More apartments than houses
The 2021 census counts 1,855 apartments in buildings under five storeys among Charlemagne's 3,150 occupied dwellings, or 58.9%, against 895 single-detached houses (28.4%). Add 215 duplex dwellings, 880 units held in co-ownership and 1,485 dwellings that are rented, and the private driveway stops being the default assumption here. The box goes down just as readily in the parking area of a three- to six-unit building, with the agreement of the owner or of the syndicate of co-owners.
Construction dates complete the picture: 1,485 of the 3,150 dwellings date from 1980 or earlier, 475 of them from 1960 or earlier, and 145 called for major repairs when the census was taken. The noyau villageois — « le secteur délimité par la rue Notre-Dame, la rue Saint-Hilaire, la voie ferrée et la rue Saint-Antoine », in the words of the urban plan — went up for the most part between 1950 and 1970, and the secteur Presqu'Île between 1980 and 1990. Two generations of job sites, two ways of approaching an address.
One last framing figure: over 2.08 km² by the city's own count, Charlemagne houses 6,658 people under population decree 1499-2025 — the densest municipality of the MRC de L'Assomption, and by a wide margin the smallest in area.

No industrial park, but job sites 12 to 30 storeys tall
The urban plan says it without hedging: Charlemagne has no industrial park. Its convenience businesses stand mostly on boulevard Céline-Dion south of rue Émile-Despins, on rue Notre-Dame and on rue Plourde; retail of regional reach occupies boulevard Céline-Dion north of Émile-Despins, and passenger-vehicle sales cluster where Highways 40 and 640 meet.
The heavy work is somewhere else: in high-density housing. The city announces the quartier Oviv, at 8, rue Notre-Dame — 144 dwellings in a first phase, more than 1,200 units once complete, in seven buildings of 12 to 30 storeys —, the projet Apero on boulevard Céline-Dion, on the site of the former hôtel Charlemagne (348 rental dwellings, 12 storeys), and We Charlemagne at the corner of rues Morin and Picard (250 dwellings, two six-storey buildings). To those add the recent deliveries at 305, rue Notre-Dame and at 120 and 122, rue Saint-Antoine, where an industrial building was turned into 32 dwellings.
For a contractor, no municipal exit door exists: the MRC writes that « les usagers commerciaux ne seront acceptés en aucun cas » — commercial users will not be accepted under any circumstances — at the ecoparc, and the owner of a building of eight dwellings or fewer gets in for bulky items alone, never for construction residues. Our answer is the 40-yard, swaps pinned to the site calendar, and one box per material when the sorting happens on site: concrete, bricks and mortar, asphalt, soil-rocks-sod.

December to March, across 20 kilometres of streets
Six employees maintain and clear the entire network — 20,677 metres of street, 6,580 m of sidewalk and 6,000 m of bike path. Snow removal operations are « récurrentes mais non planifiées », recurring but never scheduled: they are announced by temporary signage, on the city's site and through automated alerts, by email and text message, which you have to sign up for. Sixteen streets receive that temporary signage — Plourde, Notre-Dame, Quintal, Saint-Hilaire, Saint-Paul, du Sacré-Cœur, Saint-Antoine, Trudeau, Émile-Despins, Benoît-Sauvageau, Saint-Alexis, Saint-Jacques, Chopin, Saint-Denis, Antonio-Mercier and Ricard.
From December 1 to March 31, no road vehicle may remain on a public road between midnight and 6 a.m., save on seven stretches named in the by-law. That ban reaches road vehicles only; a dumpster does not belong to the category. The snow-clearing by-law, however, squarely forbids « placer ou d'abandonner sur la voie publique ou sur l'emprise d'une voie publique tout objet qui peut nuire aux opérations d'enlèvement de la neige » — placing or leaving on the public way, or on its right-of-way, any object liable to hinder snow removal. A dumpster is one such object. In winter it therefore stays on private land.
What remains is agreeing on the spot. Zoning allows the temporary car shelter between October 1 and April 30, with no formality whatsoever and up to 4 metres in height, then sends it precisely « dans l'espace de stationnement, de la voie d'accès au stationnement ou dans la cour arrière » — into the parking space, the lane leading to it, or the back yard. Six months a year, it sits on the very ground the box would want. A call before delivery settles the question.
