Why it matters. A dumpster rented for concrete that shows up at the disposal facility with wood in it is refused at the concrete rate: the sorting gets billed back. Do I need a permit to place a dumpster in Lacolle?

Not for the dumpster itself, if it sits entirely on your land. We word it carefully because the conclusion comes from an absence of provision: the word « conteneur » does not appear in permits and certificates by-law RU 2021-0208, the closed list of certificates of authorization covers no such case, the zoning by-law's closed list of temporary structures — fabric shelter, car shelter, marquee, site building, boat storage — does not mention it either, and the fee by-law prices nothing of the sort. The job site, however, often does need a permit: in Lacolle there is no dollar threshold, only eighteen exempted works. A doubt about your address? Planning department, 450 246-3201, extension 1802.

Can I have the dumpster placed on the street in front of my house?

It is possible in Lacolle — which is rare in this region — but never quickly. By-law 2024-0241 expressly names « containers » among what an authorization for temporary occupancy may cover, for a period of at most six months. Only, the permit's issuance is « conditional on the adoption of a resolution by council », the municipality may refuse, proof of liability insurance is required, a scale plan is added as soon as the street is closed, and the permit cannot be renewed. So the price is not the obstacle: the council's meeting calendar is. Add that the first criterion of analysis is that you have demonstrated the work « cannot be carried out on the property » — it is the municipality itself that puts the private driveway ahead of the street.

What does occupying the street cost in Lacolle?

By-law 2024-0241 publishes its rates at section 9.1.3, which is uncommon: about 60 $ to issue the permit — the occupancy by-law states 61 $ and the fee by-law 60 $, a one-dollar gap to be confirmed with the municipality — then 21 $ a day for an occupancy of 0 to 50 m² on a paved surface, or 16 $ a day from 0 to 100 m² on an unpaved surface. These are municipal rates, not ours. The area retained is the one the municipality records, the amount is payable when the permit is issued, and an occupancy carried out without a permit is billed anyway « for the actual number of days and for the actual dimensions », on top of the fine. Is it true that debris must be cleared every evening in Lacolle?

Yes, and it is written in plain terms. Section 50 of construction by-law RU 2021-0207-01 requires that « every construction site be, at all times, clean and well kept » and that « at the end of every workday, materials and debris be placed in a container, a vehicle or removed from the site ». Within ten days of the end of the work, the owner must clear the lot of all debris. That is more demanding than the plain « nowhere other than in a container » found elsewhere: the by-law names only three ways to be compliant come evening, and the other two cost one trip a day. Add the nuisance by-law, which forbids leaving refuse on a lot and lists « mud; soil; sand; rock; gravel; cement » by name among refuse.

My driveway crosses a ditch on a culvert: is that a problem?

It is the right question to ask in Lacolle, and it is the one we ask when you book. By-law 2019-0187 sets, for a driveway entrance, a culvert at least 450 mm (18 inches) in diameter, over a width of at least 6 metres, of minimum class 320 kPa — class 210 kPa being allowed only where nothing drives over it. And it holds that the culvert « remains the responsibility of the riparian owner »: if it hinders water flow, it must be « repaired, rebuilt or cleaned by the riparian owner and at their own expense ». We will not tell you that a truck breaks a culvert: we tell you what the by-law says, and our drivers judge on site. Most often the answer is simply to pick a drop point that does not force a loaded truck far beyond the ditch.

My driveway is gravel: will the dumpster damage it?

Lacolle zoning expressly allows gravel and crushed stone for an access lane as well as for a parking area, on the same footing as asphalt, concrete and interlocking pavers — many driveways here are therefore unpaved. On that surface the risk is not marking: it is rutting and bearing capacity, especially at thaw. Can Lacolle's drop-off centre replace a dumpster?

For a car trunk, yes: it sits at 8 rue du Parc-Industriel, run by Compo-Haut-Richelieu for the Haut-Richelieu regional county. For a job site, no. It opens only two days a week in summer — Friday 8 a.m. to 4 p.m., Saturday 9 a.m. to 4 p.m. — and its page announces a winter schedule change without publishing the new one. Soil, sand and peat are refused, as two official documents confirm separately. Concrete and asphalt are capped at 75 cubic feet per load, unloaded by hand, with pieces of at most 20 inches at this site: a 10 cubic yard box holds 270 — four loads' worth. Residents get three free visits per calendar year, per address. Tipping is prohibited « under penalty of financial and access sanctions », dump trucks with six wheels or more are refused, and Compo notes that very long trailers may not get in. What time can you deliver, and can you come on the weekend?

Lacolle has the widest window in the region. By-law 2017-0164 forbids carrying out excavation, construction, mechanical, repair or demolition work with noisy equipment between 11 p.m. and 7 a.m. without special authorization — and it draws no distinction between Saturday, Sunday or a holiday. An early Saturday morning delivery is therefore no regulatory problem here, which is not the case everywhere. Two caveats: noise « that is excessive and unusual, of a nature to disturb the peace and quiet of the neighbourhood » remains prohibited at all times, and in winter, overnight parking is prohibited on streets and public roads between 11 p.m. and 7 a.m. from November 15 to April 1. In Lacolle the first question is not « do you have room », it is « does your driveway cross a ditch, and on what ». Outside the village, the driveway crosses the ditch on a culvert, and by-law 2019-0187 is blunt on two counts. First the geometry: a diameter of at least 450 mm (18 inches), a width of at least 6 metres, and a quality of at least class 320 kPa for a driveway entrance — against 210 kPa where nothing drives over it. Then the bill: the culvert « remains the responsibility of the riparian owner », who maintains it at their own expense and must have it repaired, rebuilt or cleaned at their own expense if it hinders water flow, « whether or not they have already obtained a certificate of authorization ». The municipality only takes on costs when the ditches are reprofiled. That is why we raise it when you book rather than once the truck is committed: the age and diameter of a culvert are looked at once, not afterwards.

The second thing is the surface. Lacolle zoning expressly allows gravel and crushed stone for an access lane as well as for a parking area (s. 113 and 115), on the same footing as asphalt, concrete and interlocking pavers. Many driveways here are therefore unpaved, and the risk changes nature: it is no longer marking the asphalt, it is rutting and bearing capacity at thaw. The third is the geometry of the lot. A Lacolle residential access is at most 6 metres wide for up to three dwellings; a lot 20 metres wide or less is allowed a single access; a single-family parking area stays 0.75 metre from the side and rear lines and may not cover more than 30 % of the width of the front facade. On a corner lot, the visibility triangle must be left « free of any object more than 75 centimetres high, measured from street level » — sides of 7.50 metres at the corner of routes 202 and 221, which fall under Québec's transport ministry, 5 metres between two local streets. A dumpster is well over that: on a corner, the spot is chosen outside the triangle. And in the village core, where the urban plan describes buildings « mostly two storeys » set « close to the street », ground-level room is thin. A 20 yard box is roughly the size of a Dodge Caravan; the 10 yard equals a 20 yard filled halfway: same footprint, simply lower. Since 72 % of Lacolle's private dwellings are single detached houses, according to the urban plan (2016 data), the room almost always exists — it is the way in that gets checked.

Contractors, farmers and property managers in Lacolle

Lacolle is not a new-build market: the urban plan counts 5 residential building permits in 2015, 10 in 2016, 12 in 2017, 15 in 2018 and 10 in 2019. It is a market of renovation, roofing, clear-outs and farm buildings. The territory carried 31 farms and 55 operators in 2016, commercial corn leading with 16 farms, and the plan notes that older farm buildings, « often poorly suited to the needs of today's operations », face « under-use and even demolition ». On the industrial side, the 414,000 sq. ft. industrial park is described as « at full capacity », served by a Canadian Pacific main line, and a free-trade-zone logistics hub project is announced — « the first project of its kind for a rural community ». Three local rules bear directly on a Lacolle job site. The first is the most demanding in the region: the construction by-law requires that at the end of every workday, materials and debris be « placed in a container, a vehicle or removed from the site », the lot to be cleaned within ten days of the end of the work (s. 50). The other two means the by-law names cost one trip a day. The second: an application for a demolition certificate must state « the destination of the demolition materials » (RU 2021-0208, s. 34). The third settles matters for property managers — residential buildings with more than five dwellings and integrated projects must store their garbage in containers supplied by the regional county's agent, with at least three feet of clearance on each side, the owner answering for the access ways and their soundness (by-law 549, s. 4). That container is not ours to rent: our share in a Lacolle multi-unit building is the job site — renovation, roofing, demolition — which municipal collection does not cover. Worth noting for an integrated residential project: zoning allows waste containers only « if they are located in a side or rear yard » (s. 159). Good news on hours: Lacolle prohibits noisy equipment only between 11 p.m. and 7 a.m., with no weekend or holiday distinction — a sixteen-hour window, seven days a week, « excessive and unusual » noise remaining prohibited at all times.

In winter the driveway holds the snow, the car shelter — and the dumpster

In Lacolle a temporary car shelter stands seven months a year: zoning allows it from October 1 to May 1, erected on a parking space or its access lane, at least 1.50 metre from a curb, sidewalk or side line — or 2 metres from the pavement or the ditch where there is no curb — firmly anchored, with « sufficient load capacity to withstand snow accumulation », for a maximum of two vehicles. It stands exactly where the dumpster would go. Zoning adds that a space must be arranged « so as to allow the removal and storage of snow without encroaching on the parking spaces » (s. 113). And cleared snow has no easy way out: carrying or directing material cleared from a lot « onto or towards the sidewalks and public roads » is prohibited without the municipality's prior authorization. Seven months a year, a Lacolle driveway must therefore hold the snow, the vehicles, often the car shelter — and the dumpster. That gets planned when you book.

A word about the street, because the reading often goes wrong. From November 15 to April 1, parking or leaving a vehicle standing on streets, public roads and municipal parking lots is prohibited between 11 p.m. and 7 a.m., holidays excepted — two successive by-laws say it, with the same dates and the same hours. But those sections cover a « motorized road vehicle », and a dumpster is not one. What applies to a dumpster on a Lacolle street is by-law 2024-0241 on the occupation of public property, and it has no season: the permit, the council resolution and the daily rate hold in January as in July. Two winter reflexes, finally: the drop-off centre states that it « changes its schedule during the winter season » without publishing the new one — an empty round trip is worth checking at 450 347-0299 before leaving; and on a gravel driveway, it is the April thaw that decides the spot, not the tape measure. We choose it together.

Why the drop-off centre is not enough in Lacolle

The drop-off centre really is in Lacolle, at 8 rue du Parc-Industriel, inside the industrial park the urban plan designates as the « location of a container park ». The municipality does not, however, run any waste service of its own: the jurisdiction belongs to the Haut-Richelieu regional county and its agent Compo-Haut-Richelieu inc. (450 347-0299), under regional by-law 549. For a car trunk it is the right address, minutes from the village. Here is where the door closes.

At the curb, the fallback is thinner still. The garbage bin refuses by name « materials from construction, dismantling or renovation work » (regional by-law 549, s. 1 f.2). Collection comes once every two weeks — Tuesdays in Lacolle, alternating with recycling — caps at two bins per unit and at 25 kg per container for manual lifting, 45 kg for mechanized lifting; bins may not go out before 7 p.m. the night before, must be in place before 7 a.m., taken back in within twelve hours, and must « in no case obstruct pedestrian passage or be placed on the sidewalk or in the street ». The monthly bulky waste collection also refuses construction materials. What remains is what the by-law itself writes: « the occupant must dispose of non-admissible waste at their own expense » (s. 2 g). That is precisely what a dumpster does — and in Lacolle, the construction by-law makes it an obligation the same evening.
