Do I need a permit to place a dumpster in McMasterville?
No certificate on by-law 387's closed list covers placing a dumpster on private land — in that sense, no permit is required for the dumpster itself. But we say it plainly: zoning prohibits residential outdoor storage except named exceptions (s. 5.79), and its only « container » exception (s. 5.81) covers wooden storage containers, three months at most, « in the side or rear yard only » — the metal waste dumpster is named nowhere. So we favour the side or rear yard when the lot allows it, and for the front driveway, the planning department settles it at 450 467-3580 before delivery. The job site itself needs a permit as soon as you go beyond minor maintenance work under 5,000 $.
Can I have the dumpster placed on the street in front of my house?
Not without an application. « Using the public way for temporary purposes » requires a certificate of authorization in McMasterville (by-law 387, s. 2.11 c), and construction by-law 384 sets the conditions: at most one third of the street's width, lights kept lit from sunset to sunrise, joint liability of builder and owner for any damage, and restoration of the public way within two weeks. I am a contractor: can I use the regional drop-off centre?
No, and the regional county's page says it without ambiguity: « contractors and materials from commercial activities are not accepted ». The drop-off centre is a resident's resource, never a commercial job site's.
