of a residential driveway only a surface that prevents “any raising of dust and forming of mud”, and the town even encourages gravel and porous pavers, so the protection comes as standard. Nothing to supply, nothing extra to pay; for full protection, lay four flattened cardboard boxes or a thin sheet of plywood on the chosen spot. For the tank: since there is no municipal sewer anywhere on the territory, nearly every property has its tank and treatment field. Locate the two lids before delivery and tell us where they are: the dumpster goes in the driveway, never on a treatment field.

Yes. By-law SQ-908 bans trucks of 4,500 kg or more from 10e Rang, Chemin du Lac-Écho and Chemin des Quatorze-Îles, and from Chemin du Lac-Bertrand between midnight and 6:30 a.m. Monday to Friday. But its section 5 is unambiguous: “Sections 3 and 4 do not apply to trucks and tool-vehicles making a local delivery.” A “local delivery” is defined there as one made within the restricted zone to pick up or deliver goods, provide a service or carry out work. Through traffic is what the ban targets, not a delivery to your home. The urban plan does note that several roads near the lakes are private, “with a narrow right of way”, end in cul-de-sacs and present “certain access difficulties”: tell us the road when you book and we plan the move ahead.
