Do I need a permit to place a dumpster in Saint-Étienne-de-Beauharnois?

Not for the dumpster itself, if it sits entirely on your land. We word it carefully because the conclusion comes from an absence of provision: a full-text search run on August 21, 2026 finds no occurrence of the word « conteneur » in by-law 2021-227 on permits and certificates, nor in the urban plan, nor in the waste by-law, nor in the harmonized by-laws on nuisances, parking and traffic. The list of works requiring a certificate of authorization (s. 45) is closed — twelve cases, from a change of use to excavation — and none covers placing a temporary dumpster. The job site is another matter: a permit is required notably to build, transform, demolish or move a building, for a pool, a fence, a sign, shoreline work, a septic installation, digging a well or changing a use. In doubt? Planning, 450 225-1000, extension 222, Tuesdays and Thursdays from 9 a.m. to 4:30 p.m.

Can I have the dumpster placed on the street in front of my house?

No, and two texts point the same way. Zoning requires that temporary outdoor storage in a container « must not encroach on the public roadway » (by-law 2021-224-8, s. 99.1 b), in force since June 18, 2026. And the nuisance by-law treats as a prohibited nuisance the placing on public property of snow, gravel, sand or harmful materials; the offender may be required to clean up and, failing to do so within 24 hours, the Municipality cleans up at their expense (RMH-450, s. 18). The parking by-law, for its part, targets the road vehicle — our truck — not the box on the ground: midnight to 6 a.m. from December 1 to April 1, eight consecutive hours at most the rest of the year wherever nothing is posted. On lots the urban plan itself calls large, the spot is almost always found in the driveway or on the land: that is where we deliver.

How long can the dumpster stay on my land?

Local zoning sets a duration, which is unusual: temporary outdoor storage « using cube-shaped containers built expressly for storage purposes », during renovation work or a move, is allowed « for a maximum period of ninety (90) days » (by-law 2021-224-8, s. 99.1 a). The provision is new — adopted May 12, 2026, in force June 18, 2026. An open roll-off box is not obviously that storage cube: if your case needs settling, the planning department settles it (450 225-1000, extension 222), and we do not settle it in their place. We apply the two other conditions on every delivery regardless: no encroachment on the public roadway, and at least 1 metre (3.28 feet) from any lot line. In practice most of our rentals are counted in days rather than months: the 50 $ Libération Express credit rewards exactly that, a dumpster freed up within 48 hours of delivery, from March to October.

My driveway crosses a culvert, out on a range road. Can the truck get in?

That is the first question we ask in Saint-Étienne, and it gets settled on the phone. What decides here is not the room — the urban plan describes flat land and large lots — but the width and bearing capacity of the culvert crossing the ditch, especially in spring and after heavy rain. What you must not do is improvise an access: laying « one or more pieces of wood, gravel, stones, asphalt or any other material or device » to cross the street edge without the Municipality's authorization is a prohibited nuisance (RMH-450, s. 6), carrying 200 $ to 2 000 $ for an individual, counted for each day or part of a day the offence lasts. Describe the entrance to us when you book: we pick the truck, the size and the spot accordingly.

Can the drop-off centre replace a dumpster?

For a car trunk, it helps. For a job site, no, and the arithmetic uses only the figures published by the City of Beauharnois — Saint-Étienne-de-Beauharnois has no drop-off centre of its own and uses its neighbour's through an intermunicipal agreement. Each visit is capped at 3 m³, and the yearly quota per address is 12 m³, all materials combined. A 10 yard dumpster holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³: more than two fully loaded visits to equal the smallest box, more than ten for a 40 yard, and a single bathroom renovation already eats seriously into the year's quota. Add that sorting into six categories must be done before arriving, that registration with proof of identity is required, that a building permit or an inspection may be demanded « if there is any doubt about where the materials came from », and that branches and green waste are refused — precisely what a rural lot produces in quantity.

Rang Saint-Laurent is closed to trucks: can you still deliver there?

Yes. By-law 2026-260 prohibits truck and tool-vehicle traffic on Rang Saint-Laurent (s. 3), but its section 4 exempts those making a local delivery, which the by-law itself defines as picking up or delivering goods, providing a service or performing work. Coming to drop a box at your place, or to take it back, falls squarely inside that definition. What is prohibited is using the range as a shortcut between two job sites — a routing detail our dispatchers know, and one that costs a ticket to anyone who has not read it, the fine being « identical to that provided for in the Highway Safety Code » (s. 5).

Are there hours to respect for the delivery and for the work?

No local by-law was found setting construction working hours, and we would rather write it that way than let anyone believe anything goes at any hour. The only rule tied to a clock is a noise rule: it is a nuisance for the operator of an industry, a business, a trade or an occupation, in the course of its activity, to cause or allow noise liable to disturb the peace, quiet and well-being of others, between 10 p.m. and 7 a.m. (RMH-450, s. 21). A dumpster drop-off or pick-up is therefore planned in the 7 a.m. to 10 p.m. window. For your own situation, the municipal office answers at 450 225-1000.

I have a farm building to clear out: wouldn't a shipping container be simpler?

Not in Saint-Étienne-de-Beauharnois, and the zoning is plain. Storing shipping containers outdoors is prohibited for residential uses across the whole territory, and « the sale of shipping containers is prohibited throughout the territory of the Municipality » (by-law 2021-224-8, s. 189.1). In the farmland zones (AG and AG-R) it is allowed, but under cumulative conditions — including a main building on the lot (s. 189.2) — and the by-law forbids stacking containers, storing underneath one, or using one to prop up another. To clear out a farm building, the temporary dumpster, delivered then taken away, remains the simplest route; and when the material is all of one kind, four dumpsters are reserved for it: soil-rock-sod, concrete, brick and mortar, asphalt.

What our drivers check — here, the question is not the room

Elsewhere the first question is « do you have the room ». In Saint-Étienne-de-Beauharnois it almost never comes up. The urban plan describes flat land, large lots, wide cultivated fields and a built environment where « all these buildings are one or two storeys » — the detached single-family home dominates everywhere off Chemin Saint-Louis. The real question here is how the truck gets in. Three things get settled on the phone: the culvert that bridges the roadside ditch, the bearing capacity of a gravel driveway after rain, and the one-metre setback from the lot lines that zoning requires. A 20 yard box, roughly the size of a Dodge Caravan, fits without trapping the car when the spot is chosen ahead; the 10 yard equals a 20 yard filled halfway — same footprint, simply lower.

The second thing our drivers know about Saint-Étienne is the ditch. On a territory of rural ranges, the driveway often crosses it on a culvert, and the temptation, when the truck cannot get through, is to throw down planks, gravel or a steel plate to build an access. Here that is an offence: the nuisance by-law prohibits laying « one or more pieces of wood, gravel, stones, asphalt or any other material or device » allowing someone to cross the street edge without having obtained the Municipality's authorization (RMH-450, s. 6), on penalty of 200 $ to 2 000 $ for an individual, for each day or part of a day the offence lasts. So access is settled with you when you book, not at unloading time.

The third is the exact spot. Since June 18, 2026, local zoning has framed temporary outdoor storage in a container: 90 days at most, never encroaching on the public roadway, and a minimum distance of 1 metre (3.28 feet) from any lot line (zoning 2021-224, s. 99.1, added by by-law 2021-224-8). The section covers « cube-shaped containers built expressly for storage purposes »: an open roll-off box is not obviously that object, and we will not settle that reading in the planning department's place. We apply the three conditions on every delivery, because they are the prudent practice either way. Add the logic of the waste by-law, which requires that no waste, wheeled bin or bulky item be placed in the front yard of the dwelling unit (by-law 2018-211, s. 2.5.5): in Saint-Étienne, material goes behind or beside, not in front. PROTEC-O-SOL planks come with every box and spread the load — nothing to supply, nothing extra to pay. Farms, farm buildings and renovation job sites

Across 41.3 km², 96.5 % of the territory is farmland — 39.6 km², according to the « Vision 2035 » urban plan. This is not a village with fields around it: it is farmland with a village inside it. In 2015, 33 registered farm operations worked 3,641 hectares here, mostly corn and soybean, and the municipality has a few beef and dairy operations, plus a vineyard the plan calls « a rare exception to the dominance of field crops ». A farm building gets emptied, renovated and demolished: on this territory, that is the segment with the most cubic metres to move out. The second segment is quieter and steadier: heavy renovation. 49 % of local dwellings were built in 1960 or earlier, against 32 % across the Beauharnois-Salaberry regional county (urban plan, table 8, 2016 census data). Housing of that age, on large rural lots, means roofs, windows, cladding, basements and septic systems. New construction, on the other hand, is rare, and it is better said plainly: between 2012 and 2017 the Municipality issued 2 to 14 building permits a year. Two routing details we factor in by default: everything comes in on Route 236 (Chemin Saint-Louis), the only provincial road on the territory, crossing it over 5 km from southwest to northeast and the way to Autoroute 30, which is reached in the neighbouring city of Beauharnois; and truck traffic is prohibited on Rang Saint-Laurent, except for local delivery — dropping off or picking up a box there is expressly allowed, cutting through between two job sites is not (by-law 2026-260, s. 3 and 4). The 50 $ Libération Express credit rewards fast job sites: it applies when the dumpster is freed up within 48 hours of delivery, during the March-to-October high season.

In winter the room is taken in the driveway — and by the snowbank

Here the street closes at night for part of the year: « no one may park or immobilize a road vehicle on the public road between midnight and 6 a.m. from December 1 to April 1 inclusively, throughout the territory of the Municipality » (RMH-330, s. 15). The rest of the year, wherever no sign or parking meter applies, the limit is eight consecutive hours (s. 14). Both rules target the road vehicle — our truck, not the box sitting on the ground. For the box the answer comes from elsewhere: zoning requires that temporary outdoor storage in a container not encroach on the public roadway (s. 99.1 b), and the nuisance by-law treats placing materials on public property as a prohibited nuisance (RMH-450, s. 18). Different texts, one conclusion, and it is a simple one: the spot is on your land.

What winter really changes is the truck's way in. The nuisance by-law prohibits throwing or dumping snow or ice on public property, in watercourses, « at the ends of a culvert » or around fire hydrants (RMH-450, s. 16). The wording is distinctly rural, and it names exactly the place the truck must come through: a snowbank pushed to the end of the culvert means a blocked entrance and an offence. A vehicle obstructing snow removal may also be towed at the owner's expense, recoverable only after payment of the actual towing and storage charges (RMH-330, s. 16 and 29). One last, less visible point: from January to April, then in November and December, garbage collection drops to every two weeks instead of weekly, and pick-up stays limited to one wheeled bin per dwelling (two for a farm operation). Fifteen days to cover with a 240 or 360 litre bin leaves no margin for a clear-out: that is the season when the dumpster takes what the bin cannot.

Why the drop-off centre is not enough in Saint-Étienne-de-Beauharnois

Saint-Étienne-de-Beauharnois has no drop-off centre of its own. Its residents may use the one run by the City of Beauharnois, « thanks to intermunicipal agreements » it shares with Saint-Urbain-Premier and Léry. For a car trunk, that helps. For a job site the door closes quickly, and the city itself has written down the limits.

At the curb the fallback is thinner still. The local waste by-law settles it: « anyone wishing to dispose of debris or materials from the demolition, construction or renovation of a building must remove them or have them removed by their own means and at their own expense, to a place suited to that type of material » (by-law 2018-211, s. 2.6.3). The wheeled bin is limited to one per dwelling — two for a farm operation, three for six dwellings and up —, must carry the « BAC CONFORME » sticker obtained from the Municipality, and « no overflow is accepted beside the bins ». Bulky item collection runs only three times a year, in May, July and September, and branch collection twice, in May and October: an October job site waits seven months. That gap is exactly what a dumpster fills.
