Do I need a permit to place a dumpster in Saint-Mathias-sur-Richelieu?

No municipal permit was found for the dumpster itself, placed on your land during work — and we word it carefully, because the conclusion comes from an absence of provision: the closed list of certificates of authorization in by-law 1029 (18 interventions) covers no such case, and the fee schedule charges for none. The construction by-law goes further: it requires debris to be « deposited in containers provided for that purpose » and authorizes the container for up to 8 consecutive weeks (by-law 1028, s. 2.8.5). Can I have the dumpster placed on the street in front of my house?

We do not promise it, because two by-laws cross paths. The nuisance by-law authorizes « no use of the municipal right-of-way » outside three specific cases (by-law 1032, s. 2.1.4); the construction by-law authorizes, during work, « temporary occupation of the public domain […] to deposit construction materials », without impeding traffic and at the applicant's expense in case of damage (by-law 1028, s. 2.8.3). Add the municipality's only sidewalk and bike lanes on both sides of the chemin des Patriotes, and a street off-limits at night from December 1 to March 31: the spot is on your land, or we call the Municipality together at 450 658-2841.

How long can the dumpster stay on my lot?

Saint-Mathias-sur-Richelieu is one of the rare municipalities to answer in plain terms: a construction debris container is « authorized for a maximum duration of 8 consecutive weeks » on the lot (by-law 1028, s. 2.8.5). And the clock keeps running after the job: all materials, debris, waste and equipment must be removed and the lot restored to cleanliness within 15 days of the end of work (s. 2.8.7), machinery within 30 days (s. 2.8.2). Our rental durations fit that calendar — and a swap replaces a full dumpster well before the limit.

My permit requires « proof » of debris disposal — what is that?

It is a Saint-Mathias particularity: a permit holder must « treat construction, renovation or demolition residues in the écocentres of the MRC de Rouville or provide proof that the residues were treated in an accredited dry materials sorting centre » (by-law 1029, s. 2.2.1, 8°). Yet the écocentre route caps out at 6 CRD visits a year, in a light vehicle unloaded by hand. A dumpster rented from a hauler that routes materials to a sorting centre is documented compliance — the destination of the debris is traceable, and we provide the record.

Can the écocentre replace a dumpster?

For a car trunk, often: the Marieville écocentre takes clean soil, branches, metals and bulky items free and without limit. For a job site, no. CRD — concrete, brick, wood, shingles, gypsum — is counted: 6 visits per calendar year per address, then 40 $ a visit, each visit capped at a load of roughly 4 ft × 8 ft × 16 in (≈ 0.4 m³). Vehicles of 4,500 kg and over are banned, tipping beds too, everything comes out by hand, and Saint-Césaire closes for the whole winter. Even using all 6 visits, you move under 3 m³ — a 10 yard box holds 7.6, a 20 yard 15.3, a 40 yard 30.6.

Can I put my renovation debris in the bin or the bulky waste collection?

No. By-law 333-23 of the MRC de Rouville bans from garbage « soil, peat, rubble and plaster debris, pieces of concrete or masonry and chunks of paving », trunks, branches, « wood in general » and all CRD « of residential or ICI origin » (s. 5.2) — and collection is capped at 720 litres in two containers, 100 kg per bin. The bulky waste collection expressly excludes CRD and dry materials from its definition, runs only three times a year and requires registration. From April to October, organics run on Thursdays and garbage every other Tuesday — always check the MRC calendar or the InfoCollectes+ app.

Will the dumpster damage my driveway?

Saint-Mathias zoning requires parking spaces to be « completely covered » — permeable slabs or pavers, concrete, paving stones, « pale-tone asphalt », cellular pavers or reinforced grass — and gravel is not on the list (by-law 1026, s. 5.2.8): compliant recent driveways are finished surfaces worth protecting. Saint-Mathias-sur-Richelieu is delivered along a single artery: the urban perimeter is a ribbon that follows the Richelieu River, « on either side of the chemin des Patriotes » (Route 133), from the village core — the church and the school — to the town hall and Roger-Bélisle park hub. That road is a restricted trucking route on the metropolitan arterial network, and it carries the municipality's only sidewalk plus bike lanes on both sides: our truck plans its move before it arrives, so it blocks neither the sidewalk, nor the bike lane, nor traffic. Three things therefore get settled on the phone rather than in the driveway: the driveway width — a residential driveway entrance here runs from 3 to 7.50 metres —, the distance from the intersection (more than 7.50 metres required) and, on a corner lot, the 6 metre sight triangle where nothing may stand taller than one metre.

What fills our Saint-Mathias dumpsters, the urban plan (by-law 1025) all but spells out. The village is built out — 4,544 residents at the 2021 census, and 0.56 hectare of vacant residential land: the market here is renovation. A little over 40% of dwellings date from 1980 or earlier, and 28% were built between 1991 and 2005 — two waves reaching roof, bathroom and cladding age together. The housing stock is dominated by detached single-family homes, with denser streets — Lussier, de la Vieille-Forge, Monseigneur-Phaneuf — and a mobile home park south of the chemin des Patriotes; 78.7% of households are owners. A 20 yard box, roughly the size of a Dodge Caravan, fits in the driveway without trapping the car when the spot is chosen ahead; the 10 yard takes the same footprint, simply lower.

The third thing our drivers check is the surface. Zoning requires parking spaces to be « completely covered » — permeable slabs or pavers, concrete, paving stones, pale-tone asphalt, cellular pavers or reinforced grass — and gravel is not on the list: compliant recent driveways are hard surfaces. By-law 333-23 of the Rouville regional county makes a collection container mandatory from 6 dwellings for garbage and from 12 units for recycling; and any user may opt out of the municipal service by producing « a copy of a private service contract attesting that the unit in question is served by a container » (by-law 1056, s. 3). For a contractor, the decisive argument lies elsewhere: a permit holder must « treat construction, renovation or demolition residues in the écocentres of the MRC de Rouville or provide proof that the residues were treated in an accredited dry materials sorting centre » (by-law 1029, s. 2.2.1, 8°). Yet the écocentre caps CRD at 6 visits a year, in a vehicle under 4,500 kg, unloaded by hand. A dumpster headed to a sorting centre is documented compliance. One last detail our drivers factor in by default: the nuisance by-law requires that a vehicle leaving a lot with tires or box soiled with soil or mud be cleaned before touching the roadway (by-law 1032, s. 2.1.5) — the truck delivers, cleans up and leaves.

In winter the street closes at night — and the driveway fills up

Winter in Saint-Mathias closes the street at night: parking is prohibited « on any public road, from December 1 to March 31, between midnight and 7 a.m. », and that ban « takes precedence over any sign authorizing parking » (by-law 1018, s. 3). Lifting notices are announced by 5 p.m. at the latest — parking info line 450 279-0133, SOMUM alerts — and the fine runs from 50 $ to 200 $, on strict liability. So the street is no winter fallback for a dumpster; and snow from private land may not go onto the street or the sidewalk (by-law 1032, s. 2.1.3).

What changes most is how crowded the driveway gets. The temporary winter car shelter is allowed from October 15 to April 15 — and zoning allows two per residential lot inside the urban perimeter, on the parking space or its access lane, « without encroaching on the street right-of-way », more than 60 cm from the side lines, at most 50 m² and 2.50 m tall. Two shelters, the bins — which need one metre of clearance around them at the curb (by-law 333-23, s. 4.4) — and the dumpster all compete for the same driveway six months a year. Add the écocentre calendar: Saint-Césaire closes from November 15 and Marieville drops to three days a week, Thursday to Saturday. In winter, the dumpster becomes the shortest path for debris — and since the street is no fallback, the spot gets planned when you book.

Why the drop-off centre is not enough in Saint-Mathias-sur-Richelieu

Access is reserved for MRC citizens, photo ID with address in hand, and every dwelling already pays for it: 56 $ a year on the tax bill, « whether using one of the écocentre service centres or not » (by-law 1056).
