We word it carefully because the conclusion comes from an absence of provision: a full-text search through ten Carignan by-laws — zoning, permits, construction, nuisances, parking, occupancy of public property, peace and good order, fees, trucking and the urban plan — finds no « roll-off », « autochargeur », « benne » or « conteneur temporaire ». The zoning list of temporary uses and buildings (s. 76) is closed and holds only three entries, none of them a dumpster, the list of work exempt from a certificate is closed too, and fee by-law 310 (2026)-2 sets no such charge.
