No — and it is rare to be able to say it this plainly. The by-law on permits and certificates names the « waste container » and places it in the « NONE » column of its table of constructions and works: no permit, no certificate (by-law 234-2006, s. 2.10, 2026 consolidation). Elsewhere this answer often rests on an absence of provision; here, on an express mention. The same table puts the site trailer and sales office under NONE, and requires a certificate for cut-and-fill. The by-law adds the warning we repeat: the exemption « in no way relieves anyone of the obligation to comply with this by-law and with any other applicable by-law, nor of the obligation, in case of doubt, to enquire with the competent authority ». No. And here the street starts sooner than people think: by-law 473-2026 defines the « public way » as covering the streets, lanes, boulevards, avenues, public alleys, shoulders, medians, ditches, sidewalks, cycle paths and lanes, as well as the grounds, squares, parks and public wharves (s. 5 k). A dumpster set on the shoulder or over a ditch is not « beside » the street: it is in it. And leaving « any object whatsoever » there is a prohibited nuisance (s. 10 k) 4). The fee table of by-law 455-2026 does carry a « temporary occupancy of the public domain » line at 60 $ for six months, but no published text says a dumpster qualifies or how to obtain it: we promise nothing on the roadway. Add, from November 15 to April 1, the ban on parking at night between 11 p.m. and 7 a.m. announced by the municipality on its « Règlements citoyens » page. The spot is in your driveway — that is where we deliver.

A great deal, and it is the first thing to settle here. Since August 10, 2026, by-law 458-2026 has required every owner along a municipal road to build a culvert at their driveway entrance, unless the road has no ditch at that point or the entrance sits at the high point (s. 5.1.1): minimum diameter 375 mm, maximum length 20 metres, smooth-wall HDPE rated 320 kPa or class IV reinforced concrete, new pipe approved by the designated officer. And section 3.2.3 leaves no room for doubt: any damage to the right of way, the ditch, the shoulder or the roadway « caused by the owner, their agents, contractors or suppliers is at the owner's charge ». Our truck is a supplier. That is why we ask, when you book, whether the driveway runs over a culvert: the truck's position is decided beforehand, not in front of your house. Any anomaly obstructing the flow must in fact be corrected within 24 h, failing which the municipality has the work done and bills it.

From 7 a.m. to 11 p.m., every day — with no separate weekend schedule. By-law 473-2026 prohibits construction, alteration or repair work, and outdoor work « by means of a noisy tool », between 11 p.m. and 7 a.m., « in a place located less than 600 m from a dwelling » (s. 11 a). On a territory this spread out, that 600 metre threshold really does bite. The window is wider than in many suburbs, but it does not widen on a Saturday: the night restriction applies the same way every day. One winter nuance: from November 15 to April 1, the street parking ban also starts at 11 p.m. — the usable day and the room on the street close at the same hour.

For a car trunk, yes. For a job site, no, and the arithmetic is published. A resident is entitled to 3 free accesses of 75 cu ft per calendar year, per address — 225 cu ft in all, or 8.3 cubic yards for a whole year, less than a single 10 yard dumpster (270 cu ft). Concrete and asphalt are capped at 75 cu ft per load whatever the fee paid, in pieces of 20 inches at most at the nearest site, and sorted separately. Soil, sand and peat are refused to every user. « The use of the tipping mechanism is prohibited, under penalty of financial sanction and of access » and « dump trucks with 6 wheels or more are prohibited »: everything comes out by hand. And the nearest of the network's four drop-off centres opens only two days out of seven, Friday and Saturday, on a different schedule in winter. For reference: a 10 yard box holds 7.6 m³, a 20 yard 15.3 m³, a 40 yard 30.6 m³.

Not in the bin, not at the roadside. Haut-Richelieu regional county by-law 549 expressly excludes from « waste » « materials from construction, dismantling or renovation work » (s. 1 f.2), adds that « construction and renovation residue […] must be brought to the drop-off centres » and that « the occupant must dispose of non-admissible waste at their own expense » (s. 2 g). The monthly bulky waste collection refuses them just as expressly. At the drop-off centre company vehicles and trailers are subject to the fee schedule at all times, unloading stays manual, tipping stays prohibited, dump trucks with six wheels or more do not get in, and the 75 cu ft cap holds for concrete and asphalt. The county's operator in fact writes itself that, to unload using tipping equipment or to dispose of a volume of concrete, asphalt or mulch over 75 cu ft, you should « contact one of the following companies » — and it names five private firms. That is the public limit speaking, not us.

For a marina, the zoning knows you: sections 6.9 and following of by-law 231-2006 devote a subsection to the uses « marina », « boat sales and repair » and « boat storage yard », and lift for them every limit on the height, area and number of accessory buildings. One reservation worth knowing before you order: « where there is a storage building on the lot, no outdoor storage is permitted other than watercraft » (s. 6.9.8) — the spot and the duration are then confirmed with the municipality. For a building, the rule comes from the regional county: beyond five dwellings, waste is kept in a container supplied by the county's operator, « placing waste at the curb is prohibited », three feet of clearance is required on each side, and the owner answers for the access routes leading to the container, for their soundness and their upkeep (by-law 549, s. 4). That container does not take job-site debris: ours does.

Île aux Noix gives the municipality its name, but it is not the village: it lies across from the inhabited territory, separated by an arm of the Richelieu, and no road runs to it. Parks Canada says so plainly of the Fort-Lennox national historic site, which stands there: « You absolutely must take the river shuttle in order to reach the island. It is forbidden to travel to the island in your own watercraft. » The site's civic address — 1, 61ᵉ avenue — is the parking lot and visitor centre, on the mainland. An address on a numbered avenue therefore does not tell you by itself which side of the channel it sits on: we confirm it before loading, never after. Same caution for the wharf sector: access to 1ʳᵉ Rue and to the Saint-Paul wharf runs over a single bridge, P-07339, on 67ᵉ Avenue, and at least three roadways — 39ᵉ, 57ᵉ and 67ᵉ Avenues — have had raising work done against flooding. A loaded truck on a local-road bridge is something you check before setting out, not once you are on it.
